Introduction 1.1 Project Background Capita | AECOM has been appointed by the Isle of Wight Council (IWC) to develop a coastal flood and erosion risk management strategy for West Wight, between Freshwater Bay westward along the coast to East Cowes. The strategy will evaluate options for managing coastal flooding and erosion, including potential maintenance and capital works required. The strategy option assessments will be based on technical issues, economics, stakeholder interests, and environmental impacts. Following a thorough evaluation of these different aspects, the strategy will develop sustainable and adaptable coastal defence options with preferred implementation plans put forward. These options will reference the preferred policies outlined in the Isle of Wight Shoreline Management Plan 2 (SMP2) published in 2010. The SMP2 was adopted by the Isle of Wight Council and the Regional Flood Defence Committee in December 2010; formal Environment Agency approval followed in May 2011. 1.2 Purpose of the Document This document details the findings of a land contamination data desktop study undertaken by Capita | AECOM for the West Wight strategy area; the available data has been reviewed to identify contaminated land that will need to be considered in the West Wight Coastal Flood and Erosion Risk Management Strategy, herein referred to as “the Strategy”. Contaminated land needs to be addressed in the Strategy because there is potential for the strategy management decisions to have either a positive or negative influence on issues regarding contamination. For example, the implementation of new defences along a currently eroding contaminated shoreline can remove a pollution hazard by blocking the pathway that in the future would link a source (e.g. a landfill site) to a receptor (e.g. an environmentally sensitive habitat). Conversely, following a policy of ‘No Active Intervention’ may allow a contamination issue caused by flooding or erosion to continue or to be introduced. These issues must therefore be recognised and risks assessed to develop potential options. No intrusive surveys or material testing has been carried out as part of the assessment. The desktop study has been based on a review of available data and information provided by IWC and/or held in the public domain. The indicative risk levels attributed to sites are provided purely in relation to the Strategy for the purpose of highlighting key issues for option development, and should not be used in any other context. It should also be noted that although certain sites along the frontage have been identified as being potentially contaminated, no sites have been formally designated as ‘Contaminated Land’ at present. Further detailed studies and intrusive surveys would be required to confirm if these potentially contaminated sites would meet the statutory definition of contaminated land. Due to the indicative and strategic level nature of the desktop findings, and due to potential sensitivities or misinterpretation of sensitive information, no mapping of sites has been undertaken; rather potential sites have been signposted in each Policy Unit (Section 7) and this information has been considered in the appraisal of Strategy options. 1 2. Contaminated Land 2.1 Definition Contaminated land is defined in section 78A(2) of Part 2A of Environmental Protection Act 1990. With the issue of the new Statutory Guidance (2012) the definition has been modified to include the significant pollution of controlled waters: “Any land which appears to the local authority in whose area it is situated to be in such a condition, by reason of substances in, on or under the land, that: Significant harm is being caused or there is a significant possibility of such harm being caused; or Significant pollution of controlled waters is being caused, or there is a significant possibility of such pollution being caused.” Contamination of land arises primarily from industrial processes, accidents or spills of contaminants, waste disposal and leaking underground storage tanks. If not dealt with adequately it can pose a threat to human health, the environment and sustainable economic development. In this context, the Government’s objectives with respect to contaminated land are: To identify and remove unacceptable risks to human health and the environment; To seek to ensure that contaminated land is made suitable for its current use; To ensure that the burdens faced by individuals, companies and society as a whole are proportionate, manageable and compatible with the principles of sustainable development. The risks presented by any given level of contamination will vary greatly according to the use of the land and a wide range of other factors, such as the underlying geology of the site. In recognition of this, the Government considers a ‘suitable for use’ approach in dealing with contaminated land to be the most appropriate. This consists of four elements and is the basis of the current UK legislation dealing with contaminated land: Ensuring that the land is suitable for its current use; Ensuring that land is made suitable for any new use, as official permission is given for that new use; Limiting requirements for remediation work in relation to the current use; Future use of the land.

Another block of Chalk and Upper Greensand in the south of the Isle of Wight has been defined as the South Wight Downland . Obviously there are many similarities between these three HEAP Areas. However, each of the Areas occupies a particular geographical location and has a distinctive historic landscape character. This document identifies essential characteristics of the West Wight Chalk Downland . These include the large extent of unimproved chalk grassland, great time-depth, many archaeological features and historic settlement in the Bowcombe Valley. The Area is valued for its open access, its landscape and wide views and as a tranquil recreational area. Most of the land at the western end of this Area, from the Needles to Mottistone Down, is open access land belonging to the National Trust. Significant historic landscape features within this Area are identified within this document. The condition of these features and forces for change in the landscape are considered. Management issues are discussed and actions particularly relevant to this Area are identified from those listed in the Isle of Wight HEAP Aims, Objectives and Actions.

