been design and laid out to integrate seamlessly into the wider built fabric of the Theatre complex. The proposed materials have been carefully selected and have been used elsewhere in the development of the theatre. This will ensure that the proposed extension will remain in keeping with the appearance of the wider building.

7.4 Overall it is considered that the proposals accord with the design related guidance set out in PPW and TAN12, together with FUDP Policies D1 and D2 and with Draft Policies PC3 of the LDP.

7.5 The proposals also seek to improve the existing facilities at the Theatre and ensure that it is accessible to all. FUDP Policy AC1 is clear that development proposals will be permitted only if appropriate facilities are provided to meet the special needs of people with disabilities. As set out in Section 4, the proposals will deliver:

7.25 The ES shows the models created on IES VE to test the Part L compliance of Theatr Clwyd and breaks down the improvements made to the existing building in terms of passive design improvements and changes to the building services equipment, including the ASHP providing part load of the heating at Stage 3. Further improvements are made at stage 4, such as all heating, DHW and most of the cooling provided by heat pumps as well as further passive design improvements to some roofs and external walls.

7.26 The ES demonstrates that the new proposed Theatr Clwyd delivers large improvements on the existing building and the previous Stage 3 scheme, previously granted planning permission in 2020. This is based on the modelling assumptions within the NCM modelling database as used by the SBEM modelling methodology. As an existing building, it has been difficult to control the form and massing to enhance some passive design features, such as daylighting. However, where possible the design team has used the existing fabric to our advantage by promoting natural ventilation, including external shading and improve the building fabric where feasible. In addition to this, the proposed design upgrades the entire building services, completely omitting gas boilers and vastly improving the comfort and the energy performance of the building. The current proposal has the building running only on

been determined from a limited number of exploratory holes formed across the site, therefore only a 2.0 SITE LOCATION AND DESCRIPTION small percentage of the total area of the site has been investigated. This factor should be given due consideration in the event that the information contained within this report is used after any significant period of time has elapsed. 2.2 Site Description 2.2.1 The site is currently a theatre with associated parking and landscaping. 2.2.2 The site is currently occupied by a theatre, surrounded by grass-covered areas and car parks covered by hardstanding. 2.2.3 The topography of the site is sloping down to the South. 2.2.4 The site is bounded by Rakes Lane to the West, an underground car park to the South, and the A5119 to the North and East. 2.2.5 Access to the site is via private roads from the A5119 to the East, or Raikes Lane to the West. 2.2.6 A selection of photographs from the site walkover are presented as GSI1170/02 in Appendix B .

2.3 Site Reconnaissance 2.3.1 A tunnel was observed running between the theatre’s stairs and the underground car park across the road. The full extent of the underground structures has not yet been confirmed by KRB. Drainage was present surrounding the theatre on the North, East and South sides. A hydrant was observed in a paved area to the South of the theatre; however, this does not presently cross any locations of the proposed works. The proposed trial pit locations on the theatre’s North side are covered by hardstanding, which would require breaking out before work could be undertaken.

2.4 Future Site Usage 2.4.1 It is currently proposed to extend the existing theatre buildings. 2.4.2 A proposed development plan has been provided by KRB. This was drafted by Haworth Tompkins dated 14th February 2019 and has the drawing reference CLWYD-HTL-ZZ-00-DR-A-00-0900.

2.5 Surrounding Area 2.5.1 The current surrounding land use to the site is generally agricultural land and commercial properties in all directions. 2.5.2 The topography of the surrounding area is sloping into the valley of Black Brook and the River Alyn, to the South of the theatre.
