RESUMO Este trabalho estuda os impactos de dois fenômenos jurídicos conexos ao Aeroporto de Fortaleza: a concessão da prestação do serviço público aeroportuário à iniciativa privada e o estímulo à atração de novos investimentos ao setor aéreo regional por intermédio de incentivos governamentais. Constata que, com avançar da concessão e à medida que novos voos têm sido viabilizados por meio da atração de companhias aéreas incentivadas, o Aeroporto de Fortaleza demonstra ter aumentado seus indicadores de operação das suas principais atividades: quantidade de voos, passageiros e cargas. Dessa forma, este trabalho aponta que a concessão do aeroporto e a política de incentivos governamentais têm contribuído, em certa escala, para o aumento da atividade econômica aeroportuária. Em que pese os dados analisados sejam recentes e que eventualmente possam não depender isoladamente dos dois acontecimentos aqui investigados, o aumento dos indicadores de operação do Aeroporto de Fortaleza sugere que a concessão e os incentivos favorecem o desenvolvimento econômico regional. Particularmente, há aumento exponencial das operações internacionais. Os indicadores de voos, passageiros e cargas internacionais praticamente dobraram no período de 2017 a 2019, assim como na média do primeiro semestre de 2019 perante a médias do primeiro semestre dos últimos cinco anos anteriores (2014 a 2018). Assim, embora não seja preciso correlacionar o aumento das atividades apenas à concessão do equipamento e a política de incentivos governamentais, estes dois fatores também não podem ser desconsiderados. Os incentivos, em especial, ao condicionarem o investimento em voos internacionais, por exemplo, provocou diretamente o aumento da oferta desse tipo de rota. Este estudo, portanto, ainda é inicial, mas tem sua importância ao expor e analisar os primeiros dados pós concessão e políticas de incentivos. Não obstante, propõe que as atividades econômicas regionais relacionadas às atividades do Aeroporto de Fortaleza ainda têm potencial de crescimento, tendo em vista que, no momento da elaboração deste trabalho, apenas se está na gênese das transformações executadas. O desenvolvimento regional dependente das atividades do Aeroporto de Fortaleza, portanto, está estimulado e tende a se consolidar como realidade, resultado da concorrência de ações privadas – execução do serviço de gestão do aeroporto – e estatais – estímulo a investimentos privados por meio de incentivos governamentais. ABSTRACT This work studies the impacts of two legal phenomena related to Fortaleza Airport: the concession of airport services to the private sector and the inducement for attracting new investments to the regional air sector through government incentives. It notes that, as the concession progresses and as new flights have been made possible through the attraction of incentivized airlines, Fortaleza Airport shows that it has increased its operating indicators of its main activities: number of flights, passengers and cargo. Thus, this work points out that the airport concession and the government incentive policy have contributed, to a certain extent, to the increase of the airport economic activity. Although the data analyzed are recent and may not possibly depend in isolation on the two events investigated here, the increase in Fortaleza Airport's operating indicators suggests that the concession and incentives favor regional economic development. In particular, there is an exponential increase in international operations. Flight, passenger and international cargo indicators practically doubled in the period from 2017 to 2019, as well as in the first half of 2019 compared to the average of the half of the last five years (2014 to 2018). Thus, although it is not accurate to correlate the increase in activities only because of the concession of the equipment or because of the policy of government incentives, these two factors cannot be disregarded either. Incentives, specially, by conditioning investment in international flights, for example, have directly increased the supply of this type of route. This study, therefore, is still initial, but has its importance in exposing and analyzing the first data post concession and incentive policies. Nevertheless, it proposes that the regional economic activities related to the activities of Fortaleza Airport still have potential for growth, considering that, at the time of writing this work, it is only the genesis of the transformations performed. The regional development dependent on the activities of Fortaleza Airport, therefore, is stimulated and tends to consolidate itself as a reality, as a result of the cooperation of private actions – execution of the airport management service – and state-owned ones – stimulating private investments through government incentives. RÉSUMÉ Cette étude vise à analyser les impacts de deux phénomènes juridiques liés à l'aéroport de Fortaleza: la concession de services aéroportuaires au secteur privé et l'encouragement à nouveaux investissements dans le secteur aérien régional grâce à des incitations gouvernementales. Il note que, à mesure que la concession progresse et que de nouveaux vols sont rendus possibles par l’attrait de compagnies aériennes encouragées, l’aéroport de Fortaleza montre qu’il a augmenté ses indicateurs de fonctionnement de ses principales activités: nombre de vols, passagers et fret. Ainsi, ces travaux montrent que la concession de l'aéroport et la politique d'incitation du gouvernement ont contribué, dans une certaine mesure, à l'augmentation de l'activité économique de l'aéroport. Bien que les données analysées soient récentes et ne dépendent peut-être pas isolément des deux événements étudiés ici, l'augmentation des indicateurs d'exploitation de l'aéroport de Fortaleza suggère que la concession et les incitations favorisent le développement économique

I’m going to make sure there are no more misunderstandings of this nature. Together, the airport administration and the electric company are going to iron out a contingency plan. The USD 62,56- million project will include lengthening and rehabilitation of the runway, the installation of new navigational aids, and enlargement of the passenger terminal. About USD 44 million will be used for the maintenance and rehabilitation of the runway and to extend it by 615 meters (2,000 feet). This will enable the airport to receive heavier and larger aircraft such as the Airbus 330. It will open the airport not only to flights to and from neighbouring countries but also to countries as far away as Peru. The project will be completed in February 2020 and is part of a larger program to upgrade the nation’s airports (see next article below).

LCY already has approval for an annual figure of 120 000 movements per year, substantially above the current 70 000 limit. Key to the airport expansion is the introduction of the Bombardier C series aircraft with can seat up to 130 passengers. The new Canadian aircraft is due to be operated by at least SWISS in 2015, and will open up a whole series of airports hitherto not within the range of the Embraer and Avro aircraft used at present. However, the C series will not fit into the current stands. Also planned is the possibility of increasing the area to the east of the present terminal building behind the current drop-off area. A doubling of the potential passenger throughput will also require a rethink of the present airside lounge, currently first-rate and the result of much work over the past few years in filling in the airside atrium and constructing excellent eateries and other airport facilities. The Manchester Airport Group (MAG) has completed its acquisition of Stansted Airport (#945.OPS3). As part of the transaction, Australia-based Industry Funds Management (IFM) has taken a 35.5% equity interest in the enlarged group.
