Birincisi, Kürt meselesinin akademik- entelektüel veya medyatik baðlamlarýn hemen hepsinin tartýþýlma biçiminde -olasý bir çözümün gerçeksel koþullar hakkýnda tartýþýlmasýný engelleyen- egemen söylemelere biat eden Kürt hareketi körlüðünün aþýlmasý sürecine mütevazý bir þekilde müdahil olmaktýr. Ýkincisi ise henüz emekleme safhasýnda olan Kürt hareketi üzerine yapýlan öncül çalýþmalara yönelik ihtiyatlý bir yaklaþým ile bakýlmasýný saðlamaktýr. Mücadele repertuarý içerisinde politik þiddetin de bulunduðu toplumsal bir hareketin iradi varlýðýný on yýllardýr terörizm söylemi ile görünmez kýlma yöntemlerini analitik bir bakýþ açýsý ile aþmanýn yolunu ise sosyal bilimsel bir zeminde yapmanýn mümkün olduðuna inanýyoruz. Hakim algýya ve halihazýrdaki çalýþmalara karþý bir duruþ ortaya koymanýn yeni bir söz söylemekle mümkün olduðunun bilincinde olarak bu sayýmýzýn içeriðini þekillendirdik. Bu doðrultuda, Kürt hareketinin önemli dönemeçlerini, harekete rengini veren olaylarý ve tarihleri içeren analize dayalý bir kronoloji ile dosyamýza baþlýyoruz. Dosyada, PKK'ye katýlýmýn nedenlerini irdeleyen, Kürt hareketi hakkýnda yazýlan kitaplarý analitik bir süzgeçten geçiren, son yýllarda hareket içerisinde hem ideolojik ve hem de pratik kýrýlmalar ve devamlýlýklarý bir deðerlendirmeye tabi tutan makalelerin yaný sýra, PKK üzerine yapýlan bir çalýþmanýn kritiði de bulunuyor. Ayrýca BDP milletvekilleriyle hareketin farklý boyutlarý, sahalarý ve safhalarý üzerine yapýlmýþ üç ayrý röportaj da dosya dâhilinde yer alýyor. Dosya haricinde ise tarih ve felsefe gibi alanlarda çok çeþitli mevzularý sorunsallaþtýran makaleler bulunuyor. 1 8 Giriþ yazýsýndan sonra dosyanýn birinci yazýsý dergimiz tarafýndan T hazýrlanan Kürt Hareketi'nin Kronolojisi'dir. Bu yazý Kürt ulusal mücadelesinin oplum v mihenk taþlarýný, 49'lar Olayý'ndan Ýmralý sürecine kadar geçen zaman diliminde Kürt hareketinin ortaya çýkýþýný, geliþimini, deðiþimini ve e K dönüþümünü önemli kýrýlma ve çatallaþma anlarýyla birlikte ele almaktadýr. uram, Sa Kronoloji tarihsel seyrinden koparýlarak bahsedilen Kürt hareketinin önemli dönemeçlerini analitik bir biçimde sunmaktadýr: Kürt hareketinin yý: 4, Güz 2010 TÝP sonrasý Türkiye sol hareketinden ayrýþmasý, 1970'lerdeki oluþum süreci, silahlý mücadeleye geçiþ, 12 Eylül'e karþý aldýðý tavýr ve 1990'lardaki þiddetli çatýþmalarýn olduðu yýllarla birlikte ateþkeslerin de ele alýndýðý genel bir panorama sunmaktadýr. “Daðlarý Seçmek: Alternatif Bilgi ve Kimlik Projesi Olarak PKK” baþlýðýyla Kariane Westrheim'ýn makalesi dosyamýzýn ikinci yazýsýný oluþturmaktadýr. Westrheim bu makalesinde PKK'de eðitimin alternatif kimlik ve bilgi inþasýndaki rolüne deðinmektedir. Makale çok sayýda gerilla, parti üyesi ve çalýþaný ile yapýlan mülakatlar doðrultusunda, PKK'ye katýlan bireylerin bilgi ve kimlik baðlamýnda ne tür bir deðiþim ve dönüþüm yaþadýklarýna, PKK'yi nasýl alternatif bir kültür ve yaþam alaný olarak tanýmladýklarýna odak- lanmaktadýr. Bu baðlamda PKK'nin kendini nasýl bir “eðitim hareketi” olarak gördüðüne tarihsel olarak da deðinen Westrheim bunun bireysel, sosyal ve politik yansýmalarýna odaklanmaktadýr. Dosyadaki bir diðer yazýmýz Cengiz Güneþ'e ait. “Türkiye'de Kürt Siyaseti: Ýdeoloji, Kimlik ve Dönüþümler” adlý makale, Kürt hareketi üzerine yazýlan üç akademik çalýþmayý eleþtirel bir biçimde yeniden bir okumaya tabi tutarak, 1960'lardan itibaren Kürt ulusal hareketinin yükseliþine, geçirdiði ideolojik dönüþümlere ve ortaya çýkan güncel Kürt siyasi kimliðine odaklanmaktadýr. Yazar temel olarak Kürt hareketi üzerine yapýlan akademik çalýþmalarýn ideoloji ve kimlik oluþumu gibi olgularý kafi derecede ele alamadýklarýný ortaya koymakla birlikte henüz ortaya çýkmakta olan bir çalýþma alaný olarak Kürt hareketine dair yapýlan bilgi-bilim üretimine dair sorgulayýcý ve sorgulatýcý bir bakýþ açýsý sunuyor. Dosyadaki dördüncü yazýmýz Ahmet Hamdi