COMBUSTION PLUME VISIBILITY

A major exhaust byproduct of the combustion turbine electric generating process is water vapor. With each pound of natural gas fired, over two pounds of water vapor are formed. Water is also injected into the combustion chamber during ULSD firing for NOx suppression. Since the combustion turbine exhaust gas contains appreciably more water vapor than the ambient air, an analysis was performed to determine if the exhaust plume could condense and become visible under normal atmospheric conditions. A visible plume formed under such conditions is called a mixed vapor plume. When hot, humid exhaust gas is vented to a cooler humid atmosphere, the combination may be at or above the saturation level and a visible plume will form. This is like seeing one's breath on a cold morning. The condensed vapor plume was indicated to be visible if it occurred during conditions which would allow it to be viewed by the general public. This definition would normally exclude plumes being formed at night and during periods of bad weather (rain, snow, or fog) that obscure visibility. The plume visibility analysis for the proposed Project was prepared to calculate the formation of condensed vapor plumes from the exhaust gas, and subsequent visible plumes for all hours within the subject meteorological database, and subsequently excludes the hours when a condensed plume forms at night. The plume visibility criteria would also exclude plumes occurring during inclement weather. However, weather conditions were not available in the meteorological data set, thus the analysis conservatively examined all weather conditions as potential for visible plume formation. The plume visibility analysis for the proposed Project was performed using the exhaust conditions of a single MHPS 501JAC combustion turbine operating in combined cycle mode with supplemental firing in the HRSG. The analysis considered both natural gas and ULSD. The average hours of condensed vapor plumes and those plumes that may be considered visible was assessed using a plume visibility model developed by TRC. A. TRC PLUME VISIBILITY MODEL TRC's plume visibility model is a post processor used with output results from the widely recognized EPA AERMOD atmospheric dispersion model. Since water vapor is a non- reactive gas and emitted at a temperature well above its dew point, the downwind dispersion characteristics are accurately simulated using AERMOD. The AERMOD model was run using five years of actual hourly meteorological data from the Hudson Valley Regional Airport (KPOU) (WBAN #14757), New York, for the years 2014-2018. The meteorological conditions used in this plume visibility analysis are the same as were used for the air quality assessment for the proposed Project. Since the object of this study was to determine the potential total number of hours of visible plumes, the analysis was simplified by using the same wind direction for each hour. Visible plume formation was determined by comparing the hourly water vapor concentrations calculated at all receptors to actual meteorological observations and the calculated saturation deficit. The saturation deficit is a measure of the amount of additional water vapor that must be added to a volume of air to bring it to saturation (i.e. 100 percent humidity.) Under normal atmospheric pressure, air cannot remain supersaturated and the excess water vapor will condense to form liquid water droplets. The liquid water content (LWC) of the cloud is the excess moisture over saturation and is calculated as the modeled concentration of water vapor minus the saturation deficit. The visual density of the condensed vapor plume is dependent upon the LWC and size of the water droplets. Clouds with a low LWC tend to be diffuse, while clouds with a high LWC are opaque. The size of the droplets determines the brightness of the plume, with

very small droplets giving a bright, white appearance; while larger droplets give a duller, grey appearance. For comparison to natural clouds, the liquid water content associated with atmospheric clouds is provided in Table 1. This analysis used a LWC of 0.1 g/m3 as the threshold for determining a condensed vapor plume. As noted in the above table, the minimum water content for stratus clouds is 0.1 g/m3. Therefore, combustion turbine plumes with a LWC of less than 0.1 g/m3 likely would be too diffuse and would evaporate very rapidly to be considered visible plumes. A visible plume was assumed to occur if the water vapor concentration exceeded the saturation deficit for each specific location and hour modeled. Under these conditions, TRC's model assumes the vapor plume will condense to form a visible cloud. The model calculates the total number of hours of plume formation for all of the hours within the meteorological data set. These hours are divided into time of day and ambient temperature, which may preclude observation of the condensed vapor plume by the casual observer. These periods include: • Total number of hours when condensed plumes formed • Plumes during the night only • Plumes during the day only Sunrise and sunset for each day of the year were calculated based on the actual geographic location of the proposed Project. Daylight periods included one hour before sunrise until one hour after sunset (dawn and twilight). TRC considers that only plumes that occur during the day with clear weather are visible condensed vapor plumes from the combustion turbine; however, the total frequency of condensed plume hours for both day and night conditions is tabulated. B. MODELING METHODOLOGY The visible plume modeling analysis examined the water vapor emissions during all conditions when the combustion turbine would operate. The operating conditions for the combustion turbine were provided by the vendor as twenty-five (25) cases of varying load, ambient temperature, supplemental firing and fuel (natural gas and ULSD). As discussed previously, the greatest amount of water emitted originates from the combustion of natural gas, however, the ULSD firing cases were examined for a full evaluation. Other sources of water (carrier water for the aqueous ammonia solution for NOx control, and the

