Liao and Chern, J Tourism Hospit 2016, 5:5 rism & ou H f T o o s DOI: 10.4172/2167-0269.1000250 l p a i t n a r l i u t y o J Journal of Tourism & Hospitality ISSN:ISSN: 2167-02692167-0269 Research Article Article Open Access Restoration Outcomes of the Wugu Wetland in the Erchong Floodway in New Taipei City Liao YT* and Chern SG Department of Harbor and River Engineering, National Taiwan Ocean University, Taiwan Abstract Taiwan is surrounded by seas and has diverse soils and landscapes, a temperate climate, abundant rainfall, and longitudinal and transverse valleys and mountain ranges. These conditions afford Taiwan a rich variety of wetland environments on coasts and around its lakes and rivers. On July 3, 2013, the legislature of the Taiwanese government passed the third reading of the Wetland Conservation Act, which took effect on February 2, 2015. The act lists a total of 42 wetlands of international and national prominence and 41 others of regional prominence (provisional designation) across Taiwan. In addition, before the implementation of the act, the Ministry of the Interior reduced the total area of designated wetlands nationwide from the 56,860 hectares established in 2011 to 47,627 hectares. This study investigated the Wugu Wetland in the Erchong Floodway in New Taipei City, a wetland located in a metropolitan area of northern Taiwan that had been partially damaged from misuse, and examined the recent restoration policies for the wetland implemented by the New Taipei City government. A SWOT (strengths, weaknesses, opportunities, and threats) analysis was subsequently conducted to propose feasible strategies for positive restoration outcomes of the wetland. -

Abstract: The annual mean rainfall erosivity (R) indicates the potential soil loss caused by the precipitation and runoff and is used to predict the soil loss from agricultural hillslopes. R is calculated from rainfall stations with continuously recor- ding rainfall databases. However, many short-term real-time rainfall databases that also relate to the rainfall intensity are not readily available around Taiwan, with the hourly rainfall data being predominantly available. The annual mean rainfall erosivity calculated by the 10-min rainfall data accumulation converted to the 30-min rainfall data (R10_30) can be estimated using the annual mean rainfall erosivity calculated by the 10-min rainfall data accumulation convert to the hourly rainfall data (R10_60) that are calculated from the kinetic energy calculated by the 10-min rainfall data accumulation converted to the hourly rainfall data (E60j). The maximum 60-min rainfall intensity calculated by the 10-min rainfall data accumulation converted to the hourly rainfall data (I60j) has been established in rainfall stations throughout southern Taiwan. The 10-min rainfall data set consists of 15 221 storm events from 2002 to 2017 monitored by 51 rainfall stations located in the tropical regions in Taiwan. -

Sasala Taiban: From Rekai to Labelabe: Disaster and relocation on the example of Kucapungane, Taiwan From Rekai to Labelabe: Disaster and relocation on the example of Kucapungane, Taiwan Sasala Taiban I-Shou University, [email protected] Abstract The long-standing interdependent relationship between indigenous peoples and their land includes a community’s life experiences, material culture and collective memory. Once they are removed from their ancestral living space and traditional territory, livelihoods as well as interpersonal relationships are difficult to maintain. History has shown that relocation not only affects space, productivity and social structure, but it also has effects on cultural preservation. After the 2009 Typhoon Morakot, the Taiwanese government relocated three indigenous villages: Dashe, Majia, and Haocha, to an area of about 30 hectares. At present the area, now christened Rinari, has a total population of approximately 1,500 people and is the most populous indigenous community in Taiwan. Using the Rinari community’s Haocha Village (Kucapungane) as a case study site, this paper examines conflict and social vulnerability as it is brought about by relocation. In the case of Kucapungane, this is not the first time that the village has been relocated, and many resettlement policies appear to be constructed around the same notions as earlier relocation efforts: the government continues to believe that simply providing indigenous disaster victims with a safe place of residence is sufficient. Our research suggests that relocation methods should be reviewed, and due consideration be given to land, culture, education, and economic livelihood issues in newly established areas. Policies that determine fundamental considerations and make use of detailed assessments to carry out practices may minimise the negative impacts of relocation and resettlement on indigenous cultural survival and form a base for cultural development.
