    2015-16 Australian Capital Territory Budget Analysis June 2015 BACKING OUR STRENGTHS – TTF’S ACT POLICY AGENDA Tourism is a key driver of the ACT economy, contributing around $1.6 billion in Gross State Product and supporting an estimated 14,700 jobs. In its tourism and transport pre-budget submission, TTF recommended that the Barr Government: Growing demand for travel • Increase funding for Visit Canberra • Increase funding for Territory Venues and Events • Continue the Special Event Fund initiative • Leverage value of the international business event markets • Continue funding the ACT’s international marketing campaign to support new direct international flights into Canberra Boosting visitor economy investment • Allocate resources to progress planning of the City to the Lake development • Maximise existing facilities to ensure ACT’s reputation as a major sporting and business event destination Improve public transport services • Consider options for franchising ACTION buses • Build stage 1 of Capital Metro in partnership with the private sector • Continue planning for further light rail network extensions • Engage the federal government to harmonise taxes/regulation for the rental vehicle sector. BUDGET HIGHLIGHTS The Barr Government has shown its commitment to the visitor economy in this year’s budget by providing an additional includes $1.6 million for VisitCanberra over two years to continue support for cooperative marketing campaigns and build destination marketing partnerships, bringing the total to $14.1 million. This move prompted the London Assembly’s Culture, Sport and Tourism committee to look into the issue of redevelopment for London clubs. With Fulham and Brentford yet to secure new stadiums for their clubs and question marks remaining over Arsenal’s and Tottenham’s grounds the issue is a live one. We do not want to see more clubs leave London. During the 2002/03 season about 5 million fans watched professional football in London. In addition, hundreds of thousands of Londoners participate every year in club sponsored community projects and play football. This report seeks to ensure that this added value isn’t lost to Londoners. We did not set out to judge local situations but to tease out lessons learnt by London football clubs. Football is more than just a business: the ties that a club has with its area and the fans that live or come from there are great. We recommend that more clubs have supporters on their board and applaud the work of Supporters Direct in rejuvenating the links between clubs and their fan base.

    Textually Produced Landscape Spectacles? A Debordian Reading of Finnish Namescapes and English Soccerscapes Jani Vuolteenaho Helsinki Collegium for Advanced Studies Sami Kolamo University of Tampere In this article, a critical attempt is made to read the language of contemporary urban boosterism – its eulogistic adjectives and slogans, escapist evocations in nomenclature, nostalgic narratives, etc. – through the lens of The Society of the Spectacle (1995, orig. 1967), Guy Debord’s controversial theoretico-political manifesto. Through discussion of empirical examples, the authors shed light on different types of in-situ landscape texts in Finnish and English cities. In the former national context, culturally escapist and non-native names given to leisurescapes and technoscapes have mushroomed over the last quarter century. While this process represents a semi-hegemonic rather than hegemonic trend, many developers’ reliance on the “independent” representational power of language has substantially reshaped naming practices in the non-Anglophone country. The analysis of different types of promotional texts at England’s major soccerscapes evinces the co-presence of nostalgic evocations of local history amidst the hypercommodification of space. Arguably, the culturally self-sufficient, tradition- aware representational strategies in current English football stem from pressure from fans, the country’s status as the cradle of modern football, and a privileged possibility to promote the game’s “native” meanings via a globally-spoken language. Finally, this article addresses the pros and cons of using the spectacle theoretical framework to analyse critically language-based urban boosterism and branding under the current conditions of neoliberal urbanism.     Stadium Safety Management in England Chris Whalley, Senior Manager, Stadia Safety and Security at The Football Association, comments on the transformation that has occurred in terms of stadium safety in England. In particular, he highlights how each football club now takes responsibility for the safety of all spectators entering its stadium. English Premier League matches are broadcast all over the world. In all continents, those fans with an interest in developments off the pitch as well as on it will have noticed the splendid all-seated stadia, the lack of pitch perimeter and segregation fences and, generally, a positive atmosphere among supporters inside the stadia. But it hasn’t always been like this. Just three decades ago, English football was still blighted by the problems of supporter violence, old stadia and what we can now recognise as a lack of any safety management culture within the stadia. Two major stadium disasters in the 1980’s and a Government-led review of stadium safety brought about a programme of change which has seen the gradual transformation of English stadia and the introduction of a new system of stadium safety management. Before examining these changes in more detail, it is helpful to look at some of the problems that led to the occurrence of these major stadium disasters. Throughout the 1970’s and 1980’s, fighting between rival supporter groups was commonplace in English football stadia. From the early beginnings of football up to the late 1960’s there had been no separation of supporters in English football stadia – home and away supporters could enter any part of the stadium and generally they would stand side by side to watch the match.

Este artículo analiza de manera exploratoria el surgimiento y organización de este club a través de su propio boletín editado entre 1904 y 1909. Durante este quinquenio se pone de manifiesto el interés de esta organización por incorporar a la bicicleta como instrumento y símbolo del turismo nacional, destacándose algunas motivaciones y obstáculos que condicionaron el vínculo del club con la sociedad civil y con el Estado uruguayo a la hora de planificar y ejecutar sus proyectos. Los distintos episodios suscitados a raíz de estas relaciones arrojan luz sobre el grado de involucramiento efectivo que el Club Nacional de Velocipedistas (CNV) sostuvo en el desarrollo turístico uruguayo hasta cambiar su nombre por el de Touring Club Uruguayo en 1909.     Intercom – Sociedade Brasileira de Estudos Interdisciplinares da Comunicação XXXIX Congresso Brasileiro de Ciências da Comunicação – São Paulo - SP – 05 a 09/09/2016 Tecnologias do imaginário como ferramentas para compreender as derrotas do Brasil nas Copas de 1950 e 20141 Lucas RIZZATTI2 Pontifícia Universidade Católica do Rio Grande do Sul, Porto Alegre, RS Resumo Diante da repercussão da derrota do Brasil para a Alemanha na Copa do Mundo de 2014, surgiram diversas comparações do trauma recente em relação ao primeiro revés da seleção como anfitrião desse evento, em 1950. O objetivo é igualmente estabelecer uma comparação, mas sob ponto de vista jornalístico, acerca do possível impacto dos meios de comunicação de cada época na construção dos vilões das derrotas. Pretende-se apresentar a noção de tecnologias do imaginário para nortear as seguintes questões, entre outras: teriam os brasileiros absorvido da mesma maneira um fracasso esportivo com diferença de 64 anos uma vez que os meios de comunicação parecem ter recursos distintos de emissão e apropriação? O quanto isso pode afetar a cristalização do imaginário do culpado por uma derrota? Assim, busca-se uma reflexão preliminar sobre os meios e suas coberturas. Palavras-chave: tecnologias do imaginário; jornalismo esportivo; Copa do Mundo; vilão. Introdução Um dos maiores eventos esportivos do planeta, a Copa do Mundo vai muito além de suas implicações relativas ao futebol. Mexe com imaginário de uma nação, tem capacidade de eleger heróis e vilões e, por que não, pode sintetizar conceitos e tendências de uma determinada época. Não raro, lembranças ou personagens são evocados como exemplos ou sintetizadores de determinada Copa do Mundo e, por consequência, acabam se perpetuando e ultrapassando a fronteira de um campo de jogo.
