NEWS HEADLINES DETAILS Endangered: ‘Climate GILGIT: We have all heard of climate change impacting topographies and ecosystems, especially change threatening in mountainous regions. However, languages and in particular areas have not been spared by the effects of this phenomenon. A study conducted by Zafar Shakir of Karakoram languages’ International (KIU) reveals Shina language is a casualty of climate change. Belonging to , October 17, the Dardic tribe, the origin of the language dates back to the arrival of Aryans into Shinaki area 2015 (areas along the Hindukush and Karakoram) circa 1,500 to 2,000 BCE. Words from other languages have encroached into particular regions of the Shinaki area, thereby categorising it within the threatened languages. “Human displacements and migrations tend to affect languages and cultures,” writes Shakir. He says this happened to Shina in Gilgit-Baltistan as well. A lecturer at the Department of Modern Languages at KIU, Shakir carried out a study in September with 20 Shina-speaking participants displaced by floods over the past year. “Of those I interviewed, there were equal number of farmers, servicemen and women, students, and businessmen,” explained the lecturer. The study period lasted nearly two hours and 3,223 words were uttered by the target group. The use of non-Shina words were reported at 33% by the end of the study. According to Shakir, “There is a direct and indirect impact of climate change on our material , which includes our clothing, agricultural norms and housing.” The lecturer added, “However, there is also a direct and indirect impact of climate change on our non-material culture, which revolves around languages.” The KIU faculty member said the impact of climate change on the target group forced them to code switching (switching from one language to the next in one conversation), inter- as well as intra-sentential switching, and blending and borrowing of words from other languages. programmes of Punjab has promoted national unity and brotherhood. The chief minister said that a state-of-the-art Pakistan Kidney and Liver Transplant Institute is being set up in Lahore with the cost of billions of rupees for the treatment of kidney and liver patients. He said that work is also in progress on the project of Knowledge Park which will help in promotion of higher education and training and research in the country. Journalists from Khyber Pakhtunkhawa paid tributes to the chief minister for the measures taken for the development of the province and said that they have personally seen the progress made by the province during their visit to Lahore. They said that Shahbaz Sharif works round the clock and they are deeply impressed with his welfare activities. They said that the chief minister is working for the promotion of national solidarity in the real sense and it is their desire that Khyber Pakhutunkhwa should also emulate the welfare measures of Punjab. Meanwhile, the delegates participating in international conference on climatic changes-2015 led by Ambassador of Martine Dorance met Punjab chief minister and discussed the issues relating to climatic changes at international level, their impact and strategy for coping with this challenge. Speaking on the occasion, the chief minister said that climatic changes at international level have become very important issue and there is a need to work jointly in this regard. He said that due to climatic changes, large scale destruction was caused in Punjab due to flood in 2010 and districts of south Punjab were badly affected. He said that according to an estimate, the flood of 2010 caused a loss of ten billion dollars to the economy whereas flood in 2014 also resulted in massive devastations in central Punjab. Delegates of international conference said that the Punjab government led by chief minister worked speedily and transparently for the rehabilitation and financial assistance to the flood victims of 2010 and 2014. Provincial ministers, Rana Mashhood Ahmed Khan, Muhammad Asif Malik, Punjab Investment Board chairman, Board of Directors of Rural Support Programme chairman, and secretaries concerned, environment experts and senior officials were present on the occasion. Paris to hear Pakistan’s LAHORE - The two-day forum "Pakistan Sey Paris: on the road to 2015 Paris Climate voices after climate moot Conference" concluded at Al-Hamra yesterday. The forum sets the stage for Pakistan's preparation to the upcoming Climate Change Conference to be held in Paris from November 30 to NDMA, October 15, 2015 December 11. The forum gathered more than 600 people from government, academia, civil society, students, private sector, media and the general public. The conference was organised jointly by the Embassy of France, federal and provincial governments, the , and a large array of civil society organisations. In four round tables, experts discussed low-carbon