Gollanma M.Penjiýewiň durmuşynyň, ylmy döredijiliginiň, jemgyýetçilik-pedagogiki işleriniň esasy senelerini, terjimehaly baradaky gysgaça oçerki, alymyň ömür ýoly, ylmy döredijiligi baradaky edebiýatlary, ýazan ylmy işleriniň ýyllar boýunça görkezgijisini, synlaryny, redaktirlän işlerini hem-de M.Penjiýewiň ylmy ýolbaşçylygynda ýerine ýetirilen dissertasiýalaryň sanawyny öz içine alýar. Şeýle hem alymyň işleriniň elipbiý we at görkezijilerinden ybarat bölümçe berilýär. Ylmy işleriniň ýyl tertibi boýunça berlen bölüminde alymyň neşir eden monografiýalary, okuw kitaplary, ylmy makalalary we habarnamalary, gazet makalalary ýerleşdirilýär. Olar bibliografik gollanmalary düzmegiň kadalaryna laýyklykda alyndy. Onda ilki türkmen dilinde ýazan işleri: aýratyn kitaplar, ylmy makalalary, gazet makalalary elipbiý tertibinde berildi, soňra rus dilinde, daşary ýurt dillerinde hem şeýle tertipde ýerleşdirildi. Gollanmada alymyň ýazan ylmy işleriniň, gazet makalalarynyň, synlaryň, redaktirlän işleriniň bibliografik ýazgylary Döwlet standartynyň 7.I-84 “Dokumentleriň ýazgysy. Düzüliş kadalary we umumy talaplary” atly gözükdiriji esasynda berildi. Gysgaltmalaryň, söz düzümleriniň ýazylyşy hem Döwlet standartyna (7.12-77) laýyklykda ýazyldy. Kitabyň soňunda Türkmenistanyň Prezidentiniň ýanyndaky YTÝOG-iň Merkezi ylmy kitaphanasynyň “Türkmen alymlary” atly tapgyrlaýyn neşirde goýberýän işleriniň sanawy berildi. Bibliografik görkeziji gün-günden gülläp ösýän diýarymyzyň milli medeniýetini, taryhyny öwrenýän, milli dilimizi kämilleşdirýän dilçi alymlaryna, ylmy işgärlere, ýokary okuw mekdepleriniň mugallymlaryna, talyplaryna we giň okyjylar köpçüligine niýetlenýär. Hudaýkulowa Myrat Penjiýew 1932-nji ýylyň Ruhnama aýynyň 17-sine Lebap welaýatynyň Atamyrat (öňki Kerki) etrabynyň Gyzylaýak obasynda daýhan maşgalasynda eneden dogulýar. 1941-1948 ýý. – Gyzylaýak obasyndaky ýediýyllyk mekdebiň okuwçysy. 1943-1948 ýý. – Kolhoz önümçiliginde dürli wezipelerde işleýär. 1947 ý. – Türkmenistan Ýaşlarynyň Leninçi Kommunistik Soýuzynyň agzalygyna kabul edilýär. 1948 ý. – Oba mekdebini tamamlaýar. 1948-1951 ýý. – Atamyrat (öňki Kerki) şäherindäki pedagogik uçilişede okaýar. 1951-1952 ýý. – Gyzylaýak obasyndaky 6-njy ýediýyllyk mekdepde mugallym bolup işleýär. 1952 ý. – Türkmenabat (öňki Çärjew) şäherindäki Seýitnazar Seýdi adyndaky Türkmen döwlet mugallymçylyk institutynyň dil we edebiýat fakultetine okuwa girýär. 1954 ý. – SSKP agzalygyna kabul edilýär. - Institutda talyplaryň kärdeşler arkalaşygynyň başlygynyň orunbasarlygyna saýlanýar. - Institutyň alymlar mejlisiniň karary bilen ýokarlandyrylan (Stalin adyndaky) talyp hakyna mynasyp bolýar. 1955 ý. – Institutyň partiýa komitetiniň mejlisiniň agzalygyna saýlanýar. 1956 ý. – Okuwda iň gowy bahalar bilen okanlygy hem-de jemgyýetçilik işlerine göreldeli gatnaşanlygy üçin Türkmenistan LÝAKS-nyň Çärjew (Türkmenabat) şäher komitetiniň Hormat haty bilen sylaglanýar. - Instituty tapawutlanan diplom bilen tamamlaýar. 1956-1959 ýý. – Agzalan institutyň türkmen dili kafedrasynda

