    INITIAL REPORT OF THE KINGDOM OF THE NETHERLANDS SUBMITTED UNDER ARTICLE 8, PARAGRAPH 1 OF THE OPTIONAL PROTOCOL TO THE CONVENTION ON THE RIGHTS OF THE CHILD ON THE INVOLVEMENT OF CHILDREN IN ARMED CONFLICT Introduction The Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict (New York, 25 May 2000) was approved for the entire Kingdom of the Netherlands by the Kingdom Act of 18 December 20081 and entered into force for the entire Kingdom on 24 October 2009. The Dutch translation of the Protocol was published in the Dutch Treaty Series 2001, 131. At the time of the ratification the Kingdom of the Netherlands consisted of the Netherlands, the Netherlands Antilles and Aruba. In 2010, the Kingdom of the Netherlands has undergone a process of constitutional reform, which has now reached fruition. The changes concern the Netherlands Antilles, a country that until recently was made up of the islands of Curaçao, Sint Maarten, Bonaire, Sint Eustatius and Saba. The reforms are based on the results of referenda and on decisions taken by representative assemblies about the islands’ future status. The amended Charter for the Kingdom of the Netherlands entered into force on 10 October 2010, on which date the Netherlands Antilles ceased to exist. In the new constitutional structure, Curaçao and Sint Maarten have acquired the status of countries within the Kingdom (like the Netherlands Antilles and Aruba before the changes). Aruba retains the separate country status it has had since 1986. Thus, from 10 October 2010 the Kingdom consists of four, rather than three, equal countries: the Netherlands, Aruba, Curaçao and Sint Maarten.

Koninkrijk- en EU-relaties Amigoe 06-08-14: Bij nieuwe ontwikkeling worden ‘koude zaken’ weer opgepakt ORANJESTAD — Zaken zoals de verdwijning van Natalee Holloway en de onopgeloste moord op journalist Poentje Castro zijn voorbeelden van zaken die nu stilliggen, maar elk moment weer opgepakt kunnen worden wanneer zich nieuwe ontwikkelingen voordoen. Dan zegt voormalig hoofdofficier van Justitie Peter Blanken in zijn, vermoedelijk, laatste persconferentie. Vorige week werkte hij zijn laatste dag op het Openbaar Ministerie (OM) en hij kijkt tijdens de persconferentie terug op grote, nog onopgeloste zaken. Naast de moord op Castro en de verdwijning van Holloway zijn ook de verdwijning van de Amerikaanse Robyn Gardner en de moord op Edison Graciete voor de deur van Club 21 zaken die speelden in de vijf jaar dat Blanken hoofdofficier was en die nog niet gesloten zijn nu hij weer naar Nederland terugkeert. Volgens Blanken is het een kwestie van tijd totdat de moord op Graciete is opgelost.

    GENOOTSCHAP NEDERLAND - ARUBA VOOR U GELEZEN… TEN GELEIDE Geachte deelnemer van het Genootschap Nederland-Aruba, geachte lezer! Hierbij ontvangt u de januari 2016-editie van Voor u Gelezen… Deze geregelde bloemlezing van berichten over actuele ontwikkelingen in en om Aruba is ook nu weer geredigeerd door ons bestuurslid Sidney Kock. Uit de reacties die het bestuur ontvangt, maken wij op dat u onze nieuwsbrief waardeert. 2016 is een bijzonder jaar voor Aruba en het Koninkrijk der Nederlanden. Gevierd en gememoreerd wordt dat Aruba dertig jaar geleden zijn lang gewenste zelfbeschikkingsrecht verwierf. Een historische gebeurtenis. Het Genootschap Nederland-Aruba, opgericht in 1997, feliciteert Aruba van harte met zijn 30-jarige Status Aparte. Vijftien jaar geleden verscheen ter gelegenheid van het derde lustrum het boek ‘Aruba en de Status Aparte, mijlpaal en uitdaging’.(onder redactie van Luc Alofs en m.m.v. Alice van Romondt) De toenmalige minister- president van Aruba, Henny Eman, schreef daarin: ‘Terugblikkend op vijftien jaar Status Aparte kan met voldoening worden geconcludeerd dat de visie van onze voorouders de juiste is gebleken. De jonge natie Aruba heeft zich in een relatief korte periode weten op te bouwen tot een erkend en gewaardeerd lid van de internationale gemeenschap’. Henny Eman achtte dat jaar het moment aangebroken om de toekomst van Aruba over te dragen aan een nieuwe generatie. Dat deed hij met groot vertrouwen en optimisme: ‘Zij zullen zonder enige twijfel een frisse en positieve impuls geven aan de verdere ontwikkeling van ons land’. Inderdaad kunnen wij anno 2016 concluderen dat ook de ‘nieuwe generatie’ politieke leiders zich heeft laten inspireren door hun strijdbare voorgangers en voortbouwt aan verdere versterking van een solide basis voor de jonge parlementaire democratie Aruba.

I will also like to acknowledge the Presidents of the Parliaments, the Honorable Marisol Lopez-Tromp of Aruba, the Honorable Mike Franco of Curacao and the Honorable Gracita Arrindell of Sint Maarten.
