(BCA) is pleased to submit this proposal to Oak Grove Improvement Association (OGIA) to provide a master plan and feasibility study for the restoration and reuse of the Oak Grove Community Building in Malden, MA. OGIA is interested in restoring the building interior and exterior, upgrading the mechanical, electrical and plumbing systems, providing universally accessible entrance and circulation within the building, and assistance in determining appropriate uses for the building. Our proposed approach to perform these services is below. Building Conservation Associates (BCA) will oversee the project and coordinate all consultants, provide base drawings for the team to work from, lead the interior and exterior envelope review and develop reuse scenarios for the building. Lisa Howe will manage the project, with Colleen Chapin coordinating the work of the consultants. The team will consist of a consulting architect to develop drawings to explore options for the reconfiguration of the entrance and interior to provide universal access, and to create a new kitchen area and accessible bathrooms; a structural engineer well versed in historic construction methods to provide guidance on structural implications of alterations such as elevator pit construction; a mechanical, electrical, plumbing and fire protection systems (MEP/FP) engineering firm will evaluate the current systems, their current feeds into the building, and develop system needs for the new building uses; and a landscape architect to provide options to incorporate the accessible ramp into the landscape and a plan for site regrading and plantings. Scope of Work I. Research and Drawings BCA will begin with researching local archives for historic images or written descriptions of the building to understand what the original roof material was, the original configuration of the columns and cupola. The team will start by reviewing any previous studies, photographs and written documentation on the building to gather as much knowledge as possible prior to the site visit. BCA will measure the building and develop preliminary drawings of the elevations and floor plans for the team to work from. BUILDING CONSERVATION ASSOCIATES INC II. Team Site Visit After review of available documentation, the entire team will participate in a full day kick off charrette on site. We will spend the day physically examining the building and the site to determine the current conditions, and how our respective scopes overlap and interrelate. Our field work will include detailed inspection of the architectural features; structural system; MEP systems; and site conditions. This will provide us with a shared, holistic view of the project. III. Exterior Evaluation BCA will conduct a thorough survey of the exterior of the building to determine the current condition of the individual elements, and how the building is performing as a whole. Any issues that may be structural in nature will be identified and reviewed by the structural engineer. The surrounding landscape will be evaluated to determine redesign options to support access and provide aesthetic improvements. IV. Interior Evaluation BCA and the architect will review the existing configuration of the building and develop sketches summarizing short and long-term potential design changes. Options will be developed for the basement reconfiguration and elevator location. A building code review will be conducted to understand factors to be addressed for the proposed alternative plans. V. Building Systems Review The existing mechanical, electrical, and plumbing systems will be reviewed to determine if any of the current systems can be salvaged and reused. Options will be developed for MEP/FP systems to support the reuse plans developed by BCA and the architect. VI. Opinion of Probable Cost BCA and our consultants will develop an Opinion of Probable Cost for the short, medium and long-term recommendations. The recommendations will be prioritized and phasing options outlined. VI. Feasibility Study for Building Reuse In discussions with OGIA and a review of surrounding venues, the team will develop suitable reuse options. Design sketches will be developed to reflect the proposed uses. All of the information described above will be compiled in a comprehensive written report that includes detailed descriptions of each of the items above. The report will be illustrated with architectural floor plans, photographs, and opinions of probable cost for each scenario. This proposal assumes that three reuse scenarios are developed as part of the plan. BUILDING CONSERVATION ASSOCIATES INC Page 2 Schedule The team will be ready to mobilize within four weeks of receiving a signed contract. The final report will be complete within four months of mobilization. Terms and Conditions 1. Attachment A: Terms and Conditions of Professional Service is attached to this contract and incorporated herein by this reference. 2. This proposal is good for 60 days from the date of offer. BCA reserves the right to withdraw this letter of agreement if not executed and returned to our office within 60 days of the date of this letter. Exclusions 1. The plans and sketches developed are not to be used as construction documents. When OGIA has chosen the preferred options for reuse, full architectural plans and specifications should be developed to be put out to bid to contractors. 2. A site survey plan is not included as part of this fee proposal. A survey may be required to develop accurate landscape and access plans. Fee Proposal We propose to perform the work for a fee of $42,500.00, with estimated reimbursable expenses of $1,000.00 for the team. This report will provide OGIA with the information need to move forward with fundraising and a clear direction for the reuse of the this gem of a building. Description of Services: Services included documenting the architectural history of the building and the existing conditions, field microscopy and materials analysis, and making short and long term recommendations for its preservation and maintenance. Building Characteristics: The Nichols House, 55 Mount Vernon Street, is a brick Federal style row house built by Jonathan Mason, one of the Mount Vernon Proprietors, in 1805. Its design is attributed to Charles Bulfinch. Listed on the State Register of Historic Places, and on the National Register of Historic Places as a contributing building in the Beacon Hill Historic District, the House is shown with the furnishings of the Nichols family, who owned it from 1885-1960, and is interpreted to tell the story of their fascinating social
