APPENDIX C Additional Information and Clarification of Historic Properties Continuing Consultation for Historic Properties Additional Historic Resources • 200 Madison Street, Onondaga County War Memorial • 717 State Street, Everson Museum of Art • Onondaga Creek Bridges • 99 North Salina Street and 98 South Salina Street, Clinton Square • 800 North Clinton Street, Former Easy Washing Machine Co., currently Destiny Arms Additional photos for properties evaluated as Not NRE in 2016 Architectural Resources Survey Updated Building Eligibility Assessment Table Interstate 81- Viaduct Project PIN 3501.60 SHPO # 16PR006314 Continuing Consultation for Historic Properties As part of continuing consultation in accordance with Section 106 of the National Historic Preservation Act, as amended, and implementing regulations at 36 CFR Part 800: Protection of Historic Properties, the New York State Department of Transportation (NYSDOT) is submitting to the New York State Historic Preservation Office (SHPO) an update of the eligibilities for some of the properties within the APE for the I-81 Viaduct Project. The NYSHPO Building Eligibility Assessment Table has been updated to reflect the most current information based on information regarding properties that have been demolished and to provide the current status of eligibility for properties within the North Salina Street Historic District Expansion nomination. Since the Architectural Resources survey for the Project was conducted in September 2016, the following properties have been demolished: • 325 - 327 Irving Avenue to Genesee Street • 404 Martin Luther King East • 105-109 Townsend St S/ aka 500 Water Street – Phoenix Foundry & Machine Company The draft National Register nomination for the North Salina Street Historic District Expansion was presented before the New York State Board for Historic Preservation on September 14, 2017. The nomination was approved by the State Board, but the National Register status remains pending at this time. The boundary expansion adds “more than fifteen full and partial blocks of buildings that are similar in architectural character, historical significance, and period” to the original district listed in the National Register in 1985. The boundary expansion also updates and reassesses the 1985 building list, including the reclassification of buildings within the original district boundaries and addition of new contributing resources within the expansion area. The properties in the table have been updated to be consistent with their eligibilities as presented in the draft National Register nomination form. The National Register of Historic Places Registration Form also provided clarification for a few properties recorded in a previous version of the NYSHPO Building Eligibility Assessment Table. 622-30 State St N was recorded with an alternate address of 460 North Salina Street. However, these are two distinct buildings and a new record has been added for 460 North Salina Street in the updated Building Eligibility Assessment Table. 622-30 State Street N has been modified as 622 State Street N in the updated Building Eligibility Assessment Table. The Additional Historic Resources attachment includes information regarding four historic properties that are within the original APE boundary but were not included in the 2016 Architectural Resources survey. Two of the properties are buildings; the National Register listed Onondaga County War Memorial (90NR02127) and the National Register eligible Everson Museum of Art (06740.004512; 06740.001812). The other two resources are National Register eligible bridges that cross the Onondaga Creek; West Genesee Bridge, BIN 22208560 (06740.010377) and Erie Boulevard West Bridge, BIN 2208550 (06740.009729). An updated Clinton Square Historic Resource Inventory Form is also included to reflect the correct address of 98 Salina Street South and 99 Salina Street North for this resource (mistakenly identified as 713-715 East Genesee Street in the Inventory Form included in the 2016 Architectural Resources Survey). The building at 800 North Clinton Street (06740.011623) lies within the original APE boundary and was mistakenly recorded on an earlier version of the Building Eligibility Assessment Table as demolished. This early twentieth century brick industrial building was determined Eligible by SHPO, as recorded in a Resource Evaluation dated 03/25/2015, under National Register (NR) Criterion C as an example of early twentieth century industrial architecture. Since the 2015 SHPO Resource Evaluation, the building has been renovated for conversion to an apartment complex called Destiny Arms. Despite recent alterations, the building retains much of its historic appearance, including materials, design details, and fenestration pattern. The building continues to meet NR Criterion C as an example of early twentieth century industrial architecture. An update to the SHPO 2015 Resource Evaluation of 800 North Clinton Street is included in the Additional Historic Resources attachment. The Additional Historic Resources attachment also includes supplemental photographs for previously evaluated properties. These photographs have been provided to support the eligibility status of these buildings and NYSDOT recommends the evaluation on record for these properties remain valid. Additional Historic Resources 200 MADISON ST (515 Montgomery St) The Onondaga County War Memorial (90NR02127) The Onondaga County War Memorial was listed on the National Register of Historic Places in 1988. It is a multi-purpose auditorium building constructed 1949-1951 and designed by Edgarton & Edgarton with assistance from Ammann & Whitney, Consulting Engineers. The building is composed of a large central section with a barrel-vaulted roof surrounded by two-story box-like flat-roofed sections. It is faced in limestone veneer. The Modern building incorporates details, such as large stone lettering, which is evocative of the Moderne style. The building commemorates New York State veterans. Panels along the top of the exterior list the names of World War I and II battles in which Onondaga County residents fought. The interior incorporates additional memorials to World Wars I and II as well as the Korean and Viet Nam wars. The property is significant for its architecture and engineering (Criterion C). 727 STATE ST S/ Everson Museum of Art (06740.004512; 06740.001812) Everson Museum of Art was determined eligible for the National Register of Historic Places. It was identified as part of a 2016 Survey of Post-World War II and Urban Renewal Era Resources in Syracuse. The building was designed by I.M. Pei with Hueber Hares Glavin. Construction of the building was completed in 1968. The building, composed of a series of six boxlike forms of varying height and size, was designed to evoke a sculpture. The two-story building is constructed of concrete and presents unadorned elevations with no prominent doors or windows. Although the criteria of significance have not been formally identified, the building has achieved exceptional importance within the last fifty years for its innovative architecture. Onondaga Creek Bridge: West Genesee Street (06740.010377) (BIN 2208560) BIN 2208560, West Genesee Street over Onondaga Creek, is a double-arch limestone bridge built by Joseph Breed in 1852. The structure was originally built to carry the Erie Canal. In 2008, the bridge was determined eligible for the National Register of Historic Places under Criterion C as an outstanding example of nineteenth-century stone bridge technology and Criterion A, for its association with events that have made a significant contribution to the broad pattern of our history. Onondaga Creek Bridge: Erie Boulevard West (06740.009729) (BIN 2208550) BIN 2208550, Erie Boulevard West over Onondaga Creek, was originally built in 1838 as a culvert carrying the Erie Canal over the creek as part of the initial efforts at enlarging the Erie Canal. Much of the 1838 triple-arch stone structure remains intact. The three arches of this culvert make it one of the largest surviving structures of its type from the 1835-1862 enlargement period. Though all three arches still exist, only the center and the western arches are visible. The eastern arch is recessed beneath an earth embankment. The structure is eligible for the National Register of Historic Places under Criterion C as an outstanding example of nineteenth-century stone bridge technology and Criterion A, for its association with events that have made a significant contribution to the broad pattern of our history.
