I’m writing to you to express my deep concern over the proposal to commercially develop Katoomba Airfield, which, if it is granted, will profit the leaseholder at an enormous cost to our local community, environment and economy. Who are Blue Mtns Peacekeepers and what is our position? Blue Mtns Peacekeepers was begun by a group of local citizens who are deeply concerned about the proposed commercial lease of Katoomba Airfield. We speak for the vulnerable plant and animal species in this glorious and fragile World Heritage Area where we live. We represent the many residents and visitors who come here to experience the natural quiet of the bush. It is the mission of the Blue Mtns Peacekeepers to protect the tranquil environment that supports the biodiversity of our beloved Blue Mountains National Park - for its own sake, but also, because this is the bedrock of our local economy. We object to the approval of any commercial lease on the crown land containing Katoomba Airfield. To protect the ecology and the economy that depends on it, this crown land should be added to the Blue Mountains National Park and World Heritage Area by which it is surrounded.

The Advisory Committee for the Greater Blue Mountains World Heritage Area (GBMWHA) acknowledges Crown Lands for the small-group meetings and drop-in information sessions held in June in Katoomba as part of the community and stakeholder consultation in the consideration to grant a lease for the Katoomba Airfield at Grand Canyon Rd, Medlow Bath. Please consider this letter as the Committee’s submission to the community consultation process. The Committee is aware that the Department of Industry (DoI) Crown Lands continue to have statutory responsibility over the area that has a current short-term commercial lease. The proposal to grant a long-term commercial lease over the airfield for the purpose of providing recreational and tourist flights over the area, including helicopter flights, is of concern to the Committee. As you are aware World Heritage listing is the highest level of international recognition that may be afforded to an area, acknowledging its outstanding universal values and global significance. The Committee is concerned that developments and activities, both within and on lands adjacent to the GBMWHA, should not impact detrimentally on these World Heritage values. Specific threats to the World Heritage values include: • Disturbance of wildlife as a result of aircraft noise and rapid movements, particularly from helicopters.

Its mission is to help conserve the natural environment of the Greater Blue Mountains, and to increase awareness of the natural environment in general. I write on behalf of our Membership to oppose the proposed Western Sydney Airport on the following grounds: • A ‘Second’ Airport is not needed in Sydney • Growth in passenger movement along the east coast could be better handled by High Speed Rail • Risk of impact on the Greater Blue Mountains World Heritage Area • Risk of impact on the Sydney Drinking Water Catchments • Risk of impact on declared Wilderness Areas • Increased Greenhouse Gas Emissions • Destruction of vegetation at the Badgerys Creek Airport site • Risk of impact on eco-tourism in the Blue Mountains • Risk of impact on Blue Mountains communities • Risk to critical infrastructure near the proposed Airport site We note that the draft EIS does not adequately address these issues and reject your Conclusion that the Environmental Impacts of the proposed Airport can be mitigated in a meaningful way.     COVID-19 is impacting all of our lives. To remove one small concern, the Society is extending all memberships by three months. That is, no memberships will be due for renewal for the time being. For further information, please contact our Membership Secretary, Ross Coster, on [email protected] 2020 ANNUAL GENERAL MEETING The Society's 2020 Annual General Meeting was impacted by COVID-19. The virus's rapid spread meant that holding our traditional AGM would not be providing a duty of care to our members. The Society was faced with either deferring the AGM or conducting it another way. As we can use any technology that gives each of our members a reasonable opportunity to participate, the Management Committee (MC) decided to conduct the 2020 AGM online. This was done by inviting members to register to vote on the motions that were to be proposed at the AGM. We then sent each member, who had registered to vote, a ballot paper containing these motions. The motions, as detailed in the March Hut News, were: • the adoption of annual accounts • the appointment of an auditor • determination of the structure of the 20-21 MC • changes to the Constitution. All motions were accepted. All nominations for positions on the 20-21 MC were accepted as there were no multiple nominations for a position. Tara Cameron was elected President. We say farewell and thank you to Christine Davies (Newsletter Editor), Don Morison (2nd VP), Jeanette Robertson (Admin Officer), Judy Smith (Threatened Species Officer) and Di Shanks (Katoomba Airfield Officer). (The irrepressible Lachlan Garland (President) and Kerry Mills (NP &WH Officer) had stepped down during the year.)     Strategic planning for the site Council has been involved in the strategic planning for the Katoomba Airfield site since Blue Mountains Local Environmental Plan (LEP) 1991 was prepared and gazetted. The gazettal of Blue Mountains LEP 1991 prohibited land uses of this type. Since then, the environmental planning instrument applying to the land has changed to LEP 2015, which maintains this position by prohibiting ‘airport’, ‘airstrip’, ‘heliport’ and ‘helipad’. In making LEP 2015, Council engaged in significant community consultation, which confirmed both the zoning (Environmental Management), and the adopted principles for the future use of the Katoomba Airfield site. The plan making process reconfirmed that the strategic objectives of the Katoomba Airfield site does not involve commercial aviation. It is noted that during the period of making LEP 2015, Crown Lands did not make representations to Council requesting alteration to the zoning of the site. Council believes that the granting of a lease for a prohibited use under the Environmental Management zoning would be in direct conflict with the community endorsed strategic vision for the site, which has been agreed to by the State government, as expressed in LEP 2015. As the proposed use is prohibited, it would need to rely on ‘existing use rights’ for permissibility. Under the Environmental Planning & Assessment Act 1979 (EP&A Act), existing use rights are designed to permit continuation of a use of land that is otherwise prohibited. It needs to be established whether the site enjoys the benefit of existing use rights for the use proposed under the proposed lease. The efficacy of granting a lease for a use that does not have a clear pathway for permissibility appears questionable.
