The share of agriculture sector accounted for 12.1% of the total gross domestic product (GDP) of LKR 2,365,500 million in 2008. Although the contribution from the agriculture sector to GDP, which used to be 28% of the total GDP in early 1980s, has been declining, the agriculture sector still plays a vital role in Sri Lanka’s economy. The ten-year development framework (2006-2016) for the agriculture sector in “Mahinda Chintana (Vision for a New Sri Lanka)”, which was published by the Department of National Planning, the Ministry of Finance and Planning in 2005, has set the development targets in the agriculture sector. During the planned period (2006-2016), the agriculture sector as a whole is planned to grow at an average rate of over 5%. The growth will result from a combination of increase in the extent area for agricultural production and improvement of its productivity. The estimated total irrigable area in the Project area in 2010 is approximately 86,000 ha. The major crop cultivated in the Project area is paddy during both Maha and Yala seasons. Other field crops (OFC) such as chili, big onion, maize, cowpea, vegetables, and banana are cultivated mainly during Yala seasons. Meanwhile very little OFC are grown during Maha season. The cultivated area and cropping intensity in the project area is summarized in Table S-2. The average cultivated area for paddy and OFC is 83,000 ha in Maha season and 67,000 ha in Yala season in recent ten years from 1999/2000 Maha to 2009 Yala. The average annual total cropping intensity for the whole Project area is 176% in the past ten years. In all systems, cropping intensity during Maha season is more than 90%. Meanwhile during Yala season, cropping intensity is 78% in average and varies depending on the system and year. The average paddy yield in the entire Project area is about 4.45 t/ha in Maha season, while about 4.46 t/ha in Yala season. 2) Electricity Since the latter half of 1990s, thermal generation increased rapidly to meet the growing electricity demand in Sri Lanka and it superseded the hydro generation in 2000. However, the Sri Lankan power system is still significantly dependent on hydropower. In the “Long Term Generation Expansion Plan 2009- 2022” issued by the Ceylon Electricity Board (CEB) in December 2008, the incremental generation in the future will be much owed to the thermal generation, while the hydropower generation remains almost at the same level as shown in Fig. S-2. The total annual hydropower generation is predicted to be 4,376 GWh until the year of 2011, and will be 4,797 GWh after 2012 by adding 421GWh from Upper Kotmale. Also, due to long distribution lines, the voltage profiles at Naula and Dambulla are very poor, which also causes high power losses. According to the CEB 2006 data, the electrification level in the Naula area was 66%, and it was lower than the average of total Sri Lanka, i.e. 80% in 2006. 3) Domestic and Industrial Water Supply The National Water Supply and Drainage Board (NWSDB) plans and implements major water supply schemes in Sri Lanka, while municipalities and other organizations also implement small water supply schemes such as ground water schemes. The NWSDB Corporate Plan 2007-2011 was prepared with the assistance from JBIC (now merged with JICA) in September 2006 aiming to contribute in uplifting the living conditions of people in towns and villages by providing sufficient and safe drinking water through piped water supply schemes. In the above Plan, the development targets of water supply sector have been set; the development targets of water supply coverage and non-revenue water in 2011 are 40% and 30%, respectively. The Project area includes four districts for domestic and industrial water supply, i.e. Polonnaruwa, Matale, Anuradhapura and Trincomalee. The present status (as of 2009) of domestic and industrial water supply sector (pipe-borne water supply) in the four districts is shown in Table S-3. Pipe-borne water supply coverage in the Project area is still at a low level compared to the target of the NWSDB Corporate Plan 2007-2011. Introduction Geological Investigations for Moragahakanda dam were commenced by USOM in 1959, and core drilling surveys were subsequently done by UNDP/FAO and Irrigation Department of Sri Lanka in 1967/1968 and 1977/1978 respectively. A full-scale geological investigation including core drilling, seismic prospecting, work adit, in-situ rock shear test, construction material survey and test grouting was carried out for the feasibility study by JICA in 1979 (hereinafter referred to FS (1979)). Almost twenty years had past after FS (1979), additional feasibility study including 34 drill holes was carried out by Lahmeyer International Associates in 2000/2001 (hereinafter referred to FS (2001)). Subsequently, supplemental geological investigations including core drilling, electric resistivity survey and laboratory tests for rock materials were done by MASL in 2007.

