The working of the Insolvent Ordinance is opposed to the interests of the concurrent Creditors, by throwing nearly every Estate into the bands of a few prefermt Creditors, whose claims on the Estate are secured, thus taking all power out of the hands of the former. The Shareholders wiH bear in mind, that" Union is strength," and without which it cannot be expected that any pl'ofitable business can be conducted by the Office. The various items in the Accounts now before you, will show that the ordinary expenses of management for the past year amount to Three Hundred and Forty-six Pounds and Eightpence (3461. O. 8.), which does not exceed that of former years, notwithstanding the increase of business. The 37th Section of the Trost Deed provides, that no Dividend shall be declared and paid, until the paid-up Capital and Profits shall amount to Ten Thousand Pounds (£10,000), and that the Dividends to be declared and paid at any time, shall not exceed Three-fourths (1) of the Profits realised, so long as the paid-up Capital and Profits shall not amount to Twenty Thousand Pounds (£20,000). The paid-up Capital and Profits now amount to Ten Thou­ sand, Three Hundred and Eighty-two Pounds and Sixpence (£10,382. O. 6.) In the present state of the Company's Funds, the Directors have deemed it inexpedient to declare a Dividend at present i but tbey entertain a hope of being enabled to do so at their half-yearly Meeting in January next. In terms of the 32nd Clause of the Deed of Agreement, the Direotors would recommend that the sum of One Hundred and Five Pounds be awarded to them and the Auditors as a re­ muneration for their services during the past year. Sixteenth A nnual Report of the Sou th African Private Widows' Fund, established in Cape Town in the month of March 1831, - read at a General Meeting of tlte Members of the Society, in the Town Hall, on Satur­ day the 27th March 1847. Pursuant to the existing rules of the Society, your Commit­ tee of Management have the honor to submit to the members tbereof the 16th annual report of their proceedings, and espe­ cially (notwithstanding the slight increase of members during the past year) of the progress and present state of the Insti­ tution, which they beg to recommend to the attention of their fellow members. The number of members was augmented by only four during the past year; they can however state with satisfaction that no death has occurred, and that, notwithstanding this slight in­ crease, and the large number of widows who draw prnsions, the most of whom are already entitled to the full sum of Rds. 600, tIle funds have materially increased. It will appear from the Treasurer's Account, made up from the Society's Books, and audited by two members not belonging to the committee, that Rds. 7917 2 2 have been added to the funds, and that the capital, at tbe expiration of the year, amounted to Rds. 156,154 0 5, and consists of: properly se­ cured bonds, Rds. 150,199 7 3 j entrance money unpaid and not due, Rds 516 [) 2; contributions of two members, Rds.72. COURSE OF EXCHANGE. Prior to the 6th June 1825, the Exchange between this Colony and Great Britain was ehiefly regulated by the average rate at which tbe Commissariat Department disposed of its Bills (by public tender) on the Lords Commissioners of the British Treasury. . On the R bove-mentioned date the value of the Rix-dollar 'Was, in accordance with the directions of the Home Government, and by the Ordinance of tbe Governor and Council, No.2. Jegally fixed at Is. 6d. (one shilling and sixpence) sterling, and the course of Exchange became thereby, in a manner, settled at that rate, with slight variations, depending upon the demand for Bills. By the Instructions then given to the Commissariat, Bills drawn by that Department were issued at £101 10, for every £100, being at the rate of one and a half per cent., against the Colony or remitter; and that in some measure regUlated the premium on private bills. The latter, however, were mostly sold at a discount, although some were occasionally sold at par, i. e. a bill of £100 for the same amount in specie; but tbat depended upon the credit attached to the parties whose bills or endorsements were in the market, as also upon the number to be disposed of at anyone time, and upon the amount which it may have been necessary to remit. By the Treasury Instructions recently issued to the Commis­ sariat, Bills upon the British Treasury are again disposed of by public Tender.

AMOUNT OF GOVERNMENT PAPER MONEY IN CIRCULATION. The former rixdollar paper money having been, in a great measure, superseded by the issue of British Sterling Promissory Notes, was in 1835 deprived of its value as a circulating medium, and made payable or exchangeable at the Treasury only, by oeder of Government. As only very small portions oC it continued to be presented, it was notified by proclamation in 1840, that no rixdollar notes would be paid or e lchanged after the 31st March 1841, when the accounts of that particular car­ rency would be closed. The conclusion of ttlis account shows the exact amount to which tlle Colonial Government and the Public have suffered from the fJ'auda or forgeriu committed on the rixdollar papcr, the particulars of which, in as far as they could be ascertained, were from time to time reported to the Home Govt!l'nment: and it is deemed desirable here to record the results of the various increases in that paper, from the sur­ render of the Colony in 1800, to the conclusion of the account in May 1841. 20 154 PAPER MONEY IN CIRCULATION. 1. The Coins in circulation are exclusively British, consisting in Gold, of sovereigns and half sovereigns i in Silver, of a few crowns, half-crowns, shillings and sixpences; and in Cop­ per, of pennies, half-pennies, and farthings. There is no Colonial Coin; Little of the smaller description of Silver Coin hu yet rnached the Cape. The Home Government having established the British Coin as the circulating medium of this Colony, and having directed that it shall be a legal tender in discharge of all debts due to individuals and the public, at the rate of one shilling and six­ pence (Is. 6d.) sterling for each paper rixdollar, and so in pro­ portion for any greater or less sum, the value of the rixdollar, formerly the only currency in the Colony, and fluctuating ac­ cording to the rate of Exchange with England, was conse­ quently fixed at that rate by Ordinanoo of the Go~m.or in Council, No. 2, bearin~ date the 6th day of June 1825. The Coins in ciroulation have not been pierced, cut, defaced or otherwise altered; neither have their respective values been diminisbed or augmented. Foreign Coins are in -rery small quantities, and are not used as a circulating medium. Tbey are principally Spanish dollars, and a few rupees. Their value depends almost entirely on the occasional demand for them. The usual axchangeable rate of the Spanish dollar is from 3s. 9d. to 3s. IOd. or at most to 3s. lId. ; and that of the sicca rupee from Is.6d. to Is. 8!d. Other rupees, when in demand, realise about Is. ad. each, but the general price does not exceed Is. 1 ~ d.

