The Yunlin coast: a first-level 18 protection area in mid-west Taiwan, was then used as an example to illustrate the proposed design 19 criteria. The safety of the present coastal defenses and land use of the Yunlin coastal area was 20 assessed, and coastal protection measures for hazard prevention were proposed based on the 21 generated risk map. -

The NSC currently reviews a budget of about NT$ 100 bio. (US$ 3.4 bio.), of which some NT$ 60 bio. are slated for the general technology budgets of other government agencies, while the other NT$ 40 bio. is for NSC’s own operating budget. The authority to review budgets will be transferred to the Cabinet’s Board of Science and Technology after NSC becomes a ministry. A long-term groundwater quality survey has revealed that 20% of the groundwater in southern Taiwan’s Pingtung Plain is clearly contaminated with a measured As concentration in excess of the maximum level of 10 µg/L recommended by the World Health Organization. The situation is further complicated by the fact that more than half of the inhabitants in this area continue to use groundwater for drinking. Efforts to assess the health risk associated with the ingestion of As from the contaminated drinking water are required in order to determine the priorities for health risk management. -

It contributes to industrial and living landscape which continuously represents vivid cultural landscape of the area. The strategies of landscape planning in Yunlin area not only emphasis on improving landscape and environment, but also focus on sustaining agricultural culture through landscape planning. In addition, ecological consideration and adapt-for-environment land use guidelines should be applied for local environmental development in order to meet the goal of sustainable environment planning. In this case, Yunlin area’s local industries and economy can continuously develop in the process of landscape improvement considering social, economic, and ecological dimensions. The strategies demonstrate the concept of green infrastructure (G.I.). Therefore, this study uses biotope area factor (BAF) to analyse environmental resource of Yunlin area in order to contribute to agricultural landscape planning. The results show: 1)Yunlin area can be categorised into different sub-area of land use according to BAF. The categories include agriculture land, forest land, transportation land, water conservancy land, building land, public infrastructure land, recreation and leisure land, mining land, and the land for other use. -

The Emergence of Collaborative Environmental Governance in Taiwan: A Changing Landscape of Environmental Politics Yi-Jen Shie Department of Geography University College London Thesis submitted in accordance with the requirements for the degree of Ph.D. July, 2012 1 ‘I, Yi-Jen Shie, confirm that the work presented in this thesis is my own. Where information has been derived from other sources, I confirm that this has been indicated in the thesis.' 2 ABSTRACT This thesis is inspired by the newly emergent phenomenon of participatory environmental management that has mushroomed in the post-authoritarian political climate in Taiwan. The phenomenon challenges the existing literature on the systems of government in East Asia, in which the state largely monopolises the policy process, even suggesting that the western experience of a shift from government to governance can be seen to be occurring, at least in the environmental sphere. To examine these issues, the thesis reviews three case studies of collaborative environmental governance in the Kaoping River basin seeking to assess whether they have resulted in a meaningful and sustained move towards local environmental democratisation. Both intensive and extensive methods have been used to collect empirical evidence. The former employed in-depth interviews with fifty-three key actors and the latter an extensive examination of reports in local newspapers. More than 2000 news-cuttings, dating from the 1960s to 2010, were examined. The three selected case studies were differentiated according to whom initiated a collaborative approach to environmental governance. Two were endogenous programmes (initiated by citizens) and one an exogenous project (initiated by government officials). -

Following the development and progress of modern society, aiming to preserve traditional cultures and promote local human cultural thinking and local social development, organizations in Liu-dui region have recently popularized many cultural activities, rebuild a new face of Liu-dui Hakka Culture, combine tradition and folk beliefs, and stimulate the love and passion of people around Liu-dui regions. The activity “Liu-dui Pole-firecrackers Beating ” was originated at the Wu-gou-suei area of Wan-luan township, and it was highly praised and chosen as “One of the 12 Major Festivals of Hakka Village” since 2009.
