AMP Spreadsheet – Addressing the Shortfall Appendix C River Road Bridge Inspection Report Municipality of Charlton and Dack Asset Management Plan December 2013 1.0 Executive Summary Municipalities, Townships and LSBs throughout Ontario provide basic services such as water, wastewater, roads and bridges to its residents in order to support economic growth and to maintain a high quality of life. These services depend on efficiently planned, constructed and maintained infrastructure. In order to maintain these fundamental services to its residents, an adequate and sustained level of funding and financial planning is required. In response to this province wide fiscal concern, the Ministry of Infrastructure released its 10-year infrastructure plan, Building Together, with the goal of reinforcing the province’s strong commitment to continued investment in infrastructure. The first step in the Building Together plan requires any municipality seeking provincial capital funding to prepare a detailed asset management plan (AMP), which the Province views as a prerequisite for discussions on funding. The Municipality of Charlton and Dack (Municipality) retained the Ontario Clean Water Agency (OCWA) to aid in the preparation of an AMP in accordance with provincial guidelines for its water assets, wastewater assets and dam. OCWA consulted with the Municipality to obtain necessary information regarding its existing infrastructure and future plans. Once an understanding of this information was obtained, a capacity assessment of each asset was performed either directly by OCWA staff or through existing documentation to identify necessary improvements and acquisitions. Overall, the Municipality’s assets range in condition vastly depending on the asset category. The overall condition of the drinking water system is good and appears to be able to provide the level of service it was intended to. The Water Treatment Plant (WTP) requires only routine maintenance and regular capital investment to replace aging equipment. The overall distribution system is in good condition as determined by its break history. The Charlton Drinking Water Distribution system requires the installation of a flushing valve to address some of the residents’ concern regarding solids in the drinking water. The paved and gravel roads are in fair to good condition. The AMP includes re-graveling of the gravel roads to reach 6 inch of gravel depth and rebuilding the paved roads that are in poor condition. However, due to limited funding, only roads class 4 are scheduled for rehabilitation. The Municipality owns the River Road Bridge and, based on the latest inspection by D.F. Elliott, the bridge is in good condition with no significant existing problems. All of the reports recommendations had been included in this AMP. The Municipality also owns numerous culverts that are in poor condition and require replacement. The most expansive culvert, with replacement cost of $187,000, is the 96 inch diameter cement culvert on Palmateer Road. Due to its high cost and the Municipality’s limited funding, the replacement of this culvert has to be postponed until further funding, which the Municipality is currently applying for, is available. Furthermore, all culvert replacement works had to be postponed due to limited funding. The graph on the next page shows the required expenditures and the available budget. Page 1 of 28 Municipality of Charlton and Dack Asset Management Plan December 2013 To address the shortfall in the funding, the following actions were taken sequentially: 1. Postpone the replacement of the 96 inch concrete culvert on Palmateer Road. 2. Postpone all Class 6 roads and culverts work. 3. Postpone all Class 5 roads and culverts work. 4. Redistribute remaining Class 4 roads and culverts work over the 10-year period. 5. Postpone all Class 4 culverts work. Page 2 of 28 Municipality of Charlton and Dack Asset Management Plan December 2013 2.0 Introduction 2.1 Provincial Background In August 2012, the Province of Ontario released the first phase of the Municipal Infrastructure Strategy and made asset management the foundation of that strategy. The goal of an asset management plan is to help municipalities make smart planning decisions about building, operating, maintaining, renewing and replacing infrastructure over the long-term. Public infrastructure is an essential element for Municipalities to thrive and is a key element in improving and maintaining quality of life. In recognition of this, Ontario Ministry of Infrastructure released the Building Together Plan. The Plan was released in June 2011 as a response to the changing conditions that will be faced in Ontario over the next decade with regard to economy, climate, population trends and infrastructure needs. The Plan provides a framework to guide future investments to support economic growth, fiscal responsibility and responds to changing needs. Asset Management (AM) is a crucial element to this framework. The Province, through the Municipal Infrastructure Investment Initiative (MIII) Program, has provided financial assistance to municipalities, including the Municipality of Charlton and Dack, to prepare a comprehensive Asset Management Plan (AMP). The AMPs are to be prepared in accordance with the Ministry of Infrastructure “Guide for Municipal Asset Management Plans”.
