Dear Bonnie:

Building Conservation Associates, Inc. (BCA) is pleased to submit this proposal to Oak Grove Improvement Association (OGIA) to provide a master plan and feasibility study for the restoration and reuse of the Oak Grove Community Building in Malden, MA. OGIA is interested in restoring the building interior and exterior, upgrading the mechanical, electrical and plumbing systems, providing universally accessible entrance and circulation within the building, and assistance in determining appropriate uses for the building. Our proposed approach to perform these services is below.

Building Conservation Associates (BCA) will oversee the project and coordinate all consultants, provide base drawings for the team to work from, lead the interior and exterior envelope review and develop reuse scenarios for the building. Lisa Howe will manage the project, with Colleen Chapin coordinating the work of the consultants. The team will consist of a consulting architect to develop drawings to explore options for the reconfiguration of the entrance and interior to provide universal access, and to create a new kitchen area and accessible bathrooms; a structural engineer well versed in historic construction methods to provide guidance on structural implications of alterations such as elevator pit construction; a mechanical, electrical, plumbing and fire protection systems (MEP/FP) engineering firm will evaluate the current systems, their current feeds into the building, and develop system needs for the new building uses; and a landscape architect to provide options to incorporate the accessible ramp into the landscape and a plan for site regrading and plantings.

Scope of Work

I. Research and Drawings

BCA will begin with researching local archives for historic images or written descriptions of the building to understand what the original roof material was, the original configuration of the columns and cupola. The team will start by reviewing any previous studies, photographs and written documentation on the building to gather as much knowledge as possible prior to the site visit. BCA will measure the building and develop preliminary drawings of the elevations and floor plans for the team to work from.

BUILDING CONSERVATION ASSOCIATES INC II. Team Site Visit

After review of available documentation, the entire team will participate in a full day kick off charrette on site. We will spend the day physically examining the building and the site to determine the current conditions, and how our respective scopes overlap and interrelate. Our field work will include detailed inspection of the architectural features; structural system; MEP systems; and site conditions. This will provide us with a shared, holistic view of the project.

III. Exterior Evaluation

BCA will conduct a thorough survey of the exterior of the building to determine the current condition of the individual elements, and how the building is performing as a whole. Any issues that may be structural in nature will be identified and reviewed by the structural engineer. The surrounding landscape will be evaluated to determine redesign options to support access and provide aesthetic improvements.

IV. Interior Evaluation

BCA and the architect will review the existing configuration of the building and develop sketches summarizing short and long-term potential design changes. Options will be developed for the basement reconfiguration and elevator location. A building code review will be conducted to understand factors to be addressed for the proposed alternative plans.

V. Building Systems Review

The existing mechanical, electrical, and plumbing systems will be reviewed to determine if any of the current systems can be salvaged and reused. Options will be developed for MEP/FP systems to support the reuse plans developed by BCA and the architect.

VI. Opinion of Probable Cost

BCA and our consultants will develop an Opinion of Probable Cost for the short, medium and long-term recommendations. The recommendations will be prioritized and phasing options outlined.

VI. Feasibility Study for Building Reuse

In discussions with OGIA and a review of surrounding venues, the team will develop suitable reuse options. Design sketches will be developed to reflect the proposed uses.

All of the information described above will be compiled in a comprehensive written report that includes detailed descriptions of each of the items above. The report will be illustrated with architectural floor plans, photographs, and opinions of probable cost for each scenario. This proposal assumes that three reuse scenarios are developed as part of the plan.

The team will be ready to mobilize within four weeks of receiving a signed contract. The final report will be complete within four months of mobilization.

Terms and Conditions

1. Attachment A: Terms and Conditions of Professional Service is attached to this contract and incorporated herein by this reference. 2. This proposal is good for 60 days from the date of offer. BCA reserves the right to withdraw this letter of agreement if not executed and returned to our office within 60 days of the date of this letter.

Exclusions

1. The plans and sketches developed are not to be used as construction documents. When OGIA has chosen the preferred options for reuse, full architectural plans and specifications should be developed to be put out to bid to contractors. 2. A site survey plan is not included as part of this fee proposal. A survey may be required to develop accurate landscape and access plans.

Fee Proposal

We propose to perform the work for a fee of $42,500.00, with estimated reimbursable expenses of $1,000.00 for the team.

This report will provide OGIA with the information need to move forward with fundraising and a clear direction for the reuse of the this gem of a building. Scope Historic Research Building Survey Treatment Recommendations

Scope: Historic Structures Report for the Nichols House, owned by the Nichols House Museum, in accordance with Guidelines.

Description of Services: Services included documenting the architectural history of the building and the existing conditions, field microscopy and materials analysis, and making short and long term recommendations for its preservation and maintenance.

