It is the year of the “theft of the century”, the defrauding of three banks, the Savings Bank, Unibank, and the Social Bank, a theft totaling one billion dollars, under the benevolent gaze of the National Bank, the Ministry of Finance, the General Prosecutor's Office, the National Anti-Corruption Council, and the Security and Intelligence Service (SIS). 2015 was the year when controversial oligarch Vlad Plakhotniuk became Moldova's international brand, identified by more and more chancelleries as a source of evil 1. But 2015 is also the year of budding hope that civil society is awakening, that the political scene is evolving not only for the worse, but for the better too, that in the public square untarnished personalities would appear, new and charismatic figures around which one could build an alternative to the present political parties. -

Today, after nearly 20 years, the wars are over, in most areas peace has set in, and stability has been achieved. And yet, in our interview with Blerim Reka, he echoes Clinton’s words saying: “It is the duty of our generation to tell our grandchildren the successful story of the Balkans, different from the bloody Balkans one which we were told about.” This and many more observations made by the authors of this issue of New Eastern Europe piece together a complex picture of a region marred by a painful past and facing a hopeful, yet fragile future. -

Moldova’s uncertain prospects for modernisation Kamil Całus There have been several significant changes on Moldova’s domestic political scene in the wake of the November 2014 parliamentary elections there. Negotiations lasted nearly two months and re- sulted in the formation of a minority coalition composed of two groupings: the Liberal-Democratic Party (PLDM) and the Democratic Party (PDM). New coalition received unofficial support from the Communist Party (PCRM), which had previously been considered an opposition party. Contrary to their initial announcements, PDLM and PDM did not admit the Liberal Party led by Mihai Ghim- pu to power. Moreover, they blocked the nomination for prime minister of the incumbent, Iurie Leancă. Leancă has been perceived by many as an honest politician and a guarantor of reforms. This situation resulted in the political model present in Moldova since 2009 being preserved. In this model the state’s institutions are subordinated to two main oligarch politicians: Vlad Filat (the leader of PLDM) and Vlad Plahotniuc (a billionaire who de facto controls PDM). With control over the state in the hands of Filat and Plahotniuc questions are raised regarding the prospects of Moldova’s real modernisation. It will also have a negative impact on the process of implementation of Moldova’s Association Agreement with the EU and on other key reforms concerning, for example, the judiciary, the financial sector and the process of de-politicisation of the state’s institutions. From both leaders’ perspective, any changes to the current state of affairs would be tantamount to limiting their influence in politics and the economy, which would in turn challenge their business activities. -

This expectation however is unlikely this year, because the salary bill for teachers and lecturers is al- ready too expensive, the Government says. Earlier protests with education employees forced the Govern- ment to pass a number of decisions regarding the remuneration improvements. One of decisions envisages a salary increase for education staff in public institutions and for other employees based on the Common Tar- iff Network. Pay raise promises Starting May 1, 2017, the public education staff in Moldova will receive a monthly raise of 100 lei (5$) and from September they will get a 10% raise, the Labor and Social Protection Ministry announced. At the same time, current legislation and the 2016 economic performance would allow to raise teachers’ salaries by 5.3% while the Government would be looking for additional funding during the amendment of the 2017 budget. -

VIRGILIU BÎRLĂDEANU The Annexation of Crimea and the Secessionist War in Eastern Ukraine: A View from the Republic of Moldova1 Abstract. The paper examines the official reactions in the Republic of Moldova to the annexation of Crimea by Russia and the secessionist war in eastern Ukraine. It also analyses the impact of these events on the interaction between the authorities in Chișinău and Tiraspol in the period between February and June 2014. The strong pro-Russian direction of Transdniestria and the pro-European reforms initiated by Moldova, led to opposing interpretations of the Ukrainian crisis as well as to a distancing in the negotiations on the resolution of the Transdniestrian conflict itself. The high expectations provoked by the triumphalist slogans after Crimea’s annexation, the suggestions made by Russia about the rehabilitation of the territorial identities from the time of the Russian Empire (such as Novorossiya), allowed the Transdniestrian authorities to bring back the previous political agendas, in which the East- West divisions are centre-stage. Virgiliu Bîrlădeanu is an Associate Professor at the Moldova State University. Introduction The annexation of Crimea at the beginning of 2014 and the secessionist war that followed in Eastern Ukraine generated a wave of political discussions and initiatives in Chișinău and in the separatist region of Transdniestria. Shortly after the disputed Moscow-backed referendum was carried out on 16 March 2014 in Crimea, through which the region expressed its desire to become a part of the Russian Federation, the separatist authorities in Tiraspol followed suit. The Transdniestrian Speaker, Mikhail Burla was delegated to Moscow to present to the Russian authorities the region’s desire to join the Federation. -

Republica Moldova GUVERNULHOTĂRÎRE Nr. 464 din 28.07.2015 pentru aprobarea Regulamentului cu privire la organizarea ciclului II – studii superioare de master Publicat : 31.07.2015 în Monitorul Oficial Nr. 197-205 art Nr : 528 În vederea implementării prevederilor art.90 din Codul educaţiei al Republicii Moldova nr. 152 din 17 iulie 2014 (Monitorul Oficial al Republicii Moldova, 2014, nr.319-324, art.634), precum şi luînd în considerare necesitatea elaborării şi aplicării uniforme a cadrului normativ al organizării studiilor superioare de master pentru toate instituţiile de învăţămînt superior organizatoare de programe de master, Guvernul HOTĂRĂŞTE: 1. Se aprobă Regulamentul cu privire la organizarea ciclului II – studii superioare de master (se anexează). 2. Persoanele care au absolvit instituţiile de învăţămînt superior anterior aprobării prezentului Regulament şi optează pentru un program de master diferit de domeniul de formare profesională absolvit la ciclul I, studii superioare de licenţă, pot acumula minimumul curricular de 30 de credite de studii transferabile în regim extracurricular, pe parcursul anului I de studii superioare de master. Persoanele care nu au acumulat în perioada stabilită minimumul curricular de 30 de credite de studii transferabile îşi pierd calitatea de student şi sînt exmatriculaţi. 3. Studiile superioare de master se vor organiza în limitele alocaţiilor bugetare aprobate organelor centrale de specialitate ale administraţiei publice care au în subordine instituţii de învăţămînt superior. 4.
