ISSUE 24 SETTING A RECORD AT THE THIRD AVIATION RUN The aviation community stood shoulder to shoulder to set the record for the largest human formation of an airplane in the Singapore Book of Records. The Singapore aviation community exhibited solidarity and commitment by turning up in full force and claimed a space in the Singapore Book of Records for creating the “Largest Human Formation of an Airplane”. The over 2,000-strong crowd came together to take part in the third Aviation Run held at the Changi Exhibition Centre on 16 November 2013 to help the less fortunate. Launched in 2011, Aviation Community Cares brings the aviation community together to contribute to society, including raising funds for the Community Chest to support the beneficiaries of its 83 charities. PRESS RELEASE PRESS For Immediate Reporting SINGAPORE CONCLUDES SIXTH JOINT IMPLEMENTATION COMMITTEE MEETING FOR THE CHINA-SINGAPORE (CHONGQING) DEMONSTRATION INITIATIVE ON STRATEGIC CONNECTIVITY 1. The sixth Joint Implementation Committee (JIC) Meeting for the China- Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI) was held via videoconference today. The meeting was co-chaired by Minister for Manpower and Second Minister for Home Affairs Josephine Teo and Chongqing Mayor Tang Liangzhi. Minister of State (Prime Minister’s Office and Ministry of National Development) Tan Kiat How also attended the JIC Meeting. 2. The co-chairs reaffirmed the good progress achieved by the CCI since its launch and deliberated on its next steps. The meeting also endorsed the CCI Overall Blueprint, which serves as a framework for Singapore and Chongqing’s cooperation from 2021-2025, with a further outlook to 2035. The CCI Overall Blueprint charts the way forward not just for the CCI’s four priority sectors (Financial Services, Aviation, Transport and Logistics, and Information and Communications Technology) but also in other areas, such as healthcare, education, and tourism. 3. Mrs Teo and Mr Tang also discussed how the CCI has progressed since it was first established and now embodies an all-rounded partnership that evolves with the times. The co-chairs further acknowledged the importance of the CCI-New International Land-Sea Trade Corridor (CCI-ILSTC) in allowing both sides to harness shifts in global supply chains and deepen regional connectivity. Speech by Deputy Prime Minister, Teo Chee Hean, at Commitee of Supply Debate, 2 March 2017 A Well-Coordinated, Technology-Enabled, and Future-Ready Public Service Thank you Madam Chairperson. First, let me thank Members for their views and their strong support for the work of our public officers. Over the past week, Members debated how to position Singapore for the future, and move ahead as one people. As challenges become more cross-cutting, the Government needs to be even more closely coordinated in policy formulation and policy execution, and to harness and manage our national resources more effectively. This will help ensure that the Public Sector is ready to help implement the recommendations of the Committee on the Future Economy and take Singapore forward. I want to assure Members that our public officers do work tirelessly to serve Singapore and Singaporeans. There are many examples of exemplary public officers who go the extra mile to help those with particular needs or are in distress. From HDB, LTA, WSG, the SSOs – the whole group that Mr Seah referred to. Indeed, we recognise such officers each year to encourage everyone in the Public Service to follow their example. However, no system is perfect and we are constantly striving to do better. Each one of us who serve the public – public officers, Members of this House, and members of the public too – have a role to play. Each year, we also recognise members of the public who have contributed to making our public services more responsive and empathetic. Madam Chairperson, while our public officers at all levels work quietly and tirelessly and do not seek praise, a little encouragement does help.

Excerpt of Speech by Deputy Prime Minister, Teo Chee Hean, at Committee of Supply 2018 Strengthening our Institutions and Helping Our People Succeed The PMO-Strategy Group is working closely with our agencies and other central agencies such as the Ministry of Finance and the Public Service Division to adopt a systems approach to planning and coordination. This includes areas such as scenario planning, budget, manpower, population, land, security, climate change and new opportunities in the Digital and Future Economy. We have formed the Smart Nation and Digital Government Group last May to accelerate our Smart Nation efforts. Dr Fatimah Lateef and Mr Lee Yi Shyan cited demographic challenges, which stem from our low total fertility rate. Agencies have worked together to strengthen our support for marriage and parenthood in the key areas of housing, pre-school, and support in the workplace and the community. Minister Josephine Teo will give an update of our population priorities and strategies to ensure that we are well-prepared for the future later on during this Committee of Supply for PMO. Climate change is also a whole-of-nation issue where all countries need to take action now to safeguard our collective future. Together with other countries, Singapore will do our part to reduce our emissions. To do so in a cost-effective manner, the carbon tax is a decisive move. Its merits were discussed extensively during the Budget debate. The transition period and support will also help our companies and consumers make the adjustments. Minister Masagos Zulkifli will provide more details in his speech on our implementation plans in the Committee of Supply for the Ministry of the Environment and Water Resources.

Tomorrow is International Women’s Day (IWD). This occasion should have been special for two reasons. a. It is likely to be the last IWD before we hold the next GE. b. It is the start of a new decade and so a good time for the Women’s Wing (WW) to take stock, and to map out our vision for the future. 2. Therefore, right up to early February, we had been planning for a different kind of celebration. a. None of us could have expected the Covid-19 outbreak. b. However, in the true Singapore Spirit, the WW response is to be nimble and still come together to mark IWD in a meaningful way. Same same but different! c. At another suitable time, possibly at our annual WW Conference to be held in the later part of the year, we will revisit the important topic of our plans for the future. 3. For today, I’m sure you will agree with me, it is appropriate to begin by thanking all our frontline staff. a. We thank them in the same way as all Singaporeans. b. But as an organisation of women for women, we want in particular to recognise the women on our frontlines – nurses and doctors, Home Team emergency services and border control officers, hotel housekeepers and Page 1 of 8 hawker centre cleaners.