AMOUNT OF COIN IN CIRCULATION. The British Currency introduced into this Colony, from the year 1825 (when it became a legal tender) to 1829, inclusive, by the Commissariat, to meet the Expenditure of the Military Establishment, amounted:', at the end of tbe latter-mentioned. year, to £169,800 in Silver, and £2,205 in Copper. In the year ending 31st March 18.'17, £80,000 were also imported by the Commissariat, and a further Sum of £90,000 (viz. 60,000 from England, and £40,000 from Mauritius) between that date and 31st March 1838; £30,000 have been received from England during the year 1845 ;-£152,600 (viz. £140,000 from England, and £12,600 from Mauritius,) during 1846,-and £302,000 dur­ ing 1847, making in the whole £826,506, exclusive of £100,000 expected in the Athol. As far as can be ascertained, about £235,680 had been im­ ported by Merchants, up to the end of 1837. During 1838 a Sum of £19,000, nearly, and in 1839 about £700 passed the Custom House. In 1840, £341. was imported, and £1,538 ex­ ported; during the year ending September 1841, the Sum of £9,290 was exported, and during the year ending September 1842 the Sum of £6,128 was exported, and £2,257 imported; in 1844, £1,163 was imported, aud £33,442 exported J in 1845, £8,935 was imported, and £14,087 exported; in 1846, was im­ ported £21,369 and £13,345, exported; in 1847, £350 was im­ ported, so that the private Imports may be estimated at~2]2,185. 156 BANK PAPER, WEIGHTS, &c. These amounts, however, have been considerably dimi­ nished ~y exportation. In 1833 nearly £40,000 were shipped to Ceylon and Van Diemen's Land by the Commissariat. During the year ending 30th September 1841, £20,000 have been ship­ ped by that Department to England, £35,000 to Mauritius, £10,000 to Van Diemen's Land, and £5,000 to New South Wales; during the year ending 30th September 1842, £10,000 have been sent by the same Department to New South Wales, and £5,000 to St. Helena; during the year ending 31st Decem­ ber 1843, £5,000 have been sent to the latter place; in the year 1844, £l'O,OOO have been sent to New South Wales, and £20,000 to Van Diemen's Land. It is known, also, that remittances were formerly made at different times by Merchants and others, to England and elsewhere, in specie j and large Sums have also been taken from the Colony by the Emigrant Farmers, being the produce of their Slave Compensation, and of the Sale of their Farms. Allowing, therefore, for every diminution from these and other causes, the Metallic Circulating Medium at present may ~ be computed at from £150,000 to £300,000, inclusive of Coins introduced by occasional visitants, which cannot be correctly estimated. The great and sudden increase in the Circulating Medium, occasioned by the payment of the Slave Compensation Claims, had the effect, for a time, of reducing the Colonial Rate of Discount and Interest as low as 4 per Cent. j but Money has again attained its original Market Value of 6 per Cent.

PRIVATE BANK PAPER IN CIRCULATION. There are three Joint Stock Bank Establishments which issue their own notes of £5 and upwards, payable on demand, viz: the Cape of Good Hope Bank, and the South African Bank, in Cape Town, and the Eastern Province Bank, in Graham's Town. Government has no control over these issues. The amount, at present in circulation are, of the Cape of Good Hope Bank about £42,000, and of the South African Bank from £19,000 to £20,000. The paper of these Banks seems to have only a local circulation.

WEIGHTS. The Weights legally used in this Colony are of the Standard of Amsterdam, which was introduced by the Dutch Govern­ ment. They consist of pounds, subdivided into 16 ounces, or 32 loods each. The proportion generally. made use of here, in comparing Dutch with English Weight, is 921bs. Dutch to 1001bs. English; the true rate, however, is considered to be 9llbs. and 4-5ths Dutch to l00lbs. English, or Avoirdupois. The pieces of weight admitted to assize are from 60lbs. down to one lood, or the thirty-second part of a pound, which is regarded as equivalent to half an ounce English, although ~lightly exceeding that proportion, as above shewn. MEASURES. 157 MEASURES. The Standard Measures at the Cape are those of Amsterdam, and were introduced by the Dutch Government.

CORN MEASURE. 1 8chepel is equal to 1M old Winchester bushel, or ~ imperial. 1 muid is 4 schepels, or 9M do. do., or UH " 1 load is 10 muids, or Yo'lf do. do. or ~ " Thus 107 Dutch schepels are equal to 82 Winchester bushels, or 4 schepels are about 3 imperial bushels, and 11 schepels are about one quarter.

CLOTH MEASURE. 1 ell is equal to 27 Rhynland inches. 1 yard 34M"" The proportion between Dutch ells and English yards is gene­ rally taken at 3 yards to 4 eUs, but the real rate is 100 yardl to 129d ells.

LAND MEASURE. The Standard Measure for Land is the Rhynland rood and (oot, 1000 Rhynland equal to 1033 English. One rood is equal to 12 feet, and one foot to 12 inches. 144 inches are equal to I square foot Rhynland. 144 square feet" 1 square rood " 600 square roods" 1 morgen " A morgen is generally reckoned equal to 2 English statute acres, but the real proportion is considered to be 49tM morgen, equal to 100 acres. 1~8 PAPER AND SILVER MONEY.