In general, currents are limited in the bay (inside the spit) and they do not hamper the navigation of vessels in the channel. It should be noted that these currents do not refer to the channel cut through the Turkmenbashi spit. In the area of the cut through the Turkmenbashi spit, currents run parallel to the axis of the channel and can reach values up to 1 – 2.5 knots. The following tables present the distribution of the wind and wave in Turkmenbashi per sector and per speed class. Although the wind in Turkmenbashi is not so strong, the access channel of the port is closed very frequently due to wind because the width and depth of the channel are not 2 - 76 JICA Study on the Turkmenistan March 2010 sufficient under windy condition. Regarding channel closure, details will be described later in this section. The feasibility study on the modernization of Turkmenbashi Port (MLTM 2009) describes that the maximum wave height in the Caspian Sea outside the spit is 2.6m and wave height may reach 2.0m in the cut through section of the channel. The annual maximum wave height in the area of the port is 0.5m on average and at maximum 0.7m.

It is to the contrary the result of an elaborate gov- ernmental system aimed at maintaining this very stability. To allow for an understanding of the system, it is essential to take into account aspects of theories on nation building, paternalism, totalitarianism, political religion, despotism, sultanism and neo-patrimonialism as well as the semiotics of governmental symbolism. However by itself each of these theories, ideas and descriptions falls short of adequately capturing contem- porary processes in Turkmenistan. For this reason a combination of components of the enlisted concepts is used in order to gain access to the all embracing governmental attempts at constructing a Turkmen nation while maintaining absolute power. Therefore the term “nation creation” is introduced. Nation creation is defined as a government controlled system that, under inclusion of economical, social, cultural, political and religious aspects of private and public life, is aimed at constructing a nation while maintaining absolute gov- ernmental power and control by all possible means. Though this system may appear to be a wild mix of at times absurd or even comical individual approaches and concepts, the underlying ruler-logic follows clear lines, which to connect is the aim of this article.

    Turkmen Initiative for Human Rights Turkmenistan Civil Society and Human Right Defenders 1. In Turkmenistan, Civil society in general and non-governmental organisations (NGOs) in particular are poorly developed. Of 89 non governmental organisations which are presently registered, only seven are regarded by international organisations as independent1. The remainder are so called GONGOs, i.e. NGOs created by the government. All these GONGOs are part of a nationwide movements “Galkinish” (Revival). There are no NGOs which are openly active in matters of human rights in the country. The Legal Framework 2. According to article 28 of the current Constitution (adopted 18th May 1992) citizens have the right to form political parties and other NGOs acting within the framework of the Constitution and laws. According to art. 93, NGOs and groups of citizens have the right to nominate candidates in accordance with electoral law2. Furthermore, the activity of NGOs is regulated by the “Law on NGOs”3, by “Decree of the Government of Turkmenistan on state registration of projects and programs of technical, financial and humanitarian aid and grants”,4 by the regulations for registration of NGOs of the Republic of Turkmenistan5 and “Procedure for the registration of projects and programs of technical, financial and humanitarian aid and grants.”6 3. Previously the activity (particularly religious, political and professional) of all NGOs was governed by the “Law on NGO” adopted in 1990. Later, in the revised 1992 law, political and religious organisations, together with trade unions were removed from coverage by this law. This is now covered by the current “Law on NGOs”(art.3).
