National Park Service Grand Canyon U.S. Department of the Interior Grand Canyon National Park Arizona Hualapai Tribe and Skywalk The Hualapai (WALL-uh-pie), the “People of the Tall Pines,” have lived in the Southwest for untold generations. Traditionally their homelands stretched from Grand Canyon to the Bill Williams River in west-central Arizona and from the Black Mountains bordering the Colorado River to the San Francisco Peaks. Pri- marily nomadic hunter-gathers, they also traded with nearby tribes. The Hualapai Reservation of just less than 1,000,000 acres (404,686 ha) was established in 1883. Today the tribe counts about 2,300 members. Peach Springs on Highway 66 is the tribal headquarters. The tribe operates a hotel, restaurant, and gift shop in Peach Springs. While limited ranching, timber harvest, and guided hunts provide some income, the tourist industry offers the best opportunity for employment of tribal members. CHAPTER 7 The Enduring Hopi Peter Iverson “What then is the meaning of the tricentennial observance? It is a reaffirmation of continuity and hope for the collective Hopi future.” The Hopi world is centered on and around three mesas in northeastern Arizona named First, Sec- ond, and Third. It is at first glance a harsh and rugged land, not always pleasing to the untrained eye. Prosperity here can only be realized with patience, determination, and a belief in tomorrow.1 For over 400 years, the Hopis have confronted the incursion of outside non-Indian societies. The Spanish entered Hopi country as early as 1540. Then part of Francisco Vásquez de Coronado’s explor- ing party invaded the area with characteristic boldness and superciliousness. About twenty Spaniards, including a Franciscan missionary, confronted some of the people who resided in the seven villages that now comprise the Hopi domain, and under the leadership of Pedro de Tovar, the Spanish over- came Hopi resistance, severely damaging the village of Kawaiokuh, and winning unwilling surrender. -

A land of violent summer thunderstorms Current Reservation Boundaries The Hopi Reservation is located entirely in the State of Arizona. District Six, reserved exclusively for Hopi use, consists of 2,500 square miles. Other holdings include the joint use area with the surrounding Navajo Reservation and new land ranches near Flagstaff. Hopi District Six, the Hopi Mesas The broad plateau of Black Mesa is dissected by several northeast oriented canyons that divide the plateau into fingers or mesas. The Hopi Villages are located on these southwest oriented fingers on First, Second, and Third Mesa. The Villages of Upper and Lower Moenkopi are located to the west of the main portion of the Reservation near Tuba City. The Reservation is Located in the Colorado Plateau Physiographic Region A region of relatively un-deformed rocks defined by the Grand Canyon geology. It is formed by a thick crustal block that has been resistant to deformation. This has retained the original horizontal layering of the rock. Layers of Gently Folded Sedimentary Rocks are Stacked Atop Each Other. On the Hopi Reservation Wide Mesas Are Interspersed with Broad Valleys The southern part of the Reservation is lower and semi-arid. The northern portion of the reservation includes the higher reaches of Black Mesa where the elevation approaches 7,000 feet and much of the winter precipiation falls as snow. -

Anisman policy fellow at the Rockefeller Institute of Government 2 Is It Time for New York State to Revise Its Village Incorporation Laws? Over the past several years, New York State has taken considerable steps to eliminate or reduce the number of local governments — streamlining the law to make it easier for citizens to undertake the process as well as providing financial incentives for communities that undertake consolidations and shared services. Since 2010, the residents of 42 villages have voted on the question of whether to dissolve their village government. This average of 4.7 dissolution votes per year is an increase over the .79 a-year-average in the years 1972-2010.1 The growing number of villages considering dissolution is attributable to the combined influence of declining populations, growing property tax burdens, and the passage of the New N.Y. Government Reorganization and Citizen Empowerment Act (herein after the Empowerment Act), effective in March 2019, which revised procedures to make it easier for citizens to place dissolution and consolidation on the ballot. While the number of communities considering and voting on dissolution has increased, the rate at which dissolutions have been approved by the voters has declined. That is, 60 percent of proposed village dissolutions bought under the provisions of the Empowerment Act have been rejected at referendum (see Dissolving Village Government in New York State: A Symbol of a Community in Decline or Government Modernization?)2 While the Empowerment Act revised the processes for citizen-initiated dissolutions and consolidations, it left the provisions for the incorporation of new villages unchanged. -

Appellants contend that the Regional Director lacks legal authority to accept the Salerno parcel in trust for Ewiiaapaayp, and that, even assuming she has such authority, her decision is flawed as an exercise of discretion on various grounds and she failed to comply with the National Environmental Policy Act (NEPA), 42 U.S.C. § 4321 et seq. We reject Appellants’ arguments that the Regional Director lacks authority to accept the Salerno parcel in trust for Ewiiaapaayp, but we agree that the Regional Director did not adequately address a disconnect in the record between Ewiiaapaayp’s justification for the fee-to-trust acquisition and the Band’s stated intended use (or nonuse) of the parcel and purposes of the acquisition. -

These are places I visited or were recommended to me while traveling in the Southwest for my book. I mostly visited rock related places and ground open to collecting. Weather wise, October may be the best time to travel the Southwest, followed by May. It is impractical to visit every place you want to go because day after day you will find certain stores, mines, and museums closed. Traveling Monday through Thursday is especially tough, my advice is to prospect or collect on those days and then try to visit businesses and museums closer to the weekend. You will have to return to the Southwest to visit places closed on your first travel. I envy you. Anyone traveling extensively off-pavement in Arizona should get an Arizona State Trust Land Permit. $15.00 for an individual. Rockhounding on Arizona State Trust Land is prohibited but stopping at any point on these lands constitutes a “use” and that use demands a permit. Determining where these properties exists while driving is impractical, most are managed grazing land outside of small towns or settlements. -
