Therefore, I must utilize this platform to inform you of this opportunity and request you to assist us by bringing forth some considerations that you might wish council to look at.

Editor’s Note

The year 2017 kicked off kind of in usual tone with people complaining about January being a difcult month. People normally say that in January most people nd themselves in nancial anxiety hence they struggle to make ends meet. Even worse, January is a month during which school starts and children have to be sent back to school during this dry month. To avoid this situation, I suggest that people seek nancial advice on how to handle their nances during the festive season. Let us make use of our nancial institutions and learn about nancial products and services available. Most importantly, we should work on our nancial discipline and do away with impulse buying.

I am, however, glad that good rains have fallen in most parts of the country and in fact most parts of the SADC Region recently. This is giving hope of a better harvest after a prolonged period of draught in Namibia and the SADC Region. The economy of the country is currently hostile but if it continues to rain well before the rain seasons ends, crops and animal farmers will produce more and this will result in food security for our country in general and Omuthiya Town in particular.

The tourism sector for our country is however favourable hence I would like to urge the public to treat the tourists like an uncooked egg, so that we don't scare them away but make them conduct repeat visits. Furthermore, should the public and the law enforcement agencies protect and take care of the tourists, the tourism industry will continue to grow and result in more job opportunities created. The Omuthiya community should take this serious because Omuthiya has a great potential to become the tourism hub of the north due its close proximity to the world popular .

I would nally like to use this opportunity to urge the business community, non- governmental organization, and the general public to work closely with the Omuthiya Town Council to make Omuthiya the preferred town in Namibia.

1.Planning of the Okashana Wetland Area (Othithiya)

The Okashana Wetland area well known by many Being aware of this potential, Omuthiya Town as Othithiya, is one of Omuthiya Town's key tourist Council has started with the process of planning attractions. This area is very popular and currently the Okashan Wetland (Othithiya). This planning attracts mostly residents and local tourists (tourists involves creating residential plots and business from neighboring towns), who usually gather plots for properties such as hotel and water park, around the water area and engage in braaing, a 9 hole golf course, golf estate, recreation and swimming, and sometimes play sports such as braai area, camp site, heritage site, lodge Volley Ball, and Seven-A-Side Soccer. establishments, and urban agricultural land. This envisaged development is expected to boost This wetland being located on the King Nehale tourism in Omuthiya Town. Road that leads into the Etosha National Park, gives it the potential of attracting international tourists and all the other tourists using the King Nehale Road to and from Etosha. These tourists could be encouraged to stop by and in the process support the local economy while enjoying the beauty and cool weather of Othithiya (Fountain).

2. Tourism Establishments in Omuthiya Town

Strategically located on the B1 Road, Omuthiya receives a lot of visitors on a daily basis. Most of these visitors are usually passing through the town heading to various destinations in Namibia. Yet, as the administrative town of Oshikoto Region, Omuthiya Town holds the regional headquarters of government institutions. Therefore as a results several conferences, stakeholders meetings and workshop are held in Omuthiya.

On this basis Council deems it necessary to provide names and contact details for various lodges and guest houses found in Omuthiya Town.

3.Payment of Services

The department of Finance would like to use this opportunity to inform the Omuthiya Town residents that the services provided to them by Council have to be paid for on a monthly basis. These include the water, sewerage, refuse removal, emergency services, and rates and taxes. Complaints have been received by Council about the termination of services due to non-payments of such bills.

However, to prevent the cut off of services by Council, the consumers are urged to pay their bills on time i.e. on or before the 15th of each month. The 15th of each month is the due date for payment of services. The cut-off date for all Council services is therefore the 16th day of each month, after which the Council prepares a cut of list and action it without informing those affected. Therefore, in order to prevent the inconvenience of termination of services, please pay your bills on or before the 15th of each month.

4.Notice On Waste Removal Schedule

Kindly be informed that waste removal services have been outsourced and the new collection Schedule is as follows:

DAY AREA

Monday Waste removal at all Erven (Residential, Businesses and Schools)

Tuesday Litter picking from streets, sidewalks, open spaces and other public areas Wednesday Waste removal at all Erven ( Businesses and Schools)

Thursday Litter picking from streets, sidewalks, open spaces and other public areas Friday Waste removal at all Ervens (Residential, Businesses and Schools)

Please take note: v All refuse bins should be placed next to the gate entrance on collection day. The black waste storage bins strictly should be used for the storage of household waste.

v All Skipper Bins in and around the town will be removed by the Council.

v Garden waste and builder's rubble will be charged separately and debited on individual client's account automatically at the point when waste removal services has been provided.

v All queries on should be addressed to Ms. N. H. Ndinomuwa, on 065 244700/6 , Omuthiya Town Council and not with Contractors.