water formed by the ammonia reaction) are ignored since these sources of water are miniscule when compared to the total water emission rate (less than 0.5 percent). C. ANALYSIS RESULTS The analysis examined all 25 operating cases using 43,848 hourly observations of meteorological conditions. This was to determine the operating case resulting in the greatest number of potential visible plumes. In order to determine the worst-case estimate of potential condensed and visible plume formation for the year, the operating case with the greatest number of potential visible plumes was selected. This is shown by case 10 with an average of 953 hours of visible plumes per year. This case represents the combustion turbine operating on natural gas at 100% load for the full year. All other operating cases would result in fewer visible plumes per year.

Figure 2 illustrates the frequency and location (relative to the exhaust stack) of all visible plumes formed for case 10. Since the exhaust gas is hot and the plume is above the saturation temperature, the condensed vapor plumes would often appear detached from the 200-foot (61 meter) stack as depicted by the cyan rectangle in Figure 2. The greatest number of visible plumes may be seen at a height of about 25 meters above the stack top at a distance of about 25 meters downwind. At this location, the observer may expect to see about 500 hours of visible plumes per year. On average, about 100 hours of plumes may rise as high as 150 meters above the ground. Most plumes would dissipate within 50 meters of the stack, while some (50 hours or less) may extend to 100 meters downwind from the stack. Such extended plumes would appear to be broken and evaporating. Note that in Figure 2 all of the visible plumes are collapsed to a single direction, while in reality the plumes would form in the downwind direction for the specific hour of occurrence. This would cause significantly fewer visible plumes in any single direction and likewise substantially decrease the likelihood for a plume to constantly be visible from a specific location. D. CONCLUSION Danskammer conservatively assessed the possibility for visible plumes from the operation of the combustion turbine. The analysis determined that under the worst scenario operating conditions a visible (during daytime conditions) condensed vapor plume would occur approximately 953 hours per year (represented by the combustion turbine case 10), or 11 percent of the full year. In reality, the anticipated number of visible plumes would be the sum of plumes formed under the various operating cases modeled which would be less than the worst case. The hours of condensed plume formation were divided into day and night. A visible plume was considered as any vapor plume that formed during daylight conditions regardless of weather conditions. Most of the

combustion plumes may occur during the morning hours when the ambient humidity is highest and are generally visible at and for a few hours after dawn. In conclusion, the exhaust from the combustion turbine may result in visible plumes but few in number appearing very close to the stack and usually during the colder months. The visible plumes would most likely occur during the morning hours and would be light and wispy in character. The plumes would appear denser close to the stack, since the water droplets are quite small in this part of the plume and would rapidly dissipate and evaporate. As the plumes travel downwind, the droplets begin to coalesce and evaporate. As such, the portion of plumes further downwind would appear duller and dissipate quickly and evaporate entirely within a few hundred feet downwind of the exhaust stack. In general, the maximum distance a scant few visible plumes (per year) would extend to, would be only several hundred feet downwind and would not be expected to be visually intrusive. Due to the very light and translucent nature of any condensed combustion plumes being formed, along with their ephemeral occurrence during the year, such plumes would be invisible and not detectable to an observer at distances at and beyond 5-miles.

