Summary of purpose of grant

Exeter City Council has core funded DREC for some years. Although DREC have completed a Project Grant form for 2008-09 we believe that this is simply due to a misunderstanding about administration of the grant and that the work they are proposing to undertake is core work.

DREC is a countywide organisation, based in , committed to supporting the promotion of racial equality and the elimination of racial discrimination in Devon. In order to achieve these broad aims we have the following objectives: • Provide complainant aid/social and legal support to people who have experience racial discrimination • Provide support and information to public bodies as a ‘critical friend’ • Provide public education to raise awareness • Provide community development interventions, advocacy and appropriate support to individuals or groups in order to promote social inclusion

Who will benefit from grant

The 2001 census puts the BME residential population of Exeter at over 2000, however it is now widely accepted that the true figure in 2007 is much higher due to the increase in student numbers at the University, movement of major employers to the area and the expansion of the European Union These residents would benefit from DRECs services as DREC supports the Council to ensure it meets its legislative duties and customer needs.

Although DREC covers the whole of Devon it is based in Exeter and estimates that a quarter of those it provides direct advocacy support to, have a residential or work contact with the city.

Summary of outcomes of grant

• Improved access to justice for minority communities in Exeter (complainant support) • Improving relationships between statutory services and local BME people • Ensure consultation includes hard to reach groups • Enable to meet targets and responsibilities under the Race Relations Amendment Act 2000, Equality Standard for Local Government and Comprehensive Equality Scheme 2007 - 2010

REASON: Devon Racial Equality Council are the main organisation in the city supporting people who have experienced racial discrimination. Through this work and their provision of good practice and legislation advice to the Council, they directly contribute to the Vision themes A City of Strong Communities and Excellence in Public Service.

The Council agreed last year not to provide any inflationary increases on grants.