5.Removal of Garden Waste in Omuthiya Town

Garden waste have greatly increased in town hence the Council has initiated a schedule for removal of garden waste from all households and businesses in Omuthiya Town.

The removal of garden waste will be conducted once a week on Wednesday upon request. This means that should a certain business or household happen to have garden waste, it should contact the Council and make an arrangement for removal of such as waste. Ms. Hileni Ndinomuwa should be contacted in this regard at 065 244 700/6

6.Notice From the Creditors Section

The creditors section of Council has on several occasions experienced local suppliers / creditors failing to submit proper documentations when claiming payment for services delivered to Council. This may delay the payment process. Henceforth, local suppliers / creditors are hereby urged to familiarize themselves with the VAT procedures when producing their invoices in order to ensure that they are issued in line with the VAT requirements and are valid.

Furthermore, all clients especially debtors who have made electronic fund transfer (EFT) / online and direct deposit payments into Council account, should forward their proof of payment so that their funds could be allocated accordingly. The Council's suspense account is currently receiving many deposits which are unallocated accordingly because the clients use wrong or unknown references. Council therefore urges everybody that makes a payment for services but has not indicated their reference number or are not sure of the reference number, to please send the proof of payment to Council ofces. 7.Council Gathers Omuthiya Informal Traders

The Omuthiya Town Council has been experiencing problems with the informal traders. The traders are selling their products at areas that are not designated for selling. These areas include shopping complexes, under several trees, street corners, and in front of several shops. Certain shopping centre owners and shop owners have submitted complaints to Council that informal traders are taking up customers who occupy the complex legally.

On this basis Council held an exclusive meeting with the informal traders and the police to educate the informal traders that they are not allowed to sell products at any place where they are not allowed to, including streets, shopping The traders that have stalls in the open market complexes, and so forth. structure have been informed to move back in order to give space to others who currently sell in the streets. The informal traders should abide by the Council instructions because Council in conjunction with the police will take action against those that are failing to comply. 8.Message to Potential Investors

Despite the national challenge of urban serviced land delivery, Omuthiya Town Council is working hard and smart in ensuring that serviced land for residential and business purposes is made available. This being done through projects such as the current running projects of servicing the Omuthiya Extension 6 and 8. The other project, the envisaged planning of the Okashana Wetland, popularly known as Othithiya by many, is expected to avail the land for business and residential I would therefore like to send a message to the purposes in the not so distant future. potential investors that have ideas of projects such as a major one stop mall, tourism establishments, private schools, medical centre, and manufacturing plants, and urban agriculture, to forward their applications to the Omuthiya Town Council for consideration. These are some of the key areas that Council is keen to develop.

9.Message to Bars / Shebeen Owners

During the Council Public Meeting held on Thursday, 02 Marh 2017, the Mayor of Omuthiya Town, His Worship Toivo N. Nghilalulwa delivered the keynote address. Part of his Keynote Address was a message to the Bars / Shebeen Owners. Here-below is an extract from the Mayor's Address, of the message to Bars and Shebeen Owners:

I would also like to make use of this opportunity to give you a message, especially the business owners on the following concern from the Ministry of Safety and Security and the Oshikoto Liquor Board.

Some of you might remember that in 2015 our council was warned that we are issuing you with tness certicates yet your premises does not comply with all the requirements as per the General Health Regulations (No. 121 of 1969) as ammended. During that time we pleaded with the Chairperson of Oshikoto Liquor Board so that some of you be assisted with liquor licences.

Now late last year we have once again received a nal letter from the Nampol Regional Commander and Commissioner instructing us not to issue any tness certicate to business owners especially on erf 53 and I quote:

“ In order for an applicant to be issued with a liquor license there must be water and adequate sanitation facilities and these businesses must be visited in person both by the Health Inspector and Police to familiarise oneself with conditions of the building. Each and every bar/shebeen should at least have two toilets available for the use of the patrons frequenting these facilities and without running water it is impossible to install such toilets.” Unquote.

Therefore they informed us to comply with the regulation and it is really sad because of the situation those business nd themselves. We know for sure it is no possible to bring services there, that is why we have demarketed and started the process of subdivion of erf 53. Some of the property may remain some of them might be compensated in future in order to formalise and make it possible for servicing those properties which will remain.

As law abiding citizen, we will comply with the request and instruction, for some of you who nds yourself in that situation our hands are tied. Therefore I can only advise those who sell liquor as their prime business to think of other opportunity and turn their business into something else which does not need running water and two toilets to be regarded as t, an example are grocerry, clothing, sewing, electronics, printing, barbershop, ofces and many more, in such case a tness can be issued.