development strategies in Pakistan, adaptation and impacts of climate change on food and water security, health and gender, disaster risk management and climate smart solutions. Many local solutions to tackle climate change were presented and new ones recommended. This agenda of solutions will be showcased in Paris, highlighting Pakistani voices, challenges and people's priorities. Eminent speakers included the French Ambassador, Martine Dorance; the EU Ambassador, Jean-François Cautain; United Nations Resident Coordinator, Neil Buhne; Member of National Assembly and Chairman of the Standing Committee on Sustainable Development Goals, Marriyum Aurengzeb; Secretary of the Ministry of Climate Change, Arif Ahmad Khan; representative of the Ministry of Foreign Affairs, Tasneem Aslam; and prominent voices from civil society such as Javed Jabbar, Dr Shoaib Sultan Khan, Dr Ishrat Hussain and Dr Parvez Hassan. The lead author of the National Climate Change Policy, Dr Qamaruz Zaman Ch said, "Climate Change is the 's most difficult challenge humans have ever created. Javed Jabbar advocated strengthening the capacity of civil society and decreasing their dependency on donor organisations; reconceptualising the development approaches and adopting a collaborative rather than confrontational approach to address climate change. Senator Nisar A Memon, Chairman Water and Environment Forum Pakistan, underlined that "small solutions had to be developed together with the private sector to face climate change challenges". Former ambassador Shafqat Kakakhel stressed the need to "strengthen institutional mechanisms to promote collaboration among government agencies and non-state stakeholders for formulation and implementation of a low carbon climate resilient growth paradigm". Bella Evidente, UN Habitat, called "the cities to act and identify their risks". Talking about health impacts, Dr Sania Nishtar proposed establishing cross cutting institutions that can do long term thinking and planning that see beyond the short term. Dr Dominique Reynaud, eminent French scientist, proposed establishing a scientific RPCC "regional panel on climate change" or a PPCC a "Pakistan panel on climate change" on the model of the IPCC.Dr Shoaib Sultan defended people centric development initiatives, focused on community empowerment and economic resilience in ways that reflect their hopes and aspirations. Marc-André Franche, UNDP, highlighted the importance of developing climate change literacy and implementing effectively the policies through better governance.Youth voices were represented by the Youth Parliament. Numerous students from Superior University Lahore helped to organise the event. Fire Safety Provisions NDMA Signs MoU with Pakistan Engineering Council Regarding Development of Building Code of The Nation, October 15, 2015 Pakistan – Fire Safety Provisions A Memorandum of Understanding (MoU) was signed between National Disaster Management Authority and Pakistan Engineering Council at NDMA office today for the formulation of first ever Fire Safety Provisions (BCP-FSP-Code). The MoU was signed by Chairman NDMA Major General Asghar Nawaz and new Chairman PEC, Engineer Jawed Salim Qureshi in presence of senior NDMA & PEC officials. The codes will be formulated on fast track basis in eight months and funded through National Disaster Management Fund (NDMF). The MoU allows PEC to work on development of Fire & Safety Codes in consultation with all relevant National & Provincial experts and stakeholders and shall prepare final

draft by May 2016 for approval / vetting by Division. The end state desired by NDMA is a strict enforcement of these codes, violation of which should be a criminal offence. Chairman PEC also thanked NDMA for taking this initiative which is a step towards building resilient capacities for disaster management. As per known statistics in last five years total 69447 fire incidents of building/industrial fires cost 598 human lives besides huge economic loss worth Rs. 45269.1million. This initiative of NDMA is foreseen as a major step to alleviate the concerns with respect to loss of lives as a result of fire incidents. In a statement, the WWF-Pakistan said the Paris Climate Conference was significant for Pakistan as the country was one of the most vulnerable to climate change. Since the past few years, the country is facing the deadliest impacts of climate change in form of floods, cloud bursts, droughts, cyclones, sea intrusion and heat waves. From the 2012 floods alone, Pakistan has faced a loss of $6 billion, equivalent to one per cent of its GDP, the statement said. “The forum in Lahore is conceived as a prelude to the Pakistani participation at the international conference. The member states also focused on the disaster risk reduction and climate change adaption for achieving sustainable development goals. Pakistan is also signatory to the global progress in