The Oovernment of the S.R. of Vietnam pretends that, :;om 21 to 26 September 1989, it will carry out the withdrawal of fi Vietnamese troops from . ' In this regard, I declare that, in reality, it will still remain, after 27 September 1989, several tens of thousands of amed: Vietnamese disguised as Wambodian" offbars, non-aonunisioned officers, soldiers and militiamen in l-he army and militia of the (Phnom Per&) HUN SEN-HEM3 SAMRXN regime, not to mention one million Vietnamese rattlers oaoupying OUT lands and exploiting our natural resouraes in our country (Cambodia). This reality, whioh Vietnam, the regime at the devotion of “Hanoi” and their foreign accomplices and supporters will oertainly a~&inue to deny and hide from the world's cmls ( Cambodian National Resistanae~y~i’whiah I am the Leader to continue its sacred struggle for national liberation of Cambodir until the day when the CNR aserertains the faot there is no more any trace of Vietnamese aolonialirm in ouz h-eland, Cambodia. II. I deolare that the C&of whiah I am the Leader will continue to call for Czroending to Cambodia of a UN-KM (ICM-International Mechanism) and (IPlW=International Poauo Keeping Force) to cbtr!XF later on, to conelude whether or not the so-calleA withdrawal of all Vietnamese troops (including those “in disguising) from Cambodia is genuine. All illegal iaxnigrants should also leave Cambodia and be repatriated under the United Nations auspices. III. The CNR and DK (Demoaratic Kampuchea) of which I am the President declare ille al the Phnom Benh regime called "State of Cambodia'+ZZmer nPRKft 1 us well as all the "agreements@' signed with foreign powers, the @@decisionzP, the lrlawsl@ and other ~ggovernmeutag, ~*aclministrative~@ and "legislative I@ texts for internal use, which are the "work" of the illegal Hun Sen regime.

The CNR and DR consider that only the S-point peace %n of N. SIRMOUR is likely to bring about a just, EEgtt,,and durable solution to the so-callrd ";roblpm of , which is in no way an ggPntu-Cumbodian prwlem, but rather a problem between Vietnam, the aggressor, and Cambodia, the viotim. The CNR and DR will not accept a ~~partial~~ solution of this problem.

The CNR and DR will accept only a comprehensive arolution to the said problem. As far as the Wease-fire” in Cambodia is concerned, it will take place only after a comprehensive solution to the so-cralledVgproblem of Kampucheagg has been reached, and with the sending to Cambodia of aJN-ICM and a UN-IPKF. ,’ v. I refuse absolutely and I will always refuse very strongly to partialpate in inter-Cambodian ggtalkslg, in inter-Cambodian ggRound-Tables~g or other %eetingsgg, or in Mzteral talks with ,RUN SEN or other ggQuislinggg from Phnom . I totally reject and will continue ko reject the approaoh of some foreign Qovernments according to which Where is an Inter-Cambodian problerP and there is a %ecessity to have again one or more Sihaw x-Bun Sen meetings.gg I categoriaally reftqe any suggestion to meet again Hun Sen, because it is essential to put an end, once and for all, to all the misunderstanding and obtuseness regarding the true nature of the so-called ggproblem of Kampuchea?