As you may be aware, Danskammer Energy, LLC is proposing to repower its existing nameplate 532 megawatt (MW) generating facility site located in the Town of Newburgh, New York with a state-of-the-art natural gas fired combined cycle power generation facility. The Project is subject to Article 10 of the New York Public Service Law (PSL), which governs the siting of major electric generating facilities in New York. In accordance with the Article 10 regulations, a Public Involvement Program (PIP) plan for this Project was filed in July 2018 and a Preliminary Scoping Statement (PSS) was filed in February 2019. Both documents are available on the Project's website, https://danskammerenergy.com. Please refer to the PIP and PSS for additional details regarding the proposed Project.

In accordance with the Article 10 regulations, and as described in the PIP and PSS, Danskammer, through its consultant, TRC, is conducting a Visual Impact Assessment (VIA) for the proposed Project, which will be included in Application Exhibit 24 (Visual Impacts). The VIA will, in part, identify sensitive resource areas susceptible to visual changes from the proposed Project and present photographic simulations of the proposed Project's facilities in relation to selected viewpoints. The VIA will also be conducted in conjunction with the analysis that will be performed for Application Exhibit 20 (Cultural Resources), which takes into account sites or structures listed in or eligible for listing in the National or State Register of Historic Places (NRHP/SRHP) .

Preliminary visual analyses and site investigations are in progress. The progress report on the VIA is available on the Project's website for stakeholder review and comment at https://danskammerenergy.com. It provides an overview of the work that has been done to date on the VIA including the status of visualization studies, site visits, preliminary analyses, and background information on the VIA process.

The i__nformation pr~sented in this letter and the progress report available on the Project's website is intended to (i) provide a summary of the extent and findings of the preliminary visual analyses thus far, (ii) request input from municipal planning, local historic groups, state agencies and other visual stakeholders in identifying any additional sensitive visual resources important to the community within the Project's visual study area, which includes a 5-mile radius from the Project facility, and (iii) provide an opportunity to suggest additional representative and reasonable candidate locations for photo-simulations (before and after depictions of the Project) in areas of concern and with public access.

We are reaching out to you to request your assistance in identifying the visually sensitive resources to be included in the VIA available on the Project's website. Please review the inventory of visual resources in Table 1 of the Progress Report for completeness. Please also review the photolog in Attachment 3 as well as photo viewpoint locations in Attachment 2 figures of the Progress Report.

If you feel that the identified visual resources and candidate viewpoints provide an adequate representation of the Project for the purposes of preparing the VIA, no further action on your part is necessary. However, if there are other public locations of concern, currently not depicted, where you would like to suggest that additional representative photos be taken, or if there are any additional visual resources that are important to note, please provide your comments or feedback, with an explanation of why you feel that location/viewpoint should be included.

Upon review of the viewpoints listed in Table 2: Summary of Photosimulation Viewpoint Locations, the photolog and maps, DPS recommends the Applicant consider the following comments and proposed locations for photosimulations.

Potential Simulation Location Viewpoints (VP):