achieving the goal of the Sendai Framework. ll member countries including Pakistan are agreed upon the set targets which include reducing global disaster mortality by 2030, reducing number of affected people by 2030, reducing direct disaster economic loss, reducing disaster damage to critical infrastructure and disruption of basic services, among them health and educational facilities, including through developing their resilience by 2030; increasing the number of countries with national and local disaster risk reduction strategies by 2020; enhancing international cooperation to developing countries through adequate and sustainable support to complement their national actions for implementation of the framework by 2030; besides that increasing the availability of and access to multi-hazard early warning systems and disaster risk information and assessments to the people by 2030. Keeping in view the agreed targets the progress in all aspects of the disaster risk reduction is possible by solid concrete and organized steps in the field of emergency preparedness with effective monitoring system like emergency service Rescue 1122, as all the calls are monitored in the command and control room, all emergency vehicles are on tracking system and all districts of Punjab are being monitored through Provincial Monitoring Cell (PMC) Lahore. The monitoring system at district and province levels ensures the average response time of 7 to 10 minutes in all emergencies resulting minimising death and disabilities by providing swift response to helpless victims of all emergencies. Emergency preparedness does not stop here, besides having an effective emergency management system at government level, communities should have integrated system with collaboration of the existing emergency services or social welfare departments and non-governmental organizations for disaster risk reduction and organized efforts in this area. he disaster risk reduction requires collective approach, inter- organisational coordination, partnership with all concerned stakeholders and community based disaster risk management. Local communities are the main actors of the disaster response and

disaster risk reduction. It has been observed that disaster-prone communities are enriched with their experiences and elder people along with vulnerable groups. They all can be included in the planning for disaster risk reduction at local level. The disaster preparedness can be improved by capacitating the vulnerable community according to their need and making them able to respond to local problems with their local knowledge and expertise as it is the cost-effective way of disaster risk reduction which improves the likelihood of sustainability through genuine ‘ownership’ of projects by local community. Furthermore all those people who are working for awareness, advocacy, capacity building and disaster resilience at any level deserve appreciation on International Day Related Disaster Risk reduction. I felt proud to know the community views about the disaster response by the research study on Governance and Disaster in Pakistan conducted by Pattan and Asia Foundation Pakistan that says “the response after 2005 earthquake has been improved and Rescue 1122 Emergency Service is doing commendable job in disaster response. All concerned communities and stakeholders should realise their importance and contribute for developing safer communities in Pakistan. May Allah keep our country safe from all disasters and make us a real contributor as civilised citizen of the Pakistan. Global climate panel elects Director-General Ministry of Climate Change, Muhammad Irfan Tariq, has been elected as vice Pakistan as Vice-Chair of chair of Working Group-I of the Intergovernmental Panel on Climate Change (IPCC). “This is a great milestone the country has achieved. NEWS HEADLINES DETAILS Punjab govt warns of RAW ISLAMABAD: Law enforcement authorities tightened the security of Prime Minister plot to kill Nawaz and other high-profile personalities on Saturday in the wake of a provincial home department The Express Tribune, October 18, warning of an assassination plot by India’s Research & Analysis Wing (RAW). In a chilling notice 2015 issued on October 9, the Punjab home department stated that RAW, in collusion with some banned organisations, could hit important political personalities, including Premier Nawaz. The IG Office, CCPO, DIG Security, DIG Operations and other relevant sub-departments providing security to high-profile personalities have reviewed and reinforced their security plans for the premier in the federal capital of Islamabad, as well as the provincial capital of Lahore. Police and other law enforcement agencies have advised all the high- profile personalities to stay vigilant during public movement. The claim that RAW could garner support from proscribed groups for its attacks has resulted in massive