Relaxation in postings *830. @Shri Aftab Ahmed, shri jai Tirath Dahiya: will the chief minister be pleased to state:- (a) whether there is any proposal under consideration of the government to give serving husband/wife. who are parents of mentally retarded/handicapped/Blind Children, Relaxation in posting/transfer so as to enable them to attend their children in the same manner as relaxation is being given to other exempted categories such as widow, unmarried and couple cases; and (b) whether there is any scheme to impart education to such children who are both mentally retarded & blind ? Industries Minister (Shri Ramdeep singh Surjewala):- (a) Sir, there are instructions to give relaxation in posting/transfer to parents of mentally challenged weak children. However, there is no proposal with regard to the parents of differently abled/blind children. (b) Yes Sir Sir, I would also like to bring to the notice of this house that after seeing the reply of the question, the Hon’ble chief Minister has further decided that the facilities that we are extending to other categories like mentally-challenged or weak children, will also be extended to the of differently abled and blind children. The spirit is laudable that the Government has no such proposal to extend some special facilities of posting and transfer to newly-wedded couples. Of course, there are some beneficial provisions in terms of extension of loan or grant of some special holidays that are there as part of out earlier existing policy but no such provision as is being suggested by the Hon’ble Member is being made. Coming back to the supplementary question posed by shri Aftab Ahmed, Sir I want to point out that the categories of children who are supposed to be mentally-challenged or physically-challenged have already been defined by the government of India under the ‘persons with Disabilities Act’ as also under the ‘ National trust Act’ since the statutory Act applicable also to the state of Haryana then those specific categories which are already specified would be included. As que Sir, the policy that my friend spoke about on 13.5.1991, the government has issued a specific policy for posting such parents at places where facilities for treatment of these children are available and may I just with your permission read. Shri Randeep singh Surjewala: Sir, all transfer policies are subject to the administrative exigencies of a particular situation but let me assure you as well as Hon’ble Members of the House that the Government is extremely sympathetic to the cause of parents of such children along with the children we understand that they need special care and special treatment and that is why the policy and that is why our reply straightaway to members reply that we will further re-amend the policy and extend the benefit to all such categories of such children. RTI activist Baljit Singh Nayak, who has unearthed a number of land scams in Kaithal district, has alleged that he faced threats from persons owing allegiance to two Haryana ministers, Randeep Singh Surjewala and Geeta Bhukkal, and other influential persons of the area. Baljit, in his early 40s, had filed a PIL in the Punjab and Haryana high court last year mentioning illegal occupation of public land by mafia in Kaithal district. "Ever since I raised the issue, both ministers and land mafia have been after my life. My writ petition has resulted into action against many senior officers of the urban local bodies department," Baljit told TOI. He alleged that Haryana education minister Geeta Bhukkal had not only occupied public land but had also managed to get building plans finalized in Kalayat town of Kaithal.
