FIGHTING CORRUPTION WITH CON TRICKS: ROMANIA’S ASSAULT ON THE RULE OF LAW David Clark FIGHTING CORRUPTION WITH CON TRICKS FIGHTING CORRUPTION WITH CON TRICKS: ROMANIA’S ASSAULT ON THE RULE OF LAW 2 FIGHTING CORRUPTION WITH CON TRICKS Executive Summary Democracy in Europe is facing its greatest challenge since the fall of the Berlin Wall. The threat comes not only from the rise of political movements that openly reject liberal democratic values, including the governing parties of Hungary and Poland, but also from the risk of creeping authoritarianism caused by a gradual decline in standards of governance and the weakening of important democratic underpinnings, such as the rule of law. Romania is a country of particular concern. Although it has earned international praise for its recent efforts to stamp out corruption, a detailed examination of Romania’s anti-corruption activities shows that they often provide convenient cover for acts of political score settling and serious human rights violations. The methods used show a considerable degree of continuity with the practices and attitudes of the communist era. The strong correlation between those targeted for prosecution and the interests of those in power is indicative of politicised justice. Cases have often been accompanied by campaigns of public vilification designed to maximise their political impact. Far from being above politics, Romania’s National Anti-corruption Directorate (DNA) is an active participant in its partisan struggles. Although the rule of law requires the justice system to work independently of government, there is clear evidence of collusion between prosecutors and the executive in Romania. -

THE BLITZ AND ITS LEGACY 3 – 4 SEPTEMBER 2010 PORTLAND HALL, LITTLE TITCHFIELD STREET, LONDON W1W 7UW ABSTRACTS Conference organised by Dr Mark Clapson, University of Westminster Professor Peter Larkham, Birmingham City University (Re)planning the Metropolis: Process and Product in the Post-War London David Adams and Peter J Larkham Birmingham City University [email protected] [email protected] London, by far the UK’s largest city, was both its worst-damaged city during the Second World War and also was clearly suffering from significant pre-war social, economic and physical problems. As in many places, the wartime damage was seized upon as the opportunity to replan, sometimes radically, at all scales from the City core to the county and region. The hierarchy of plans thus produced, especially those by Abercrombie, is often celebrated as ‘models’, cited as being highly influential in shaping post-war planning thought and practice, and innovative. But much critical attention has also focused on the proposed physical product, especially the seductively-illustrated but flawed beaux-arts street layouts of the Royal Academy plans. Reconstruction-era replanning has been the focus of much attention over the past two decades, and it is appropriate now to re-consider the London experience in the light of our more detailed knowledge of processes and plans elsewhere in the UK. This paper therefore evaluates the London plan hierarchy in terms of process, using new biographical work on some of the authors together with archival research; product, examining exactly what was proposed, and the extent to which the different plans and different levels in the spatial planning hierarchy were integrated; and impact, particularly in terms of how concepts developed (or perhaps more accurately promoted) in the London plans influenced subsequent plans and planning in the UK. -

Wxw Holds Keynote on Wxw NOW Streaming
wXw holds keynote on wXw NOW streaming service, announces details on Germany's first wrestling network wXw just announced the first in-depth details on our new "wXw NOW" streaming network, which will launch one month from now on 8/13 at www.wxwnow.de. It will not just be a collection of shows like a lot of companies offer for a monthly fee via Pivotshare but also offer original content and a lot of archived shows, some dating back as far as 2006. We will also have our uniquely designed interface/UI, while hosting and infrastructure will be managed by Vimeo, our long-time streaming partner, dating back to 2013. Wrestling journalist Markus Gronemann (DarkMat.eu, Wrestling Observer) considers this to be the biggest launch of an over-the-top pro wrestling channel by a single promotion since New Japan World. wXw Managing Director Christian Jakobi held a keynote presentation tonight at 8 pm CEST at the wXw Wrestling Academy training school, which was streamed live on Facebook (the video is available, albeit only in German, here) and talked about what future and past events and what kind of original content would be available. We had up to 750 viewers simultaneously on Facebook and also had some students and a trainer (Toby Blunt) in attendance to provide some crowd noise and cheering at key points during the announcement. Blood oozes out of a fatal bullet wound on its side. Its open, unblinking eyes stare ahead. The rustling sound of leaves. The fresh blood attracts the attention of a hungry BEAR. It approaches the lifeless doe, and claims the kill for itself. The bear licks the fresh blood on the ground. More rustling of the undergrowth. The bear looks up and sees RICHARD HARROW, armed with a rifle, pushing past a thicket of trees and branches. For a moment, the two experienced killers stare at each other with unblinking eyes. One set belongs to a primal predator and the other set is half man, half mask. The bear stands on its two feet. It ROARS at its competitor. Richard readies his rifle for a shot, but the rifle is jammed. The bear charges. Calmly, Richard drops to one knee, examines the rifle and fixes the jam. He doesn’t miss a beat. He steadies the rifle and aims it. BANG! It’s a sniper’s mark. The bear drops to the ground immediately with a sickening THUD. Blood oozes out of a gunshot wound just under its eyes - the Richard Harrow special. EXT. FOREST - NIGHT Even with a full moon, light is sparse in these woods. Only a campfire provide sufficient light and warmth for Richard. A spit has been prepared over the fire. A skinned and gutted doe lies beside the campfire. -

Index. $30.00 cloth Listening to tales told by the earth and elders of Hā‘ena, Kaua‘i, Hawaiian studies professor and geographer Carlos Andrade maps out a storied land- scape of tradition, change, and persistence. Hā‘ena: Through the Eyes of the Ancestors issues an urgent call to Kānaka ‘Ōiwi Maoli [indigenous Hawaiians] and all peoples of Hawai‘i to remember the mo‘olelo [histories, stories, nar- ratives] of the places that we are now a part of. This is especially important as pressures from tourism, in-migration, and escalating real estate prices threaten to reshape the face of the Hawaiian Islands. As Andrade tells us, “[t]he loss of names and their accompanying stories sever Native peoples from their ancestry, history, and identity, and, in this era of globalization, their legitimate claims to their continuing existence as a unique and distinct people” (p. 4). But if we hold on to these mo‘olelo, we may just be able to ‘ō‘ili pulelo ke ahi o Makana (p. ix)—rise in triumph like the firebrands of Makana. Andrade does precisely this as he combines the tools of geography, history, ethnography, and Hawaiian studies in a text that shows indigenous research at its very best: intelligent, accessible, responsible, and relevant. This directory is published to benefit youth soccer play- ers throughout North America and is dedicated to these young people. If you are looking for a camp in your area, start with the section that begins on page 26. These camps are grouped by region. If you are looking for a camp during a certain week, begin with the Camp Calendar listings on page 52. Camps that run all summer, but have chosen not to provide us with a complete list of sessions, will not appear in the Calendar section. Summer soccer camp is a time of great expecta- tions.