police crackdowns on regional offices of such outfits. A senior police , on the condition of anonymity, said law enforcers had taken a number of measures to restrict the movement of banned organisations to limit the threat. He said the security plan for Muharram as well as the route of important personalities had been revised in view of the fresh threat alert. PM’s Chief Security Officer Muhammad Zeeshan has been asked to improve the premier’s security and to be more vigilant, particularly at his residence in Jati Umrah town near Lahore. After Lashkar-e- Jhangvi (LeJ) chief was killed in a police encounter in Muzaffargarh on July 29, his militant group had announced that Ishaq’s killing would be avenged. Punjab Home Minister Col (retd) was killed in a on his political office in Shadi Khan near on August 15. And police saw the LeJ’s involvement in the incident. He said that the new building of Mardan jail was constructed with the cost of Rs1.7 billion and it had the capacity to accommodate about 2,200 prisoners. “There are nine sectors for prisoners with each accommodating 150 inmates, 10 segregation cells, 20 death cells and two special security sectors each having 62 cells,” he said. He said that other facilities included civil prisoners sector, A and B class containing 18 rooms with attached bath and kitchen in the sector, female section for 105 prisoners, juvenile section for 105 prisoners and five cookhouses. Mr Khattak said that the administration block of the new building of Mardan jail also had the IT and CCTV control room; three interview rooms for the male, female and A and B class prisoners; gallows cell for executions; and store besides barber/welfare shop, establishment office and three overhead water tanks. He said that keeping in view the security challenges the government had ensured that the new Mardan jail building was equipped with all modern facilities and a secured prison. He revealed that arrangements provided in the new prison included three-layered security walls around the prison, mobile pickup for round-the-clock surveillance around prison, floodlights in the sectors and on towers, streetlights both inside and outside the prison area, electric alarm system, pop-up blocker, eleven watch towers on perimeter wall, six pickets on the wall, four on main gates, eight pickets in prison colony and outer gate, walkthrough gates /detectors, steel barrier in front of outer main gate (first entrance), and guard rooms in all sectors. He said that there were 399 CCTV cameras, RCC wall around the jail premises, three electric gates and provision of eight jammers. Facilities for prisoners include a mosque, geysers in female/juvenile sections and family quarters, laundry for prisoners in all sections, steel shelf and hangers in barracks, 180-bed hospital having physician/surgeon and other specialist doctors, computerized interview system and PCO(s) in all sectors. He said that the problems of overcrowding in the prisons of Khyber Pakhtunkhwa would be reduced considerably. He said that the people of Mardan, Peshawar and Malakand divisions would be facilitated with the establishment of this prision in Mardan. Condemning the attack as an act of cowardice, the MNA pointed out that he did not receive any threat or alert prior to the blast. Taliban accept responsibility Meanwhile, a Taliban splinter group claimed the responsibility for the attack, saying it was behind the blast at the political office of the ruling party’s MNA in DG Khan. “The Tehreek-e-Taliban Pakistan Jamaatul Ahrar has carried out the attack on the election office of the PML-N lawmaker,” the group’s spokesman Eshanullah Ehsan said. The militant outfit had parted ways with the TTP over serious differences last year. Security officials say majority of the Taliban leaders have crossed into Afghanistan and now operate from there. Three militants killed, two WEB DESK: Pakistan QUETTA: At least three people suspected of links with a banned held in Balochistan organisation were killed in a shootout in the Kanak area of Mastung district, Balochistan, on The Express Tribune, October 13, Tuesday. vests sought for traffic handling personnel across the city as they believe it is not easy to perform such duties with the existing 9kg jackets. This development is in reaction to the immense threat of armed attacks that police have resulted in the deaths of several traffic police personnel, it emerged on Sunday. Sources Daily Dawn, October 12, 2015 privy to the recent communication between the traffic police and the Sindh police hierarchy said a proposal had been forwarded to the relevant authorities for the import of around 3,000 bulletproof vests made of synthetic material which were much lighter in weight for traffic police personnel. “The bulletproof vests currently used by our policemen carry metal plates on both sides of the jacket,” said an official. “The average weight of such