SELETUSKIRI Rõuge valla 2019. aasta eelarve juurde Eelarve eelnõu menetlemine Eelarve I lugemine toimus 18. detsembri volikogu istungil. I lugemise järgselt oli volikogu ja komisjonide liikmetel kuni 14. jaanuarini võimalik esitada oma parandusettepanekuid, mida arutati 23. jaanuari majanduskomisjoni koosolekul. II lugemise ajaks on täpsustatud tulusid ja kulusid - lisatud toetusfondiga eraldatud üldhariduskoolide toetused, korrigeeritud teisi toetusfondiga eraldatavaid toetusi. Kulude poole pealt on eelarve tasakaalustamiseks vähendatud reservfondi vahendeid ning vallavalitsuse ja hallatavate asutuste majandamiskulusid. Eelarve struktuur Rõuge valla 2019. aasta eelarve on koostatud arvestades kohaliku omavalitsuse üksuse finantsjuhtimise seadust, riigieelarve seadusest tulenevaid muudatusi ja avaliku sektori finantsarvestuse ja –aruandluse juhendit. Eelarve koostatakse üheks aastaks, mis algab 01.01.2019 ja lõpeb 31.12.2019. Eelarve on koostatud eurodes. 2019. aasta eelarve on esmakordselt koostatud tekkepõhiselt. 2018. aasta võrdlusandmed on kassapõhised. Tekkepõhises eelarveprojektis on nõuete/kohustuste muutuse real kajastatud eelmisel aastal lõppenud projektide toetuste lõppmaksed, mis laekuvad kassapõhiselt ka sel aastal, kuid ei ole tekkepõhiselt selle aasta tulu. Vastavalt kohaliku omavalitsuse üksuse finantsjuhtimise seadusele koosneb eelarve viiest osast: PÕHITEGEVUSE TULUD Maksutulud Tulud kaupade ja teenuste müügist Saadavad toetused Muud tegevustulud PÕHITEGEVUSE KULUD Antavad toetused Muud tegevuskulud INVESTEERIMISTEGEVUS -

Archives Looking for a Home: The Cultural Heritage of the Estonian Diaspora in the Estonian Literary Museum Piret Noorhani, Merike Kiipus, Anu Korb Estonian Literary Museum The Estonian Literary Museum (Eesti Kirjandusmuuseum) – at the moment, a state research and development institution – is historically a colony of three archives: the Archival Library (Arhiivraamatukogu, AR, established in 1909), the Estonian Folklore Archives (Eesti Rahvaluule Arhiiv, ERA, 1927), and the Estonian Cultural History Archives (Eesti Kultuurilooline Arhiiv, EKLA, 1929). The archives were born within the Estonian National Museum with the aim to collect publications, folklore and cultural documents in Estonian and about Estonia. This is the task the archives have performed since their establishment – irrespective of the changing systems of government, the formal status of the institution, and the generations of its employees. As a result of continuous work, the archives of the Literary Museum have a wide and versatile collection of material on the history of the Estonian diaspora; the present article can give only a superficial survey. As to the Archival Library and the Cultural History Archives, we limit ourselves to the cultural heritage of the Estonians who fled to the West after World War II, while with the Folklore Archives we include – and concentrate on – the material of the Estonians in the East. This refers to the priorities of different archives in collecting and researching their material, but also to future considerations. The Archival Library Collection and Partners The oldest archives of the Literary Museum, the Archival Library established in 1909, includes material concerning Estonians in the East and Baltica collected since the early 20th century. -

We focus on content metadata schemas and their role in modeling histories and framing the uses of audiovisual databases. Our empirical corpus includes verbal and audiovisual objects from the five-year period just before the World War II (1935-1939) as presented in two digital databases – the Analytic Bibliography of Estonian Journalism and the Estonian Film Database. The article compares how the different metadata schemas for newspaper articles and newsreels model their objects. As a consequence, metadata schemas shape contemporary perceptions of historical realities in different ways. Keywords: metadata, modelling systems, audiovisual archives, Estonia, 1930s, newsreels, cultural semiotics The amount and variety of information about the 20th century that we can freely access online is in every respect remarkable. Contemporary digital databases as Europeana, Internet Archives or NYPL Collections offer anyone interested a chance to go far beyond individual textbooks and occasional faded photographs: one can juxtapose materials in different modalities and compare or contrast diverse aspects of the past from various viewpoints. This applies to both users with general or hobbyist interest in the past as well as professional historians. The digital archival turn has evidently met a wide spectrum of responses. -

The exhibition When the Stage Lights Came On... tells ... the multi-layered story of a theatre by displaying the folio of prints Wanemuine 100, which focuses on the beginning of the Vanemuine Theatre. The folio ties together two important moments in time: the birth of Estonian language theatre and the beginning of the 1970s, when the local theatre life was influenced by its Soviet environment but also by the begin- nings of the theatrical renewal. Inspired by these layers, the folio is the impetus and central exhibit of the present exhibition. The students of the Estonian Academy of Arts who curated the exhibition travelled from the world of art to the world of theatre and brought a small piece of Estonian theatre history to the museum. In all probability, the folio, which is part of the Tartu Art Museum’s collections, has never been exhibited. This allowed us to unravel the collages from the folio like detectives and to delve into their sources to bet- ter understand the backstory of the folio. As a result of the research, this playbill that you are reading contains most of the photos that form the basis of the collages. Archival materials tell a multifaceted story that covers the period from the birth of Estonian language theatre up to the founding of professional theatre. It includes images of the people associated with theatre, the public festivals, the costumes and the theatre buildings. The foundation of the Vanemuine Theatre took place during the phase of active construction of Estonian nationality. It focused on a national narrative, on connecting individual events and celebrating anniversaries that assisted in asserting a collective sense of continuity. -
