L’expérience du Niger est unique dans la recherche de la cohésion entre Forces Armées et Nation. Après avoir été cité, au lendemain de la Conférence nationale, comme un des modèles de démocra- tie réussie en Afrique de l’Ouest (Conférence nationale, élections générales réussies de 1993, coha- bitation en 1995), le Niger est subitement retombé dans l’instabilité politique chronique à partir de 1996. Aujourd’hui, il a de nouveau renoué avec la stabilité politique et institutionnelle et innove en condui- sant depuis cinq ans une expérience pilote de formation et d’éducation démocratique de ses Forces Armées et de Sécurité. En effet, sous l’impulsion des plus hautes autorités du pays, le Niger a capita- lisé les acquis du Colloque international organisé en Décembre 1999 à Niamey sur le thème « Armée et Démocratie en Afrique : cas du Niger » en mettant en place une Comité National de Suivi des Re- commandations qui en étaient issues. -

A culture is the sum of all of the beliefs, values, behaviors, and symbols that have meaning for a society. All human beings have culture, and individuals within a culture share a general set of beliefs and values. -

Main languages: French (official), Hausa, Arabic, Tamashek (Tuareg Berber) Djerma (Songhai), Fulani. The results of the 2012 Census have yet to be finalized; the previous Census was conducted in 2001. Estimates by the US government for 2006 suggest a population made up of a majority of Hausa 53.1 per cent), followed by Zarma (Djerma/Songhai) (21.2 per cent), Tuareg (11 per cent), Fulani/Peulh (6.5 per cent), Kanuri (5.9 per cent), Gurma (0.8 per cent), Arab (0.4 per cent) and Toubou (0.4 per cent). However, in the absence of universally accepted figures, estimates vary. IWGIA, for example, in its 2011 figures for Niger’s indigenous population puts Peulh at 8.5 per cent, Tuareg at 8.3 per cent and Toubou at 1.5 per cent. In any case, over half of Niger’s population is Hausa, settled agriculturists who live in the south. Second to them, comprising a fifth of the population, are Songhai cultivators whose homeland is located west of the Hausa territory. Songhai are a broad constellation of ethnic clans including the Dendi, Djerma, Gube, Kurtey, Sorko and Woga. Dendi who live on the Niger-Benin border are essentially descendants of the Songhai who resisted the Moroccan conquest of central Songhai and Gao. Djerma are found east of the River Niger between Niamey and the Hausa belt, and along the River Niger. They are believed to be descended from Malinké and the Sarakolé and to have migrated southward from Mali before the rise of the Songhai empire and to have adopted Islam in the tenth century. -

INTRODUCTION Women’s Rights in an African Muslim Democracy On an otherwise typical day, the president of Niger’s largest umbrella women’s association, the Coordination des Organisations Non Gouverne- mentales et Associations Féminines Nigériennes (CONGAFEN, Coordinating Body of Women’s NGOs and Associations of Niger), was at work when two plainclothes police ofcers came to her ofce.1 Te policemen asked to see her. Tinking that she was going to be arrested, her colleagues in the Ofce on the Advancement of Women in the Ministry of Social Development vacated the room, leaving the women’s leader and two friends behind. Te police of- cers, however, had not come to take the president of CONGAFEN into cus- tody. Instead, they had come to deliver a message. Representatives of Niger’s national women’s associations were being summoned to meet with the coun- try’s new leader at the presidential palace the following afternoon.2 Days before, on April 9, 1999, the state radio’s regularly scheduled program was interrupted with military marches—a musical signal that a coup d’état had taken place. Te prime minister announced that in an “unfortunate acci- dent,” President Ibrahim Baré Maïnassara had been shot and killed as he was about to board a helicopter.3 Commandant Daouda Malam Wanké, the osten- sible head of Baré’s personal security, became Niger’s new head of state and set up a transitional government.4 Wanké promised the Nigérien people and concerned foreign countries that he would stay in power temporarily and soon organize free and fair elections.5 When the police ofcers left her ofce, the president of CONGAFEN started thinking about her fast approaching meeting with the country’s new leader. -

In a Neighborhood on Fire: ‘Security Governance’ in Niger Abdourahmane Idrissa Working Paper No. 008 Sahel Research Group Working Paper No. 008 Scholars in Residence Papers In a Neighborhood on Fire: ‘Security Governance’ in Niger Abdourahmane Idrissa June 2014 The Sahel Research Group, of the University of Florida’s Center for African Studies, is a collaborative effort to understand the political, social, economic, and cultural dynamics of the countries which comprise the West African Sahel. It focuses primarily on the six Francophone countries of the region—Senegal, Mauritania, Mali, Burkina Faso, Niger, and Chad—but also on in developments in neighboring countries, to the north and south, whose dy- namics frequently intersect with those of the Sahel. The Sahel Research Group brings together faculty and gradu- ate students from various disciplines at the University of Florida, in collaboration with colleagues from the region. About the Author: Abdourahmane Idrissa holds a PhD in Political Science from the University of Florida as well as degrees from the Université Cheikh Anta Diop in Dakar and the University of Kansas. From 2009-2011 he held a Global Leadership Fellowship at Oxford (UK) and Princeton Universities. He currently teaches international coopera- tion at the University of Niamey and runs a research and training program at LASDEL, a social science research center in Niger. While the inauguration had been planned as a major celebration to mark the coming of oil, it soon became a highly contested political event. That day, with new President Mahamadou Issoufou coming from the capital Niamey (located in the west of the country) to Zinder to mark the occasion, youths set alight tire street barricades and clashed with police. The protests turned into violent riots some days later with youth clashing with security forces in the streets, burning down a police station and looting a bank. Two people were killed and several were injured. Using in-depth ethnographic material collected over 13 months of fieldwork from 2011 to 2014 within the methodological framework of the extended case method, the book takes the event of the oil refinery’s inauguration -