jackets ranges between 8kg. With such a weight it’s not an easy job to stand under the open sky for six to eight hours to control traffic. That’s why a proposal was forwarded to the Sindh IG which is being pursued further,” he added. He said the bulletproof vests made of synthetic material were much lighter and being used in different parts of the country as well. Following the request from police authorities, according to the sources, arrangements were being made to import bulletproof vests with synthetic material through due process. The recent wave of deadly attacks against traffic policemen has claimed the lives of nearly a dozen personnel within a few weeks. Unarmed and without any regular policing training, traffic constables were later given automated rifles, pistols and bulletproof vests by the Sindh police for self-defence. However, the move has not shown to be much effective as attackers are still finding traffic policemen a soft target since they are busy in traffic management at crowded intersections amid hundreds of vehicles. Later, police authorities sought the assistance of paramilitary Rangers to provide security to traffic police personnel in the metropolis following consistent attacks. However, the Rangers, according to officials, have not been able to provide security cover to traffic personnel at all major intersections. “The Rangers soldiers currently are deputed only at sensitive intersections,” said another official. “There are still a number of busy intersections where the traffic officials are without security cover. At such points the traffic officials are taking care of security on their own with a couple of armed colleagues.” Though the recent incident has sent ripples among the Karachi police authorities, traffic policemen have also been randomly targeted in the past; some 49 traffic policemen have been targeted from 1995 to 2015. Around 1,200 traffic policemen work in one shift with an overall force of 3,100 across the city. “Out of 3,100 traffic police officials, 600 have been armed with automated rifles and pistols,” said the official. “These 600 armed personnel perform duties along with their 2,500 colleagues at traffic intersections providing them security cover. Apart from Rangers and armed traffic policemen, some 300 police commandos have also been deputed in different areas for the security of traffic officials.” 588 dead, 1,007 injured in ISLAMABAD: Some 588 people were killed and another 1,007 sustained injuries in 821 incidents 821 acts of terrorism of terrorism in the country during the first eight months of the year. At least 150 motor training schools DIG have been operating in the metropolis and they are not registered with the license department as per Daily Times, October 17, 2015 the report of a previous survey conducted by Karachi Licence department, said the DIG while talking to PPI. Aftab Pathan said a committee has been formed which will conduct a new survey on all motor training schools that are not following the Traffic Rule (23) in the city. This traffic rule bounds all motor training schools to follow the law and provide proper training to learner drivers as per the traffic law including basic training of vehicles’ engine, tyre pressure and water level in radiator, he added. The DIG said it has been observed that poor training of learner drivers is behind the growing accidents in the city so no more these shoddy schools would be allowed to play with precious lives of citizens. These so-called training schools cannot provide standard training to drivers despite they are being charged heavy fee. He said as per the Traffic Rule 23 they are responsible to register driving training schools and issue them licences if they meet the criteria. He said motor training schools should have proper workshops, dual operating vehicles with third party insurance, the trainers should have proper commercial licences and they must have knowledge about the traffic law. Pathan regretted that many motor training schools are being operated in small shops; even some of them have dual services. Russia to lay $2 bn gas ISLAMABAD: Pakistan and Russia on Friday signed an agreement on laying a 1,100-kilometre-long pipeline in Pakistan pipeline from Karachi to Lahore with Russian investment of $2 billion. The agreement on cooperation for the development of North-South Gas Pipeline was inked by Federal Minister for Petroleum and The News, October 17, 2015 Natural Resources and Russian Minister for Energy Alexander Novak here at the Prime Minister’s House. Prime Minister Nawaz Sharif witnessed the signing ceremony. Under the inter-governmental agreement, the Russian Federation through its state corporation RT Global Resource will collaborate with Pakistan’s Inter State Gas System (Pvt) Ltd for laying of the pipeline. Shahid Khaqan Abbasi told APP that the project was of great significance for Pakistan as it will help