Southeast Asian Studies, Vol. 38, No.4, March 2001 Only Yesterday in Jakarta: Property Boom and Consumptive Trends in the Late New Order Metropolitan City ARAI Kenichiro* Abstract The development of the property industry in and around Jakarta during the last decade was really conspicuous. Various skyscrapers, shopping malls, luxurious housing estates, condominiums, hotels and golf courses have significantly changed both the outlook and the spatial order of the metropolitan area. Behind the development was the government's policy of deregulation, which encouraged the active involvement of the private sector in urban development. The change was accompanied by various consumptive trends such as the golf and cafe boom, shopping in gor geous shopping centers, and so on. The dominant values of ruling elites became extremely con sumptive, and this had a pervasive influence on general society. In line with this change, the emergence of a middle class attracted the attention of many observers. The salient feature of this new "middle class" was their consumptive lifestyle that parallels that of middle class as in developed countries. Thus it was the various new consumer goods and services mentioned above, and the new places of consumption that made their presence visible. After widespread land speculation and enormous oversupply of property products, the property boom turned to bust, leaving massive non-performing loans. Although the boom was not sustainable and it largely alienated urban lower strata, the boom and resulting bust represented one of the most dynamic aspect of the late New Order Indonesian society. Governing New Guinea New Guinea Governing An oral history of Papuan administrators, 1950-1990 Governing For the first time, indigenous Papuan administrators share their experiences in governing their country with an inter- national public. They were the brokers of development. After graduating from the School for Indigenous Administrators New Guinea (OSIBA) they served in the Dutch administration until 1962. The period 1962-1969 stands out as turbulent and dangerous, Leontine Visser (Ed) and has in many cases curbed professional careers. The politi- cal and administrative transformations under the Indonesian governance of Irian Jaya/Papua are then recounted, as they remained in active service until retirement in the early 1990s. The book brings together 17 oral histories of the everyday life of Papuan civil servants, including their relationship with superiors and colleagues, the murder of a Dutch administrator, how they translated ‘development’ to the Papuan people, the organisation of the first democratic institutions, and the actual political and economic conditions leading up to the so-called Act of Free Choice. Finally, they share their experiences in the UNTEA and Indonesian government organisation. Leontine Visser is Professor of Development Anthropology at Wageningen University. In fact, TBAs are not health profession and do not have competency standards to assist with childbirth, thus increasing the risk of maternal and infant mortality. This article aimed to determine the influence of culture on the community’s habit of choosing TBAsor official village midwives (OVMs)in childbirth process in remote areas.Methods: A cross-sectional study was used. The respondents were mothers who gave birth in the last one year in one remote sub-district in Aceh. TBAs and official village midwiveswereobserved and in- depth interviews were also conducted.Resultsand Discussions:The results of this study showed community attitudes about cultural influences during pregnancy, such as TBAs-assisted delivery is a cultural belief that must be followed.Hence, factors that influence the choice of mothers in using OVMs or TBAs:cultural beliefs and norms, and the role of the cultural leaders in making decisions. Conclusions: Culture plays an important role in influencing people who live in remote areas to chooseTBAs rather than the OVMs. -

I. INTRODUCTION 1. This communication is hereby submitted to the United Nations Human Rights Council (the ‘Council’ or the ‘HRC’) pursuant to HRC Resolution 5/1 by Professor Göran Sluiter2 and Andrew Ianuzzi3 on behalf of the Federal State Republic of West Papua (Negara Republik Federal Papua Barat) (the ‘NRFPB’) and its president Forkorus Yaboisembut, as well as on behalf of nineteen unnamed citizens of West Papua4 (collectively, the ‘Complainants’). 2. Situated at the eastern end of the Indonesian archipelago, West Papua occupies the western half of the island of New Guinea.5 The land of West Papua is currently comprised of two provinces, Papua and West Papua. Tanah Papua, as it is known in Indonesian, has been forcibly occupied by the Indonesian government since 1963. While the territory ‘may only be a swim and walk away from Australia, […] it may as well be the dark side of the moon. [It] is [largely] a secret story, hidden from the world by the vagaries of geopolitics and a policy that keeps foreign journalists, human rights workers, and even diplomats out’.6 Papua’s diverse population, ‘with more than 200 distinct indigenous ethnic groups and a large population of migrants from elsewhere in Indonesia, struggles with some of the lowest development indicators in the country’.7 And the ongoing dispute over who should rightly control the land and resources of West Papua is ‘the Pacific’s longest-running political conflict’.8 2 Professor Sluiter holds a chair in international criminal law at the Faculty of Law at the University of Amsterdam and is a partner at the Amsterdam law firm of Prakken d’Oliveira Human Rights Lawyers. -

Human Rights In Papua 2009 1 This report provides readers with an overview of the situation in Papua and West Papua (Indonesia) throughout 2009, concentrating on issues related to the impact of the 2009 general elections, freedom of expression, security instability and human rights violations. Detailed attention is given to the prolonged violent incidents in the Freeport Grasberg mine in Timika, as an indicator of the general tense situation affecting the provinces, as well as the internal tensions within the security services apparatus. With general and parliamentary elections in the middle of the year, much attention was given to this taking place in a smooth and transparent manner. Overall, the running of the elections indicated compliance with international standards. However, the provinces of Papua/West Papua and Aceh reported an increase in violence. In both Papua and West Papua, elections were also a catalyst for much of the violence that marred both provinces throughout 2009. -