o VP-2 is one of two viewpoint locations that captures the Agriculture / Open Land LSZ and has potential visibility of the Facility. (LSZ 3; Distance 2.9 miles) o VP-6 or VP-7 incorporate similar views at a middleground distance. These views are good representations of developed areas. (LSZ 1; Distance 2.3 / 2.8 miles) o VP-8 (* see notes regarding rail transportation corridors below) (LSZ 1; Distance 3.7 miles) o VP-12 or VP-13 along the City of Newburgh Waterfront Trail would represent a background distance view in a public area with prolonged views of the Facility. These background views are important as the facility is still visible from the locations. (LSZ 4; Distance 5.5 miles) o VP-23 and VP 24 provide direct views from an angle that will show new project components and removed portions of the existing Facility clearly. (LSZ 1,4; Distance 1.0 and 0.8 miles) o VP-27-b may be useful for demonstrating the view from Scenic Hudson River Rail route and the Wheeler Hill historic district. Please clarify notes at VP-27b re: historic district, and entry at App. 4 Table 4-B for Wheeler Hill Historic District as having no potential visibility. o VP-25 is at a superior elevation position and this photo location has prominent views of the Facility during leaf-off conditions. (LSZ 1, Distance 0.9 miles) o VP-32 from the upper entrance of Bowdoin County Park represents a middleground view and as a public park, where the use is recreational, the viewer would experience a long duration of view. (LSZ 1,2; Distance 2.5 miles) o VP-35 is a potentially useful location, as it encompasses the view from the AmTrak Hudson River rail line and includes a historic residence. (* see notes regarding rail transportation corridors below) (LSZ 1,4; Distance 1.4 miles) o VP-37 from the Hudson River is an important view as it is a foreground view that addresses what will be seen from the river. (LSZ 4; 0.1 miles) DPS Staff recommends including additional on-River location(s) to demonstrate views from foreground positions as would be available to recreational users of the Hudson River, a National Heritage River and location of the Hudson River Greenway Water Trail. VP-37 shows near-foreground site from easterly; additional locations with southerly view orientations should be considered. o Transportation corridors both automotive and rail will provide views of the facility. ▪ * Rail corridor photos should be taken at a height that represents the vantage point of the traveler. Most train platforms are roughly 48” above the top of the rails so for an accurate simulation, rail-related photos should be taken from a height that factors in the traveler’s vantage point, and eliminating much of the immediate foreground development (such as at VP-27b) . (DPS notes also that the “Scenic Rail” category in Table 1 indicates that the rail line is located within municipalities on the western shore of the Hudson River. The western Hudson lines are freight lines, and the AmTrak and MTA lines are on the eastern Hudson shores.) ▪ Interstate 84 crossing the Hudson has distant views of the Facility that will be seen by motorists and this location should be considered for a simulation. o The VIA Progress Report characterization that the proposed generating facility would generally not produce visible exhaust plumes warrants additional consideration. Other major generating plants including recently installed facilities are known to generate extensive stack plumes under a variety of conditions. This is particularly the case when plants are ramping up during morning hours with cool ambient air temperatures. Unless the Application can effectively demonstrate that there are no conditions under which stack plumes will be generated, with demonstrable evidence and documentation of proposed plume-elimination technology, DPS advises that photo-simulations of stack plumes will be important in addressing the operational condition analysis required by 16 NYCRR 1001.24(b)(8). Viewpoints to represent the operational condition stack plumes should be identified from the range of distance zones and Landscape Similarity Zones. Nighttime lighting should also be demonstrated, also. o DPS recommends developing a viewpoint from Beacon Mountain in SASS Sub-unit HH-26, which appears to have open vista to northwesterly location, as indicated below. This elevated position provides the Danskammer facility with a backdrop of forested hills.

Hi, I am writing in response to your letter requesting input on the potential visual impacts of historical/natural sites that may be affected by the upgrade of the Danskammer Energy Center.

Directly across the Hudson River in the Town of Wappinger sits Carnwath Farms Historic Site & Park, a Town of Wappinger owned park that is listed on both the State – Federal Registers of Historic Places. The views of this property stretch 360 degrees around the Hudson River and the surrounding valley. The Town is hoping that the visual impacts will not impact the views from this site.

Also surrounding Carnwath is the Wheeler Hill Historic District, which consists of about 10 residences and properties from the mid18th century to the mid19th century. We are concerned that this riverfront historic district may be negatively impacted by an expansion.

South of the Wheeler Hill Historic District, sits the hamlet of Chelsea which was once a bustling port community during the 19th century filled with historical properties along the River.

Dear Ms. Bartos,

I have been to the Danskammer Open House and I have seen the architectural renderings of the future plant and I am not at all convinced that the projected plant as currently designed could withstand hurricane forces similar to those that disabled the original plant. Part of the future plant will be supported by stilts unlikely to weather the sustained pounding of an extreme weather event, leaving the entire structure vulnerable. And while the new plant will be sited a few feet further inland than the original, it is still well within the flood plain of a rising tide. What other safeguards are planned to protect the plant? Also, the presenters stated, and the CEO's recent newsletter confirmed, that the plant would fill the void in power until safer, cleaner energy could be brought on line, Yet construction of this gas fired plant would lock us into a reliance on natural gas, a fossil fuel which is prone to ruptures and leakage, for the next twenty years, even though climate scientist warn that we have less than twelve years to end our reliance on fossil fuels. Why not use the same resources to create sources of renewable energy rather than funnel funds into a plant that is ultimately doomed to obsolescence? Finally, natural gas plants, even when working properly, release methane which contains benzene and other dangerous chemicals. How can we be sure that TRC will protect the health of neighboring communities?