carry the additional volume of imported gas from the country’s south to the rest of the country. He said the pipeline would develop a proper mechanism for the transportation of gas from south to other parts of the country for which no system existed at present. The minister said the North-South pipeline project was part of the government’s vision to meet the country’s energy needs on priority basis. He said China was also expected to collaborate in execution of the gas pipeline project, which will be completed in 30 months. The project will be capable of transporting 1.2 billion cubic feet of gas from Karachi to Lahore by laying 42-inch diameter pipeline. The first phase is expected to be completed by December 2017. The Economic Coordination Committee (ECC) had approved the North-South Gas Pipeline Project under a government-to-government agreement in January 2015. The draft inter government agreement was approved by Prime Minister Nawaz Sharif in July 2015. The ECC had designated the Inter State Gas System (Pvt) Ltd as the executing agency to implement the project in liaison with the Sui Northern Gas Pipelines Limited (SNGPL) and Sui Southern Gas Company Limited (SSGCL). The project will take cooperation between Russia and Pakistan “to a new level”, Novak said in a statement issued by the ministry.The statement said the pipeline will be operated by the manufacturer for 25 years before being transferred to the Pakistan government. Russia’s ITAR-TASS news agency reported in June that the country had lifted its embargo on arms supplies to Pakistan and was holding talks on supplying Islamabad with combat helicopters. Nawaz Sharif at the time invited Russian companies to invest in Pakistan, particularly in the energy sector, and benefit from the business-friendly policies of the government.Earlier, Nawaz Sharif said during a meeting with the Russian delegation led by Alexander Novak that the growing Russian cooperation would help a great deal in meeting Pakistan’s energy requirements. This is the first such visit by a Russian energy minister to Pakistan in three decades.Both the sides reviewed the overall state of bilateral energy cooperation between the two countries, the possibility of greater Russian investment in Pakistan’s oil and gas sector and exchanged views on the North South Gas Pipeline project which would mark a new milestone in their bilateral energy cooperation. As increase in plant factor the high head tariff decreases up to 6.28 cents per kilowatts for 80 percent, for foreign dent while 7.393 for local debt. According to the decision the tariff was revised on stakeholders request. After Nepra decision in April this year, various stakeholders submitted review petitions and after considering their requests the authority came up with this new tariff. In its April decision the authority announced levelised tariff of Rs. 7.449 per kilowatts for low head projects with 100 percent foreign debts, while for local debt the levelised tariff was set at Rs. 9.76 per kilowatts. The petitioners including government of KPK, sought review of the Upfront Tariff Determination on the following grounds that The EPC cost assumed in the Upfront Tariff Determination is too low; A mechanism for indexation of civil works cost (one-time adjustment at COD) on account of variation in prices of major inputs (i.e. Fuel, Steel, Labor and Cement) during the construction period has not been allowed; The assumed Debt financing cost (premium over KIBOR) is low; The assumed Debt-Equity ratio is low; The percentage assumed for Financing fee and charges is low; and the timelines regarding validity of the upfront tariff and maximum time for financial close may be altered; On above, the authority decided to revise the previous onetime adjustment, under which 40pc of the assumed EPC cost will be adjusted over 36 months (maximum) starting from the date of financial close of the project for USD/PKR exchange rate variation, and 60pc of the assumed EPC cost converted at reference USD/PKR exchange rate of 101.95 will be adjusted over 36 months (maximum) starting from the date of financial close of the project. Small hydropower projects are considered a viable source in Pakistan as they do not require building of large dams and do not pose environmental problems of deforestation, submergence or rehabilitation. He said that the prime minister has tasked WAPDA to consult the stakeholders as well as water sector experts and come up with recommendations so as to finalise the prime minister’s initiatives on water security. The recommendations of the consultative sessions will be collated and presented to the prime minister, he added. Highlighting the importance of water for life, the chairman said that striking a balance between water availability and its need is a must. He said unfortunately, there is no harmony among the provinces on water issues, therefore, there is a dire need