Elman∗∗ Abstract Earlier accounts have generally overvalued or undervalued the role of the Jesu- its in Ming-Qing intellectual life. In many cases the Jesuits were less relevant in the ongoing changes occurring in literati learning. In the medical field, for example, before the nineteenth century few Qing physicians (ruyi 儒醫) took early modern European “Galenic” medicine seriously as a threat to native remedies. On the other hand, the Kangxi revival of interest in mathematics was closely tied to the introduc- tion of Jesuit algebra (jiegen fang 借根方), trigonometry (sanjiao xue 三角學), and logarithyms (duishu 對數). In the midst of the relatively “closed door” policies of the Yongzheng emperor and his successors, a large-scale effort to recover and col- late the treasures of ancient Chinese mathematics were prioritized in the late eight- eenth and early nineteenth century. Despite setbacks during the early eighteenth century Rites Controversy, the Jesuits in China remained important “experts” (專家) in the Astro-Calendric Bureau (欽天監) and supervisors in the Qing dynasty’s imperial workshops. Earlier Adam Schall (1592-1666) and Ferdinand Verbiest (1623-1688) had not only championed the role of mathematics in Christianizing literati elites, but they also produced in- struments and weapons at the behest of both the Ming and Qing dynasties. The tech- nical expertise of the Jesuits in the China mission during the eighteenth century also ranged from translating Western texts and maps, introducing surveying methods to producing cannon, pulley systems, sundials, telescopes, water-pumps, musical in- struments, clocks, and other mechanical devices.

The rivers or rivulets which flow from the southern slope of these mountains, as well as all territories to the south of them, will thus belong to China. The territories and rivers to the north of the said mountain chain remain with the Empire o£ Muscovy. The boundary is further to be found by the river Argun, which enters the Amur; the tenitories south of the said river belong to the Emperor of China, those to the north of it to the Empire of Muscovy. The towns or dwelling-houses at present situated to the south of the Argun shall be moved to the northern bank of the river. 2. The fortress built by the Russians at a place called Atbazeir shall be demolished, and the subjects of the Tsar residing there shall remove with their property to Muscovite territory. Hunters of either empire shall on no pretence cross the frontiers. If one or two persons cross the frontier to hunt, steal, or pilfer, they shall be arrested and given up to the nearest Imperial officers to be punished according to their deserts.     Clashing Kingdoms, Hidden Agendas: The Battle to Extradite Kwok-A-Sing and British Legal Imperialism in Nineteenth-Century China Jennifer Wells*‡ This essay blends history, law, and politics in considering the role of legal imperialism nineteenth-century English extradition law in colonial Hong Kong. Building upon the pioneering work of Jerome Cohen, this essay enhances and clarifies our understanding of Chinese legal history and its continued (and future) influence on Sino-Western relations. By focusing upon the series of In re Kwok-a-Sing decisions as they traversed courts from colonial Hong Kong to imperial London, this study analyzes how, through skilful legal reasoning, the British courts managed to circumvent laws and assert their political domination in Southeast Asia by repeatedly refusing to extradite Kwok-a-Sing to China. In the process, the paper considers how Britain and other Western powers (including the United States) invariably used law to subordinate China, facilitating a cultural alienation and humiliation whose effects continue to dog Sino-Western relations. The authors offer their own definition of the concept “regional concept”. The study of locally marked concepts and their verbalization in regional media texts is carried out within the framework of a cognitive language approach. The paper presents concepts that represent the image of Transbaikal in the modern media sphere: “Guran”, “bagulnik” and “Sagaalgan”; they are described by means of conceptual analysis, which involves the study of the verbal representations semantics of these concepts, and contextual analysis, which actualizes the elements of the concepts meaning when creating lexemes-representatives in certain contexts. Identifying the content of the conceptual and figurative components of the concepts “Guran”, “bagulnik” and “Sagaalgan”, the authors determine the typical characteristics of the regional concept, suggesting that they are considered key ones for conducting research of this kind: recognition, territorial consolidation, symbolism and high frequency of use in a positive evaluation context. The conclusion is made about the close semantic relationship and interdependence of regional concepts that form a larger conceptual combination – hyperconcept (“Transbaikal”).

  • Assessing Russia's Role in Cross-Taiwan Strait Relations
    “Russia and Cross Strait Relations” SHAOHUA HU Associate Professor and Chair Department of Government and Politics Wagner College [email protected] Scholars have scrutinized the role of the United States and even Japan in cross-Strait relations, but have downplayed, if not ignored, the role of Russia.1 Given the extensive studies that have been carried out on Russia’s China policy, the lack of attention given to this subject is woeful and even puzzling. Such deficiency may be attributed to Moscow’s seemingly unequivocal pro-Beijing policy, Russia’s loss of superpower status, and the lack of close ties between Russia and Taiwan. Whatever the reasons, the deficiency should be addressed, because Russia is both a global and a regional power, and because the policy differences between Russia and all other major powers demand explanation. This article attempts a systematic study of the Russian factor in cross-Strait relations. What form has Russia’s Taiwan policy taken in different eras? How important is Russia to Beijing’s Taiwan policy? What options might Russia have in the event of a cross-Strait conflict? These are the questions I seek to answer. The Evolution of Russia’s Taiwan Policy A review of Russian foreign policy helps us understand the present and anticipate the future. Russian leaders have not created their foreign policy out of the blue, but rather formulated it under given geographical and historical circumstances. No matter how changeable and complex history is, we may still be able to identify some key historical patterns. That scholars find much continuity in Russian foreign policy makes it even more important to familiarize ourselves with the past.

During the history of more than 300 years’ turbulent and magnificent exchanges, there have been many border disputes and conflicts between China and Russia. It is a sensitive factor which will influence the bilateral relations in the long-term, and also, a serious political and historical issue. The exchanges between China and Russia in modern era are basically a one-way and non-symmetrical “zero-sum” relationship. After the historic expansion, Russia became an empire which spanned Europe and Asia. This expansion is based on the annexation of the small countries of Central and Western Asia, as well as plundering a vast territory of China in the Pacific region in East Asia. This led to the dissolution of the “tribute” type of regional international relationship with China as the center of East Asia. In particular, it should be pointed out that Russia encroached on the northeast and northwest China at least one hundred years earlier than other European powers’ aggressive “entering” China. In the early period of the P.R.C., both China and Russia were in the “socialist camp”.
