These notes are based upon 14 meetings between 6th-9th October 2015, plus one further meeting in January 2016. This document will ultimately form an appendix to the final report for ‘The Operator’s Story’ piece Although the findings have been arranged and structured by Imperial College London, they remain a collation of thoughts and statements from interviewees, and continue to be the opinions of those interviewed, rather than of Imperial College London. Prefacing the notes is a summary of Imperial College’s key findings based on comments made, which will be drawn out further in the final report for ‘The Operator’s Story’. Method This content is a collation in note form of views expressed in the interviews that were conducted for this study. Comments are not attributed to specific individuals, as agreed with the interviewees and TfL. However, in some cases it is noted that a comment was made by an individual external not employed by TfL (‘external commentator’), where it is appropriate to draw a distinction between views expressed by TfL themselves and those expressed about their organisation. -

LONDON UNDERGROUND RAILWAYS 1913-32 James Fowler The York Management School University of York [email protected] A rapid deterioration in British railways’ financial results around 1900 sparked an intense debate about how productivity might be improved. As a comparison it was noted that US railways were much more productive and employed far more detailed statistical accounting methods, though the connection between the two was disputed and the distinction between the managerial and regulatory role of US statistical collection was unexplored. Nevertheless, The Railway Companies (Accounts and Returns) Act was passed in 1911 and from 1913 a continuous, detailed and standardized set of data was produced by all rail companies including the London underground. However, this did not prevent their eventual amalgamation into the London Passenger Transport Board in 1933 on grounds of efficiency. This article finds that despite the hopes of the protagonists, collecting more detailed statistics did not improve productivity and suggests that their primary use was in generating publicity to influence shareholders’, passengers’ and workers’ perceptions. -

London Heathrow Airport
London Heathrow Airport Located 20 miles to the west of Central London. www.heathrowairport.com Heathrow Airport by Train The Heathrow Express is the fastest way to travel into Central London. Trains leave Heathrow Airport from approximately 5.12am until 11.40pm. For more information, and details of fares, visit the Heathrow Express website. Operating 150 services every day, Heathrow Express reaches Heathrow Central (Terminals 1 and 3) from Paddington in 15 minutes, with Terminal 5 a further four minutes. A free transfer service to Terminal 4 departs Heathrow Central every 15 minutes and takes four minutes. Heathrow Connect services run from London Paddington, calling at Ealing Broadway, West Ealing, Hanwell, Southall, Hayes & Harlington and Heathrow Central (Terminals 1 and 3). For Terminals 4 and 5, there's a free Heathrow Express tr ansfer service from Heathrow Central. Heathrow Connect journey time is about 25 minutes from Paddington to Heathrow Central. Heathrow Airport by Tube The Piccadilly line connects Heathrow Airport to Central London and the rest of the Tube system. The Tube is cheaper than the Heathrow Express or Heathrow Connect but it takes a lot longer and is less comfortable. Tube services leave Heathrow every few minutes from approximately 5.10am (5.45am Sundays) to 11.35pm (11.25pm Sundays). Journey time to Piccadilly Circus is about 50 minutes. There are three Tube stations at Heathrow Airport, serving Terminals 1-3, Terminal 4 and Terminal 5. For more information, and details of fares, visit the Transport for London (TfL) website. -
Reinohl Collection Album List
Reinohl Collection album list The Reinohl Collection consists of 180 albums compiled by two brothers, Herbert and Albert Reinohl. The brothers were born in the late nineteenth century and began collecting material about transport (buses in particular) from childhood, continuing through to the 1950s. The collection is principally made up of tickets, but it also includes illustrations, press cuttings, journal articles and other ephemera from the UK and around the world. The list below gives brief details of what is covered by each album. If you would like to enquire about specific contents in the albums please contact us. The collection forms part of the Library collection at London Transport Museum (LTM) and is stored at the Museum Depot at Acton. Using the London Underground The London Underground (also called the Tube) can be very daunting to anyone using the system for the first time – the crowds of people and bombardment of new sensory input can present a challenge in itself! To help you prepare for your journey, here’s some information on what to expect, as well as other tips and tricks to improve the experience. Entrance/Exit 2, Marble Arch Where do I need to go? The famous Tube map, available online and as a leaflet at Tube stations, shows which lines run through which stations across the entire network, allowing you to work out a route between your starting point and your destination. Stations where you can change lines are normally marked on the map with a white circle, although stations with step-free access will instead be marked with a white or blue circle including a wheelchair symbol. Part of the Tube map, showing central London Alternatively, various map websites and apps offer a journey planner tool – just type in two stations and you’ll be shown the quickest route and an approximate journey time. Transport for London’s own journey planner, which also includes other TfL-run transport such as buses, allows you to request step-free access, routes with fewest changes, and a host of other accessibility options. Always check for closures and delays on the day before you travel, for example on the TfL website – sometimes lines close at the weekend for maintenance, and this information will be available in advance. If you have Twitter, you can follow the accounts for TfL and the specific accounts for your most commonly used lines for up- to-date information. -

The roads were named by the Fulham Board of Works in 1867 Between the Grade 1 Listed Brompton Cemetery in RBKC and its Conservation area in Earl’s Court and the Grade 2 Listed Hermitage Cottages in H&F lies an astonishing industrial and vernacular area of heritage that English Heritage deems ripe for obliteration. Managing Technical & Operational Development PhD Thesis Abstract The argument for this thesis is that patterns of past engineering and operational development can be used to support the creation of a good, robust strategy for future development and that, in order to achieve this, a corporate understanding of the history of the engineering, operational and organisational changes in the business is essential for any evolving railway undertaking. It has been the objective of the author of this study to determine whether it is essential that the history and development of a railway undertaking be known and understood by its management and staff in order for the railway to function in an efficient manner and for it to be able to develop robust and appropriate improvement strategies in a cost-effective manner. -

AGENDA ITEM 6 TRANSPORT FOR LONDON BOARD SUBJECT: TUBE LINES PERIODIC REVIEW: RESPONSE TO ARBITER’S DRAFT FINDINGS DATE: 3 FEBRUARY 2010 1 PURPOSE AND DECISION REQUIRED 1.1 The purpose of this paper is to: (a) provide a summary of the Arbiter’s findings issued on 17 December 2009 and the implications thereof; (b) describe LU’s response made to the Arbiter on 1 February 2010; (c) describe the position on Tube Lines (TLL) related issues, particularly as regards the line upgrades and claims; and (d) address the issue of the affordability of the works to be undertaken by TLL in the second Review Period (RP2) of the PPP Contract and the response to be made to the Arbiter’s questions on this issue. 1.2 The Board is asked to (i) note the contents of this report and the responses from LU and the Mayor to the Arbiter’s draft directions and (ii) to agree TfL’s response. 2 BACKGROUND 2.1 The PPP Contract with TLL commenced on 1 January 2003. It is a 30 year contract with a ‘Periodic Review’ every 7.5 years to re-set the costs going forward. The contract requires certain key deliverables (eg the Jubilee line upgrade) plus a general obligation to improve asset condition and deliver a target level of asset performance. LU pays TLL an ‘Infrastructure Service Charge’ (ISC) each 4-week period. 2.2 Under the contract TLL’s shareholders (now comprising Ferrovial and Bechtel) are entitled to earn an equity rate of return of 26%, and in addition TLL has Secondment Agreements with the shareholders under which a number (circa 150) of individuals are loaned to TLL.