to forge consensus on all water issues that can be reached through constructive engagements. Zonergy China is working on a 900-MW solar project under the China-Pakistan Economic Corridor (CPEC). Qui said the cost of solar power station in Pakistan was 15-30% higher than that in China. “The average electricity price is 14.15 cents which is still below the lowest feed-in tariff level of China,” he said, adding that Pakistan also faces problems of unstable security, slow economic development and deficient infrastructure. He said that all countries, even with stable and healthy development of solar energy, experience a gradual phase of high to lower tariff. “In the initial stage, investors are attracted to promote industrial development through high electricity tariffs. But with the gradual development of matched industrial environment and further development of solar energy, the price is reduced,” he said, citing China, and Japan as examples. There is a severe gas shortage in Punjab where they would be able to supply it only to the domestic consumers during the next three to four months. Stating that the LNG would be cheaper than all types of fuels, Abbasi said the Ogra had fixed the LNG price at $8.6 per MMBTU and all the cost would borne by the consumers. He said an amount of Rs100 billion would be saved through LNG-based power generation, adding that the basic purpose of importing LNG was to run gas-based power units and fertilizer plants as well as supplying CNG. The minister mentioned the gas theft amounting to Rs10 billion in Khyber Pakhtunkhwa but said the provincial government had expressed its inability to stop the practice. Abbasi said high quality petrol and diesel were not being imported to Pakistan, which had negative effect on car engines and environment; however, it didn’t affect the bikes of less than 100 cc power. Receiving Rs2 billion as bribe daily from the PSO was impossible, he noted. Senate Standing Committee on Textile Industry Chairman Mohsin Aziz said presently, using furnace oil for power generation was cheaper than the gas, as he called for slashing the GIDC and gas charges. He stressed that there was a need to abolish many other institutions, not the Planning Commission. According to Mohsin, the government has increased the gas price by 23 per cent along with 22 per cent GIDC. Thus, it is difficult for the industry to bear the 44 per cent increase in production cost. He said the government had raised the gas tariff for smaller provinces excessively and was also levying terminal charges in the LNG price. The hike in gas price was for ending the difference between the LNG and gas prices, he added. The president of APTMA Punjab chapter, Amir Fayyaz Sheikh, described the textile industry strike as an unfortunate event for the country and stressed the need for supplying gas to the textile units. According to Sheikh, they have been raising the issues being faced by them with the government for the last two-and-half months but no solution could be found even after a meeting with Prime Minister Nawaz Sharif. They have given an eight-point agenda to the government; however, they are told that there would be no gas supply for the next three to four months. Sheikh said the Indian yarn and clothes were being dumped in Pakistan, adding that there was 5 per cent duty on the Indian yarn in Pakistan but it was 28 per cent for the Pakistani product in India. He revealed that India had spent $66 billion on the textile industry during the last seven years, but the amount for Pakistan during the same period was mere $3.5 billion. Spurious medicines, ISLAMABAD: Public health is being compromised for over quite some time due to rise in food food adulteration — a adulteration and sale of fake and spurious medicines in the market. The profiteers are often misusing the opportunity for meeting the ever-increasing demands of edibles and medicines by violating the real threat to public food and drug related laws about public health safety. Sajid Shah said the quality, composition and sample of the medicine are examined in relevant laboratories, adding if the company is found guilty, it is sealed. Textile industry KARACHI/LAHORE: Textile millers on Wednesday closed their factories across the country to observes Black Day protest an increase in the cost of doing business and also warned that they could extend the campaign ‘indefinitely’ if demands are not met. The All Pakistan Textile Mills Association (Aptma) The News, October 15, 2015 said the entire basic textile sector remained closed from 9 am to 5 pm, resulting in losses worth Rs1.80 billion for the industry and a jobless day for 300,000 daily wagers. “It was a countrywide strike and all spinning, weaving and processing mills shut down their production,” said Amir Fayyaz, chairman of Aptma Punjab. “If our just demands are not met within a week we would close our industries indefinitely.” Textile