Political Accountability, Communication and Democracy: a Fictional Mediation?

Siyasal Hesap Verebilirlik, İletişim ve Demokrasi: Medyalaştırılmış bir Kurgu mu? * Ekmel GEÇER 1 Abstract This study, mostly through a critical review, aims to give the description of the accountability in political communication, how it works and how it helps the addressees of the political campaigns to understand and control the politicians. While doing this it will also examine if accountability can help to structure a democratic public participation and control. Benefitting from mostly theoretical and critical debates regarding political public relations and political communication, this article aims (a) to give insights of the ways political elites use to communicate with the voters (b) how they deal with accountability, (c) to learn their methods of propaganda, (d) and how they structure their personal images. The theoretical background at the end suggests that the politicians, particularly in the Turkish context, may sometimes apply artificial (unnatural) communication methods, exaggeration and desire sensational narrative in the media to keep the charisma of the leader and that the accountability and democratic perspective is something to be ignored if the support is increasing. Öz Bu çalışma, daha çok eleştirel bir yaklaşımla, siyasal iletişimde hesap verebilirliğin tanımını vermeyi, nasıl işlediğini anlatmayı ve siyasal kampanyaların muhatabı olan seçmenlerin siyasilerin sorumluluğundan ne anladığını ve onu politikacıları kontrol için nasıl kullanmaları gerektiğini anlatmaya çalışmaktadır. Bunu yaparken, hesap verebilirliğin demokratik toplumsal katılımı ve kontrolü inşa edip edemeyeceğini de analiz edecektir. -

La perspective des Jeux Olympiques de Paris n'est évidemment pas étrangère à cette embellie. propose de revivre chronologiquement les principaux événements qui se sont déroulés lors de cette magnifique saison. Le neuvième des dix-huit épisodes de cette saga est consacré au mercredi de feu des athlètes suisses, avec un exploit monumental du Genevois Josef Imbach en quarts de finale du 400 m des Jeux Olympiques. UN MERCREDI DE FEU Mercredi 9 juillet, le camp suisse est toujours en train de fêter la médaille d'argent de Paul Martin. Pourtant il ne faut pas perdre de vue que les Jeux Olympiques ne sont de loin pas terminés et que d'autres atouts helvétiques peuvent eux aussi apporter de grandes joies au Comité Olympique Suisse. C'est le cas des deux seuls athlètes qui sont en lice ce jour-là. Arthur Tell Schwab, l'Argovien d'Allemagne, prend part aux demi-finales du 10000 m marche, où les cinq premiers de chacune des deux séries obtiennent leur ticket pour la finale de dimanche. Il faut marcher dans les clous à Colombes car les juges-arbitres sont particu- lièrement intransigeants. Sur les 25 concurrents des deux demi-finales, 15 ont été disqualifiés pour une marche incorrecte. Arthur Tell Schwab, un pur esthète de la marche, n'a bien sûr pas failli. -

Nicknamed Il Topolino (The Little Mouse) by the Italian press, Thompson’s victory was proclaimed heroic and ‘plucky’ in a quintessentially British way. His preparation had been unconventional to say the least. Thompson, who was an insurance clerk, had collapsed in the heat at the Melbourne Games in 1956 and in order to prepare himself for the humidity of Rome he created a steam-room effect in his bathroom using kettles and heaters, and walking up and down continuously on the bathmat. 1 His feat though was set against the growing rivalry in international sport between America and the USSR where greater resources in terms of coaching and sports science were being dedicated to the preparation of their athletes for the Olympic arena. By contrast, Thompson’s preparation refl ected British sport’s amateur tradition. This chapter charts the evolution of athletes’ training methods since the early nineteenth century. -
