Permit Submittal Checklist:  Permit application filled out completely  Site plan and/or Plat of Survey  Two (2) complete sets of detailed plans and specifications. (Note: all non-residential & non- agricultural plans are to be Signed, Sealed and Dated by an Illinois Licensed Architect or Structural Engineer.)  A copy of the approved well and septic permits or Site Verification Form issued by the DeKalb County Health Department (815-758-6673).  A copy of the access permit from the appropriate road authority (if construction is to occur on a parcel possessing no driveway entrance or only an agricultural field entrance).  Application fees (cash or check, due at time of application) ______

What Happens Next?

Your application and all submittals may be dropped off at the DeKalb County Community Development Department. A Zoning Review of the application, followed by a Site Inspection, will then be conducted. You are required to indicate the location of the proposed structure on the property; stakes, flags, spray paint, or any other marking is sufficient (if a Site Development Permit Application is required in conjunction with the application, the site inspection will not occur until after that application has been processed). Applications for residential construction will then be reviewed by the County Building Inspector. Commercial and Industrial projects will be sent to a third-party plan review service (additional review fees will be incurred). Depending on the complexity of your project, turnaround time will typically take between one (1) to three (3) weeks. Thoroughness and attention to detail in your application and submittals will help expedite the process.

When your permit is ready, you will be contacted by DeKalb County Community Development Department. You will receive a permit card and a plan review relating to your specific project, and any additional fees will be collected at this time. You may not begin work until the permit is issued; doing so may incur fines. Your permit card must be displayed on the property. You should carefully read the plan review for important information regarding your project. Then, it is your responsibility to call for all required inspections as outlined in your permit package.

7. Work will not commence until after the permit has been picked up and signed for at the DeKalb County Community Development Office. Per the DeKalb County Code, permit fees will be DOUBLED if work is started without first obtaining permit.

Residential Deck Requirements

 REQUIRED SUBMITTALS: Drawings showing deck details ( dimensions, ledger bolting, joist size and spacing, beam sizes, post sizes and spacing, wood species, stair details, guard and stair rail details, etc.); Drawing showing location of the new structure on your property, in relationship to other structures and your property lines. Drawings must be submitted with permit application and fees. WORK MAY NOT COMMENCE UNTIL PERMIT IS ISSUED.

 Posts must be decay-resistant or approved pressure treated and rated for ground contact, as applicable.

 Minimum post size: 4"x 4" (for decks with finished floor 6 feet or less above finished grade) or 6"x 6" (for decks with finished floor more than 6 feet in height above finished grade).

 Posts may be set on a minimum 12" concrete pier, which extends at least 42" below finished grade and at least 2" above finished grade -or- on a 6" thick and 12" in diameter concrete or masonry pad located at least 48" below grade. (If concrete is to be poured around post, post must be wrapped with felt paper). Posts and piers must be connected by means of an approved means.

 Decks must be designed for a minimum live load of 40 psf. must be designed for a minimum live load of 60 psf. Deck must be designed to support all vertical and lateral loads. Cantilevers may not exceed spans outlined in IRC Tables R502.3.3(2).

 Ledger boards must be flashed with approved material and must be attached to building framing with approved fasteners (hot dipped galvanized lags, etc.) spaced 16" on center (staggered).

 The end of each joist, beam or girder shall have not less than 1 ½" of bearing on wood or metal, and not less than 3" on masonry or concrete except where supported on 1X4" ribbon strip and nailed to the adjacent stud or by the use of approved joist hangers.

, balconies, or raised floor surfaces located more than 30" above the floor or grade below shall have guards not less than 36" in height. Guards shall have intermediate rails or ornamental closures which do not allow passage of a sphere 4" or more in diameter.

 A flight of may not have a vertical rise greater than 12' between floor levels or landings. The width of each landing shall not be less than the stairway served. Every landing shall have a minimum dimension of 36" measured in the direction of travel.

 Stairs with more than 4 risers must have a hand/guard rail at least one side. Stairs having open sides more than 30" above finished grade must have guard rails both sides, with a hand rail 34 to 38" in height

All required handrails must provide adequate graspability (outside diameter of 1/12" - 2" or equivalent). Guard rails must be a minimum of 36" in height measured from the nose of stairs. Guards shall have intermediate rails or ornamental closures which do not allow passage of a sphere 4" or more in diameter.

 Stair geometry, as follows: minimum width; 36", maximum riser height; 8 1/4", minimum tread depth; 9" (measured - leading edge to leading edge). Maximum open space between risers; < 4". IRC R311.5 (amended)

 Exterior stairways must be provided with an artificial light source located in the immediate vicinity of the top landing of the stairway.

 ALL wood used on exterior or for decking, must be treated or naturally decay resistant.

 (RECOMMENDED) Decks having the lowest structural member (beam, girder, etc.) less than 18" to the ground may be provided with an impervious moisture barrier or landscaping fabric covered with stone, etc. This will assist with drainage, alleviates weed growth and deters burrowing.

I. PIER INSPECTION -P RIOR TO PLACING POSTS OR CONCRETE. II. ROUGH INSPECTION -I F ANY AREA OF THE DECK IS WITHIN 18" OF THE GROUND III. FINAL INSPECTION -O NCE ALL WORK IS COMPLETED.

IMPORTANT: PER SECTION R105.5 OF THE 2015 IRC AND SEC. 14-3 (10) THE DEKALB COUNTY CODE, EVERY PERMIT ISSUED SHALL BECOME INVALID UNLESS THE WORK AUTHORIZED BY SUCH PERMIT IS COMMENCED WITHIN 180 DAYS AFTER ITS ISSUANCE, OR IF THE WORK AUTHORIZED BY SUCH PERMIT IS SUSPENDED OR ABANDONED FOR A PERIOD OF 180 DAYS AFTER THE TIME THE WORK IS COMMENCED, OR IF THE WORK ISN’T COMPLETED WITHIN 12 MONTHS FROM THE DATE OF ISSUANCE.

GUARD POST TO RIM JOIST: Guard posts for guards that run perpendicular to the deck joists shall be attached to the rim joist in accordance with Figure 25. As shown in Figure 25, hold-down anchors must be installed to attach the guard post and rim joist to the deck joists. There shall be a minimum of two ½” diameter bolts at the hold-down anchors’ attachment to the joist. Only hold-down anchor models meeting these minimum requirements shall be used.