millers were protesting an increase in the power tariff and charges of gas infrastructure development cess (GIDC) and claimed that both the charges added up Rs170 billion in the cost of doing business every year. They said electricity was being provided to them at 15 cents per unit as compared to the neighbouring and competing countries, which provided the utility at the rate of 8 to 9 cents/unit. In August this year, Pakistan’s textile exports remained at $1.83 billion against $1.9 billion August last year. Pakistan’s textile exports have fallen despite of Pakistan received GSP Plus from the . India, on the other hand received an investment of $66 billion in the sector as it provided 10 percent subsidy to the industry. Aptma chairman Tariq Saud said in order to save its industry Turkey had imposed 28 to 35 percent duty on Pakistani yarn while Pakistan imported 16,000 tonnes of yarn from India last year at five percent duty only. Its cases surfaced sharply in this city when it faced a sudden ecological change in 2003 when hundreds of thousands of fully-grown eucalyptus trees were hacked and replaced by Conocarpus trees. Though there is no scientific research so far in Pakistan on the link of African plant Conocarpus and the dengue viral fever, but some botanists and environmental activists had showed serious concern that this sudden ecological change would not augur well for the mega city. Even if the conspiracy theory of ecological change is ignored, the health department, Karachi Municipal Corporation and other related departments have not taken adequate steps to check the onslaught of dengue in Karachi. The statistics would show that the dengue cases are being reported year after year in Karachi, making it an unbearable burden for the government as well as society. Saving a few fumigation rounds and ‘awareness’ campaign there is no concrete steps seen to seriously check the causes of dengue, including poor garbage collection, leaking lines of water and sewerage and lack of affordable diagnostic facilities for citizens. Special wards and research centers, modern laboratories, specialized training of doctors, nurses and paramedics to deal with the dengue cases are still a distant dream for Karachiites. Dengue viral fever is not a Karachi or Pakistan specific healthcare problems but several other countries are also facing dengue cases, but we read only success stories in these countries. Even, a third world country like has better management to control dengue as compared with Pakistan. Karachi is the only port city of Pakistan and economic lifeline of this nation. Diseases like dengue should be taken as a grave warning signal not only for the healthcare of Karachiites but also for the . Dr Zahid said even though the coverage of the union council was found to be above 90 percent, the presence of virus calls for a comprehensive and immediate case response. “Directions have been issued to ensure extra efforts in Chakwal and adjacent areas. The campaign in Lahore and Rawalpindi was part of the already-planned SNID. The areas adjacent to circulation area have been included as well,” he said. The director general said, “Our teams have found that the area is host to sizeable migrant population from Sawat, Mardan, Qila Abdullah in Balochistan and polio reservoir areas in the country. Whereas the movement of the population from these areas is a continuous challenge, the incident calls for a strong case response and vigilance related to movement of visiting population.” This is Punjab’s first polio case in the year and highlights the challenges that the country faces in polio eradication. Out of a total of 306 cases in 2014, Punjab accounted for just four cases. In the current year, Pakistan has had 38 cases so far with this being Punjab’s first case, although this has not resulted in paralysis, as is the case normally with most polio cases. Pakistan and Afghanistan are the only countries battling polio now with Nigeria being able to exclude its name from the list only last month. He said under the CPEC the work is going on in four departments including development of Gwadar port, energy projects, infrastructure development and industrial development. He said Gwadar-Quetta road will be completed by December next. He said joint parliamentary committee and the Senate committee on CPEC are visiting the route of corridor next month. The Senate also passed the State Bank of Pakistan (Amendment) Bill 2015 unanimously aimed at bringing the existing legislation in conformity with the international best practices of a modern central bank. The Statement of Objects and Reasons of the bill says, the existing clauses pertaining to shareholders, executive committee and local boards have been omitted in the SBP Act by introducing various amendments in the Act since these are no longer relevant after the promulgation of the Bank (Nationalization) Act, 1974.