Tradition has it that Kuveni was spinning cotton on the bund of a small lake which was presumably part of this ancient system. The development of an ancient civilization which was entirely depen­ dent on an irrigation system that grew in size and complexity through the years is described in our written history. Many examples are available which demonstrate this systematic development of water and land re­ sources throughout the so-called dry zone of our country over very long periods of time. The development of a water supply and irrigation system around the city of Anuradhapuia may be taken as an example.

    Water for Energy H. S. Somatilake' 1.1 General information The Ceylon Electricity Board (CEB) is a government owned and controlled utility of Sri Lanka that takes care of the general energy facilities of the island. The Ministry of Power, and Energy is the responsible ministry above the CEB. The CEB comes under statutory duty to develop and maintain an efficient, coordinated and economical supply system of electricity. Therefore the CEB has to: Generate or acquire supplies of electricity; Construct, maintain and operate the necessary works for the generation of electricity; Construct, maintain and operate the necessary works for the interconnection of Generating Stations and Sub-stations; Construct, maintain and operate the necessary works for the transmission of electricity in bulk from Generating Stations and Sub-stations to such places as may be necessary from time to time; Distribute and sell electricity in bulk or otherwise. The ideas behind these obligations sound right, but the problem of the CEB is the shortage of generating capacity. The current installed capacity of 1838 MW (the CEB owns about 90% of it, the private sector owns the rest) allows only a generation of about 6.800 GWh, while far more electricity is needed Because of this, Sri Lankan energy users often have to reckon with power cuts. A 'power cut schedule' (among other things mentioned on the website of the CEB) indicates the dates and time of the power cuts for the next week. This is not an encouraging sign while the demand for electricity has been growing at an average annual rate of 8% and is expected to grow at the same speed in the foreseeable future.

In this paper the resettlement scheme of the Kotmale Dam in Sri Lanka is revisited, focusing on resettlers’ positive perceptions. Displaced communities expressed satisfaction when income levels and stability were higher in addition to their having access to land ownership titles, good irrigation infrastructure, water, and more opportunities for their children. However, harsh climate conditions, increased incidence of diseases and human–wildlife conflicts caused much discomfort among resettlers. Diversification away from paddy farming to other agricultural activities and providing legal land titles would have allowed them to gain more from resettlement compensation.     3 ECONOMIC AND SOCIAL INFRASTRUCTURE easures aimed at improving the provision of economic and social infrastructure continued, with progress in energy supply, transportation and telecommunication activities as well as health and education services. A mechanism has been established Mto ensure cost-reflective domestic fuel pricing. Accordingly, against the backdrop of elevated global crude oil prices, the first major revision of domestic petroleum prices, since January 2015, took place in May 2018, and a series of regular revisions followed. The dependence on thermal power in electricity generation was somewhat limited during the first seven months of 2018, due to increased hydropower generation supported by favourable weather conditions. However, electricity tariffs that are in general below the cost recovery levels highlight the need for expediting the adoption of a cost-reflective electricity tariff as well. With regard to transport infrastructure, several projects to improve the road and expressway network continued. Port activities continued to record significant growth while the performance of the civil aviation sector improved, particularly with increased tourist arrivals. Meanwhile, the government continued to provide social infrastructure, increasingly supported by private sector participation in such service provision. Initiatives were taken to address some of the resource constraints in the education sector, with greater emphasis on technical and vocational education. The health sector continued to support the wellbeing of the people, although there was a surge in the incidence of some communicable diseases, namely influenza and leptospirosis, during the period under review. Moreover, social safety nets continued to support economically vulnerable sectors of the society. However, amidst the demographic transition and structural reforms that are taking place in the country, the need for better targeting of social security schemes should also be addressed.
