ADMIRAL SUNIL LANBA, PVSM AVSM (RETD) Admiral Sunil Lanba PVSM, AVSM (Retd) Former Chief of the Naval Staff, Indian Navy Chairman, NMF An alumnus of the National Defence Academy, Khadakwasla, the Defence Services Staff College, Wellington, the College of Defence Management, Secunderabad, and, the Royal College of Defence Studies, London, Admiral Sunil Lanba assumed command of the Indian Navy, as the 23rd Chief of the Naval Staff, on 31 May 16. He was appointed Chairman, Chiefs of Staff Committee on 31 December 2016. Admiral Lanba is a specialist in Navigation and Aircraft Direction and has served as the navigation and operations officer aboard several ships in both the Eastern and Western Fleets of the Indian Navy. He has nearly four decades of naval experience, which includes tenures at sea and ashore, the latter in various headquarters, operational and training establishments, as also tri-Service institutions. His sea tenures include the command of INS Kakinada, a specialised Mine Countermeasures Vessel, INS Himgiri, an indigenous Leander Class Frigate, INS Ranvijay, a Kashin Class Destroyer, and, INS Mumbai, an indigenous Delhi Class Destroyer. He has also been the Executive Officer of the aircraft carrier, INS Viraat and the Fleet Operations Officer of the Western Fleet. With multiple tenures on the training staff of India’s premier training establishments, Admiral Lanba has been deeply engaged with professional training, the shaping of India’s future leadership, and, the skilling of the officers of the Indian Armed Forces. On elevation to Flag rank, Admiral Lanba tenanted several significant assignments in the Navy. As the Chief of Staff of the Southern Naval Command, he was responsible for the transformation of the training methodology for the future Indian Navy. -

SPEAKER BIOGRAPHIES Kate Hansen Bundt, Secretary General of the Norwegian Atlantic Committee and Chair of the Board of NUPI Kate has been Secretary General of the Norwegian Atlantic Committee since 2010. She is a political scientist (MA) and foreign policy analyst with expertise on German, European and transatlantic security and strategy. She is chair of the board at NUPI (Norwegian Institute of International Affairs) since 2014, a board member of NOREF (Norwegian Centre for Conflict Resolution) since 2017, member of the CSIS Stuart Center Advisory Council since 2016 and a member of the council at Fridtjof Nansen Institute (FNI) in Oslo since 2013. Prior to her current position, she worked at NUPI from 1990-93 and she was Research Director at the Oslo-based think tank “Europa-programmet” for thirteen years. In 2009 she graduated from the executive course at the Norwegian Defence University College, were she still lectures. Kate has been member of several Government appointed expert committees on security, defence and EU-issues and she is frequently invited by the media to comment on developments in Germany, NATO, and the EU. Ambassador Sergiu Celac, Honorary Chairman of New Strategy Center, former Minister of Foreign Affairs of Romania Sergiu Celac is a career ambassador who joined the diplomatic service in 1961. He served as Minister of Foreign Affairs in the first post-communist government (1989-1990), then as ambassador to the United Kingdom and Ireland, ambassador-at-large and personal adviser to the President of Romania. After retirement, he worked as president of the Romanian Institute of International Studies, alternate director general of the International Centre for Black Sea Studies in Athens and is currently Vice-President of the Romanian Association for the Club of Rome, member of the Board of the European Institute of Romania, Black Sea University Foundation, Energy Policy Group, member of the Writers’ Union of Romania. -

The Chief of Defence Staff S.K.Sinha India as a nation went through a very traumatic experience in 1962. Our faith in the impregnability of the Himalayas, the infallibility of our foreign policy and the invincibility of our Army, got shattered. I was then an Instructor at Staff College. I was assigned the task of preparing a Telephone Battle exercise for Staff College on mountain warfare, based on our experience in the Himalayas. I toured the battle zone in the North-East to study the terrain and the course of operations that had recently taken place there. This also enabled me to interact with some of the officers who had taken part in those operations. The tour of the battlefield and research at Staff College,led one to conclude that there were three main reasons for our debacle in the Himalayas. First, a total mismatch between Indian foreign and defence policies. Second, the loss of élan amongst the officer corps in the Indian Army. Third, an irrational higher defence organization in which the Defence Services were increasingly isolated from the process of decision making in defence matters. Vital issues of war and peace, concerning the nation were being dealt with in a casual manner. For instance, in September 1962, on his way to Colombo, the Prime Minister had issued a statement to the Press at Chennai, that he had ordered the Army to evict the Chinese from the Himalayas. The Army Chief then at Tezpur, wanted written orders to that effect. A Joint Secretary in the Ministry of Defence present at Tezpur gave him those orders. -

5 CHAPTER FIVE THE RESPONSIBILITIES AND ACCOUNTABILITIES OF DEPUTY MINISTERS This chapter examines the responsibilities and accountabilities of the most senior public servants, the Deputy Ministers. Deputy Ministers are the managers of the departments of government. Under their Ministers, they direct the administration of financial and human resources.They advise the Minister on policy issues and on reforms to administration.Together they form a community that must work as a team to coordinate and direct the work of government. Most policy initiatives cross-cut several departments and demand coordination of policy-making in several departments.Deputy Ministers have extensive management and other responsibilities. As the managers of departments, Deputy Ministers are responsible for the work and actions of the public servants under them. Not only their Ministers but Parliament as well must be assured that Deputy Ministers fulfill their responsibilities as departmental managers. The Statutory Responsibilities of Deputy Ministers The statutory responsibilities of Deputy Ministers originate from two different sources.First are their responsibilities under the Interpretation Act1 and other departmental acts which permit Deputy Ministers to act in the name of Ministers for all powers possessed by Ministers, except the power to make regulations. There is no question that, for the exercise of these powers, Deputy Ministers act under the authority delegated by their particular Minister, and they are ultimately accountable to those Ministers for the use of these powers. Ministers are,in turn,accountable to Parliament for what was done,whether the Minister or the Deputy Minister actually made the decision. -

ISPSW Strategy Series: Focus on Defense and International Security Issue Defence Diplomacy between India and Myanmar: State of Play No. 600 Dr Bibhu Prasad Routray Feb 2019 Defence Diplomacy between India and Myanmar: State of Play Dr Bibhu Prasad Routray February 2019 Abstract New Delhi’s strategic objectives in Myanmar remain important, yet ambigous. Firstly, the country is a lynchpin for India’s Act East policy. Secondly, it is a theatre where New Delhi is seeking to challenge the decades-old dominance of Beijing. And thirdly, Myanmar holds key to ending the remnants of the insurgencies in India’s northeast. To fulfil these objectives, New Delhi intends to boost the bilateral defence ties. While India’s Act East policy is a work in progress and the insurgents from North East India have not been dislodged from Myanmar’s territory, the ties between the defence forces of both countries have demonstrated signs of strengthening. For fulfilment of strategic objectives, however, there is a need to go beyond rhetoric and work on deliverables.
