In order to properly formulate the project proposals which AREA intends to submit to EC for funding consideration, a general survey of the province has been conducted at the end of Feb. 1996. In line with this objective, two senior staff members of AREA traveled to Kandahar and collect the required information on various aspects of the province. -

A Joint Evaluation Evaluation A Joint A Joint Evaluation Afghanistan was a troubled country in 2001. Not only is Afghanistan one of the poorest HUMANITARIAN 2001-05 AFGHANISTAN, ANDTO RECONSTRUCTION ASSISTANCE countries in the world, but protracted armed confl ict since 1978 had forced 6 million HUMANITARIAN AND out of a population of some 25 million people to fl ee to neighbouring countries, caused massive destruction of infrastructure and paved the way for warlords to rule over large RECONSTRUCTION ASSISTANCE parts of the country. The 2001 11 September attack by Al Qaeda placed Afghanistan at the centre of international politics and provoked the US-led ‘Coalition of the Willing’s attack on 7 October on Al Qaeda bases in Afghanistan in collaboration with a loose alliance of TO AFGHANISTAN, 2001-05 Northern Afghan groups and the subsequent overthrow of the Taliban regime. After the international military operation and up to mid-2004 Afghanistan received close FROM DENMARK, IRELAND, THE NETHERLANDS, SWEDEN to Euro 3.2 billion in total of humanitarian and development aid to rebuild the country. Of this, 25 % - Euro 791 billion came from fi ve bilateral donors: the United Kingdom, AND THE UNITED KINGDOM the Netherlands, Sweden, Denmark and Ireland. In 2004 the fi ve donors decided to commission a joint evaluation of their aid programmes 2001-2005. The evaluation was carried out by a consortium led by Chr. Michelsen Institute, Bergen, Norway, contracted by Danida’s Evaluation Department on behalf of the fi ve donors. The donors’ support to Afghanistan was not just another humanitarian operation. It was a multi-dimensional intervention combining the objectives of development co-operation with broad foreign and domestic policy objectives, where the donors – of whom some had taken an active part in ousting the old regime – also aimed at supporting Afghanistan’s new start through putting into place a new and democratically elected government and market economy. -

MERLIN Afghanistan(Kandahar) Medical Report JULY and AUGUST 1995. I: MEDICAL MERLIN expanded its programme to include theprovision of drugs to Qalat Hospital, in Zabul Province at the end of July. It is hoped tostart physical rehabilitation of one wing of the building and provision of food for the staff and patients inSeptember. WFP has agreed to provide food for work for the rehabilitation work anda daily provision of food for 20 staff and 15 patients. The medical work in Kandahar and Helmand Provincescontinued uninterrupted, despite the increased security precautions and tensions in the area. 1.1 Pharmaceutical Distributions M mthly pharmaceutical%.1 tributions have now been introduced to all the MERLIN health facilities and the Mirwais Hospital. These have beencalculated on past usage and prescribing habits but with a certain degree of flexibility to allow forchanging patient numbers. Due to the uncertain securty situation September'sallocation for both the district clinics and Lashkargah Hospital were delivered in the second lastweek of August. 1.1.1 Mirwais Hospital: The package of assistan,e signed by MERLIN andthe MoPH concerning the Mirwais Hospital has + +orked well during these two months. The provision of food to the in- patients has beencarried out to the satisfaction of WFP. MERLIN provides basic equipment andreagents for the laboratory and it is now providinga full range of simple examinations ona daily basis. Theseare free of charge. A minimum fee is being charged foran x -ray examination and the film continues to be supplied by WHO. Three doctors currently work in the male OPD andthey are now filling in their registration books as required and so allowing closer monitoring of drugusage and prescribing habits. -

UNITED NATIONS UNITED NATIONS ASSISTANCE MISSION IN AFGHANISTAN UNAMA CIVILIAN CASUALTIES DURING 2007 Introduction: The figures contained in this document are the result of reports received and investigations carried out by UNAMA, principally the Human Rights Unit, during 2007 and pursuant to OHCHR’s monitoring mandate. Although UNAMA’s invstigations pursue reliability through the use of generally accepted procedures carried out with fairness and impartiality, the full accuracy of the data and the reliability of the secondary sources consulted cannot be fully guaranteed. In certain cases, and due to security constraints, a full verification of the facts is still pending. Definition of terms: For the purpose of this report the following terms are used: “Pro-Governmental forces ” includes ISAF, OEF, ANSF (including the Afghan National Army, the Afghan National Police and the National Security Directorate) and the official close protection details of officials of the IRoA. “Anti government elements ” includes Taliban forces and other anti-government elements. “Other causes ” includes killings due to unverified perpetrators, unexploded ordnances and other accounts related to the conflict (including border clashes). “Civilian”: A civilian is any person who is not an active member of the military, the police, or a belligerent group. Members of the NSD or ANP are not considered as civilians. Grand total of civilian casualties for the overall period: The grand total of civilian casualties is 1523 of which: • 700 by Anti government elements. • -

Photo: ARM; an Afghan army soldiers walks in a deserted bazaar in Helmand Province - 1 - ARM annual report Conflict-related civilian casualties 2010 EXECUTIVE SUMMARY Over nine years after the internationally-celebrated demise of the repressive Taliban regime in Afghanistan, civilian Afghans increasingly suffer from the armed violence and rights violations committed by various internal and external armed actors. More ordinary Afghans were killed and injured in 2010 than a year before. And while US officials dubbed Afghanistan as their longest foreign war, Afghans suffered it for 32 years relentlessly. Almost everything related to the war surged in 2010: the combined numbers of Afghan and foreign forces surpassed 350,000; security incidents mounted to over 100 per week; more fighters from all warring side were killed; and the number of civilian people killed, wounded and displaced hit record levels. Collecting information about every security incident and verifying the often conflicting reports about their impacts on civilian people were extremely difficult and risky.