Akkaya ve Joost Jongerden'in birlikte kaleme aldýklarý “2000'lerde PKK: Kýrýlmalara Raðmen Süreklilik” adlý makaledir. Yazý, özellikle 1999'da Abdullah Öcalan'ýn yakalanýþý sonrasýnda PKK'nin ideolojik, politik ve örgütsel baðlamda kendisini yeniden nasýl tanýmladýðý üzerinedir. Bu yeni tanýmlamanýn, örgütün kendi mirasý ve ideal bir Kürdistan fikrini ne derece içerlediði üzerinde duran makale, ayný zamanda Kürt hareketinin sürekliliði açýsýndan PKK'nin ne gibi yeni politik, ideolojik ve örgütsel yaklaþýmlar geliþtirdiðine odaklanmaktadýr. Makale 2000'lerde PKK'nin bir silahlý örgüt olmanýn ötesinde daha geniþ bir alanda nasýl mücadeleler geliþtirdiðine deðinmektedir. Kürt hareketi üzerine yapýlmýþ son dönem çalýþmalarýndan birisi olan Aliza Marcus'un “Kan ve Ýnanç: PKK ve Kürt Hareketi” isimli kitabý kayda deðer derecede ses getirmiþ olsa da kapsamlý bir analiz konusu edilmedi. Yazarlar Alp Kanzýk ve Harun Ercan bu çalýþmanýn metodolojik eksikliklerini ve 9 11 analitik sorunlarýný detaylý bir biçimde ele alýrken toplumsal hareketler Bu Sa literatürüne yaslanarak sosyal bilimsel araçlar üzerinden Marcus'un çalýþmasýna dair eleþtirel bir perspektif ortaya koymaktadýrlar. yýyla Gelenler Dosyamýz içerisinde, BDP milletvekilleriyle farklý konularý merkeze alarak yaptýðýmýz ve aðýrlýklý olarak 1990'lara odaklanan üç röportaj yer almaktadýr. Bunlardan ilki; Osman Özçelik ile yapýlan kendi politik geçmiþi ve HEP'in kuruluþundan baþlayarak Kürt hareketinin legal zemindeki tarihçesi üzerine yapýlan bir söyleþidir. Ardýndan Emine Ayna ile 1990'larda Kürt kadýn hareketinin oluþumu, ideolojik zeminde nereden nerelere geldiði, 1990'lar ile son on yýl arasýnda ne gibi farklýlýklar olduðu gibi konularý iþleyen röportajýmýzý yayýnlýyoruz. Son olarak Gültan Kýþanak ile yapýlan röportaj, þiddetli savaþ yýllarýnda Kürt basýnýnýn karþýlaþtýðý sýkýntýlar ve bu olaðanüstü koþullarda nasýl mücadele yöntemleri geliþtirdiði ve 1990'larda Türk devletinin uyguladýðý stratejiler hakkýnda kapsamlý bir izlek sunmaktadýr. Bu sayýmýzdaki ilk Kürtçe yazý “Qonax bi qonax dirûvgirtina Kurmancî a vegotinê” baþlýðýyla Dilawer Zerak'a aittir. Yazý, Kürt dilinin tarihsel süreç içerisindeki geliþimini analitik bir perspektifle ele almaktadýr. Yazýnýn baþlýðýndan da anlaþýldýðý üzere yazar, Kürtçe'nin geçirdiði geliþim ve dönüþümleri belirli aþamalar dahilinde sunarken, ayrýca bu geliþimde ve dönüþümde rolü olan kaynaklar ve özneler hakkýnda da bilgi vermektedir. “Bölünmez Vatanýn Bölünmüþ Ekonomisi: Kürt illerinde Emek Piyasasý” adlý yazýsýyla Selin Pelek, Kürt bölgesi ile diðer bölgeler arasýndaki iþgücü katýlýmýndaki ve iþsizlik oranýndaki faklýlýða odaklanmaktadýr. The Justice and Development Party (AKP) formed a parliamentary majority in 2007 under Prime Minister Recep Tayyip Erdogan. Civilian authorities generally maintained effective control of the security forces. There were reports of a number of human rights problems and abuses in the country. Security forces committed unlawful killings; the number of arrests and prosecutions in these cases was low compared to the number of incidents, and convictions remained rare. During the year human rights organizations reported cases of torture, beatings, and abuse by security forces. Prison conditions improved but remained poor, with overcrowding and insufficient staff training. Law enforcement officials did not always provide detainees immediate access to attorneys as required by law. There were reports that some officials in the elected government and state bureaucracy at times made statements that some observers believed influenced the independence of the judiciary. The overly close relationship between judges and prosecutors continued to hinder the right to a fair trial. Excessively long trials were a problem. The government limited freedom of expression through the use of constitutional restrictions and numerous laws.