Essential characteristics of the South-West Wight Coastal Zone include the long coastline and cliffs containing fossils and archaeological material, the pattern of historic lanes, tracks and boundaries, field patterns showing evidence of open-field enclosure, valley-floor land, historic villages, hamlets and dispersed farmsteads, and vernacular architecture. The Military Road provides a scenic and historically significant route along the coast. The settlements of Mottistone, Hulverstone, Brighstone and Shorwell straddle the boundary between this Area and the West Wight Downland Edge & Sandstone Ridge. Historically these settlements exploited both Areas. For the sake of convenience these settlements are described in the HEAP Area document for the West Wight Downland Edge & Sandstone Ridge even where they fall partially within this Area. However, they are also referred to in this HEAP document where appropriate. This document considers the most significant features of the historic landscape, the most important forces for change, and the key management issues. Actions particularly relevant to this Area are identified from those listed in the Isle of Wight HEAP Aims, Objectives and Actions.     Neolithic to Early Bronze Age Resource Assessment The Isle of Wight Ruth Waller, Isle of Wight County Archaeology and Historic Environment Service September 2006 Inheritance: The map of Mesolithic finds on the Isle of Wight shows concentrations of activity in the major river valleys as well two clusters on the north coast around the Newtown Estuary and Wooton to Quarr beaches. Although the latter is likely due to the results of a long term research project, it nevertheless shows an interaction with the river valleys and coastal areas best suited for occupation in the Mesolithic period. In the last synthesis of Neolithic evidence (Basford 1980), it was claimed that Neolithic activity appears to follow the same pattern along the three major rivers with the Western Yar activity centred in an area around the chalk gap, flint scatters along the River Medina and greensand activity along the Eastern Yar. The map of Neolithic activity today shows a much more widely dispersed pattern with clear concentrations around the river valleys, but with clusters of activity around the mouths of the four northern estuaries and along the south coast. As most of the Bronze Age remains recorded on the SMR are not securely dated, it has been difficult to divide the Early from the Late Bronze Age remains. All burial barrows and findspots have been included within this period assessment rather than the Later Bronze Age assessment. Nature of the evidence base: 235 Neolithic records on the County SMR with 202 of these being artefacts, including 77 flint or stone polished axes and four sites at which pottery has been recovered.

One clause seemed directly written to me - the President was “not ex- pected to be expert in all the fields covered by the various sections." As most of you will know, unlike past Presidents who have been specialists, I am very much an ordinary member with a general interest in natural history and archaeology, but my membership over many years has widened my knowledge and kept up a spirit of inquiry. With this in mind last May I joined the general meeting exploring the ground around the glass- houses of Wight Salads, somewhere completely new to me. It proved to be two hours of continuous in- terest as we wandered by the new lakes created from the water used in the hydroponic growing system. With experts in identifying grasses, mosses, flowers, birds all to hand, and all more than willing to point out, identify and explain when I asked any question. It was a real illustration of teaching and learning in the best way.

    f olkonwight Island Folk History Adapted from Cock & Bull Stories: Animals in Isle of Wight Folklore, Dialect and Cultural History (2008), by Alan R Phillips C ATTLE BULLS , BAITING & HARD CHEESE Numerous ox bones, many of which had been split open for the extraction of marrow, together with the teeth bones of a horse, were discovered in 1936 by Hubert Poole in a Mesolithic deposit on the east bank of the Newtown River. By the Iron Age dairy and b eef cattle together with sheep would have grazed the Island's meadows and oxen would have have been yoked to a wooden plough, or 'ard'. Courtesy of Isle of Wight Heritage Service Regarding the three - branched prehistoric flint implement known as a tribra ch, which has remained something of a mystery since its discovery most probably at Ventnor in the 1850s, Hubert Poole conjectured in 1941 that if displayed with its longer arm pointing downwards it bears a rough resemblance to the horned head of a bull, wh ich could conceivably have been mounted on a staff and carried in procession. This remains arguably still the best interpretation, though whether one would wish to concur with Poole that it might have been part of a phallic cult (all the rage in archaeolog ical circles when Poole was writing) is perhaps less likely. Poole went on to draw an analogy with the Royal Antediluvian Order of Buffaloes on the Island, which used to carry at an annual church parade a pair of bull's horns mounted on a staff in much th e same way that others carried a banner.

It makes free-standing statutory proposals for this part of the stretch, and seeks approval for them by the Secretary of State in their own right under section 52 of the National Parks and Access to the Countryside Act 1949. 6.1.3 The report explains how we propose to implement the England Coast Path (“the trail”) on this part of the stretch, and details the likely consequences in terms of the wider ‘Coastal Margin’ that will be created if our proposals are approved by the Secretary of State. Our report also sets out: any proposals we think are necessary for restricting or excluding coastal access rights to address particular issues, in line with the powers in the legislation; and any proposed powers for the trail to be capable of being relocated on particular sections (“roll- back”), if this proves necessary in the future because of coastal change.