Building Characteristics: The Nichols House, 55 Mount Vernon Street, is a brick Federal style row house built by Jonathan Mason, one of the Mount Vernon Proprietors, in 1805. Its design is attributed to Charles Bulfinch. Listed on the State Register of Historic Places, and on the National Register of Historic Places as a contributing building in the Beacon Hill Historic District, the House is shown with the furnishings of the Nichols family, who owned it from 1885-1960, and is interpreted to tell the story of their fascinating social and domestic life on Beacon Hill.

Scope: BCA has worked closely with Emerson College from 2007 to the present, providing historic preservation consulting services for three historic buildings: the Little Building, the Walker Building and the Cutler Majestic Theatre.

Description of Services: BCA has produced exterior building surveys; performed cleaning tests, mortar and paint analysis, and water absorption tests; provided treatment recommendations for repairs and rehabilitation; produced specifications and construction documents, and provided project monitoring during construction.

Building Characteristics: The Little Building (1917) is a 12-story steel-framed building featuring highly elaborate cast stone cladding. The Cutler Majestic Theatre (1903) features rich terra cotta detailing in the Beaux Arts style. The Walker Building (c. 1900) includes decorative limestone detailing. Other materials include granite, ornamental metals, stained glass and both red and buff colored brick.

Scope: Historic Structures Report for the Dr. Francis Wicks House, owned by the Falmouth Historical Society as part of the Museums on the Green campus Description of Services: Services included documenting the architectural history of the building through available archival research, analysis of existing building conditions, and paint analysis. Project included treatment recommendations, prioritization timeline for anticipated work, and relative projection of probable costs. Building Characteristics: The Dr. Francis Wicks House is a two-story residence constructed circa 1790. The Falmouth Historical Society was gifted the house in 1932 and through research and renovations uses the house to help interpret the history of Falmouth and its people.

Experience

Lisa Howe is the director of BCA’s New England branch located in Newton Centre, Massachusetts. In addition to managing the branch, Lisa also provides leadership on the projects in the office.

Lisa brings over 30 years of experience in the construction and restoration industry. Her expertise consists of both professional and hands-on experience, starting her career as a mason. Past roles include: Director of Preservation at Consigli Construction; Principal and Director of Preservation at Goody Clancy, an architecture firm in Boston; and Project Manager at , Faculty of Arts and Sciences. Lisa received her historic preservation degree from Roger Williams University; a Masters in Real Estate Development from the University of Maryland; and training in Strategic Leadership Towards Sustainable Development in Sweden. Lisa is a board member of Preservation Massachusetts, and a past Board Member of the Association for Preservation Technology.

Lisa has extensive experience documenting the condition of historic building materials, developing treatments for their repair and conservation, preparing construction documents for the implementation of these treatments, providing project monitoring during the repair and conservation work, and writing Historic Structures Reports.

Lisa’s work focuses on the seamless integration of design, preservation, and sustainability of iconic buildings and campuses. Projects completed over her career span time periods from the 1798 Bulfinch Massachusetts State House to the 1970’s Kallman McKinnel and Knowles Boston City Hall; range in materials including the ornately carved gauged brick at H. H. Richardson’s Sever Hall to the extensive terra cotta replication and replacement at the Walker Building in Boston, MA; and range in scale from a Historic Structures Report for the Charlestown, MA Navy Yard Building 24 to coordinating the assessment of 900,000 SF of historic building stock at St. Elizabeth’s Campus in Washington, DC.

COLLEEN CHAPIN Senior Architectural Conservator

Experience

Colleen Chapin joined BCA in 2017 with 10 years of experience in historic preservation, primarily working for Historic New England (formerly the Society for the Preservation of New England Antiquities, SPNEA). Her expertise consists of both management and hands-on experience. Starting her career as a preservation carpenter, her early work and training gave her experience in documenting and repairing historic building fabric using a mix of traditional and modern techniques as required. Her responsibilities also included promotion of Historic New England’s best practices through homeowner workshops and blog entries, and the ongoing development and maintenance of HNE’s Property Care project database.

As a Senior Preservation Manager with Historic New England, Colleen had overall responsibility for the preservation, maintenance and capital improvements of properties ranging from the 17th to the 20th centuries. In this role Colleen developed conditions assessments and management plans, developed required construction documents for budgeted projects and oversaw implementation of various capital projects. The weatherization project to reduce energy consumption of The Lyman Estate by 50% with minimal impact on historic fabric of the National Historic Landmark received the 2013 Massachusetts Historical Commission Preservation Award.

Colleen’s projects with BCA have included historic structures reports, conditions surveys and varied preservation consulting for such historic properties as Faneuil Hall and Boston City Hall in Boston, MA; Harvard Stadium in Boston, MA; Dr. Francis Wicks House in Falmouth, MA; Sawin House in Natick, MA; and The Mount in Lenox, MA. Additionally, Colleen has led the development of Historic Building Preservation Plans for a variety of Government Services Administration (GSA) historic buildings throughout New England.