It was the first time that the Turkish army and the PKK experienced bilateral ceasefire. This work aimed to contribute to the peace process in the transformation of the ceasefire into a negotiation process. After this report had been written, in President Erdoğan’s words the peace process has been put into deep freeze. And now, peace process had changed into a violent process in Turkey. There have been street clashes, deaths, bombings and all-out massacres. Local mayors and politicians were arrested by the state. More then hundred people were killed in Ankara and Suruç blasts. Diyarbakır Bar President Tahir Elçi was killed while he was making a press statement asking an end to violence. This violent atmosphere under- mined the efforts of democratic powers, NGOs, and peace groups. The report which was written before the start of the violence tried to draw the attention of the actors to the shortcomings and dangers in the peace process.

    November 2020 Report Violations in interventions, detainments, investigations and lawsuits against freedom of expression as well as the right to meeting and demonstration continued in November 2020. Physical violation was used in security interventions, with reverse handcuffs. Investigations and lawsuits due to social media posts continued in November. House raids were organised and detainments continued against journalists, politicians and rights advocates. There were prosecutions, investigations, arrests, threats and attacks. Imprisonment sentences were issued as a result of some prosecutions. 1. ADMINISTRATIVE BANS AND SECURITY INTERVENTIONS 02: Hakkari The Governorate banned all meetings and demonstrations for 15 days. 02: Istanbul The police intervened against the press statement organised by BIMEKS workers in front of Boğaziçi University, where company owner Vedat Akgiray was lecturing, in order to receive their missing salaries and compensation. Seven people were detained. The seven people were released on the same day and organised another press statement, then were detained for the second time. 04: Ankara The police prevented the press statement organized by the Confederation of Progressive Trade Unions of Turkey (DISK) in front of the Grand National Assembly of Turkey (GNAT) in order to protest the omnibus bill debated at the GNAT. 04: Ankara The police detained eight people in the march organised by the Labourist Movement Party (EHP) in front of the Grand National Assembly of Turkey (GNAT) in order to protest the omnibus bill debated at the GNAT. 04: Osmaniye People’s Democratic Party (HDP) Osmaniye Provincial Co-Chairs and Provincial Chairmen were detained in house raids. Provincial Co-Chairs were arrested on November 9.

The Kurdish Initiative and Containment of the Kurdish Movement in Turkey Marlies Casier (Middle East and North Africa Research Group, Ghent University), Joost Jongerden (Wageningen University), Nick Walker (independent researcher) Abstract Following the victory of the Kurdish party DTP (Demokratik Toplum Partisi , Democratic Society Party) in Turkey’s southeastern provinces in the local elections of March 2009, Turkey witnessed the AKP (Adalet ve Kalkınma Partisi , Justice and Development Party) government’s Kurdish initiative, the closure of the victorious Kurdish party, and waves of arrests of Kurdish activists and politicians. This rush of action constituted a renewed effort to contain and roll back the political and societal influence of the Kurdish movement. But what is it exactly that the government and the state were attempting to contain, and why? This article considers the recent moves of the ruling AKP, the judiciary, and the Turkish Armed Forces in regard to the “Kurdish problem” in Turkey’s Southeast, interpreting them as different responses to the regional success of the Kurdish movement. Introduction The Kurdish question is one of the most long-standing issues in Turkey’s politics. In the early 2000s, with the Turkey-EU accession negotiations ahead, the ceasefire of the PKK ( Partiya 1 Karkerên Kurdistan , Kurdistan Workers’ Party), and the coming to power of the AKP ( Adalet ve Kalkınma Partisi , Justice and Development Party), a range of political reforms were introduced, which allowed a more peaceful atmosphere to prevail in the Kurdish-inhabited provinces of Turkey’s Southeast.

The book examines the radical transformations over the past decade in the politics of Turkey’s Kurdish minority. On the eve of the new millennium, the Turkish state was still openly denying the existence of Kurds, calling them “mountain Turks,” and Kurdish populated cities were ruled under martial law. Kurdish politics in Turkey was dominated by a revolutionary movement, the PKK, which engaged in violent clashes with the state. Less than a decade later, the PKK’s rebellion had all but ended, and Kurdish political and civic movements of numerous stripes had emerged. The Turkish state even introduced an official Kurdish-language TV channel. How did this rapid change occur? Gürbüz proposes that contending social movements has transformed the politics of the region, ushering in an era of post-conflict political and cultural competition.
