ABOUT THE PRESIDENT

Dr. P.SIMMACHANDRAN has been recognized as “BEST SOCIAL WORKER” by the GOVERNMENT OF TAMILNADU. He has a Total of 26 years of rich and proven expertise in the field of Social Work. In the year 1990, he initiated in a humble way a Association for the welfare of Differently Abled and made differences in the lives of large number of differently abled fellow beings. Then when he moved to Chennai in 1999, he Treasurer the Federation of Differently-Abled Associations. Under his leadership, the Federation has grown to 32 Districts of Tamil Nadu comprising of more than 62 branches benefitting 1.5 lakhs differently Abled persons.

Dr. P.SIMMACHANDRAN is a great soul (MA-MANITHAR) involved in Continuous and dedicated selfless Service to the Persons with Disabilities across Tamil Nadu for more than 25 + years.

Awareness Programs: Several Awareness Programs are conducted by the Trust for the benefit and enlistment of persons with disability with support of like-minded NGOs for their rights and opportunities.

Medical Assistance and Aids: The trust has been perceptibly working in providing health education, training on hygiene and medical assistance and treatment for the differently abled throughout the state. The Trust provides aids and appliances to the beneficiaries with support of philanthropist.

ART WING OF TNDFC TRUST

The Art Wing of The Tamilnadu Differently Abled Federation Charitable Trust aims to reach out to people with physical and mental challenges and to support them through the arts. Not only does art provide a great means of self-expression and creativity, it allows people to escape from the routine of their daily lives in hopes of coping with life's challenges.

The Art wing of the Tamilnadu Differently Abled Federation Charitable Trust headed by Mr. Madan Gabriel perceived to bring into spotlight all the talents of the differently abled masses and encourage them by all means to develop their skills.

Mr Madan Gabriel has been a forerunner in instigating and encouraging young minds to create awareness in making social cause films. From his schooling he has grabbed every single opportunity that has been laid in front of him to disseminate social awareness concepts. He had gathered people in villages in and around Kanchipuram to make street plays portrayed the social issues and thereby creating awareness to the people. He had worked with a group of visually challenged people by making them screening dramas and street plays etc.

He was a pioneer in the thought of provoking short films and stressed on the importance and impact of short films among the youth. He had conducted many short film competitions and various other competitions for the social themes.

He has conducted numerous workshops in colleges and has been a guest lecture for many organizations and colleges. He has written a books on cinema techniques and various other

He has started Nadippukottagai, the professional acting classes for students who have the thirst for acting but are unable to meet the training cost. In addition to acting he is taking directon and screen play classes for the differently abled and Transgender.

TNDFC and Madan Gabriel have a history in working towards motivating and encouraging differently abled people by a World Record Film “MAA”. This film was a made by a complete crew of differently abled, trained by Madan Gabriel, which speaks profoundly about the rights of the differently abled people. The crew was selected by conducting a state level competition for the differently abled in 14 different areas across Tamil Nadu at different levels. The crew was trained for a month by various industry experts headed by Madan Gabriel. They were provided with food and accommodation, free of cost for an entire period of two months.

The Differently Abled Creative Art fest was initiated with a thought to encourage and stage the numerous differently abled people with explicit talents who are unable to find a platform to project their talents to the world.

It is commendable that this collaboration has continued to work for the welfare and interest of the differently abled population strengthening and inspiring people with extraordinary talents.

STRENGTH OF THE TEAM

We have formed a team of members who will dedicatedly working for the project as volunteers, which itself is great strength of manpower resource for our project.

To provide knowledge in addition to their syllabus

To give motivation and confidence to excel in the field

Hence this project will be a centimes project and future It will also be a self-sustaining project.

CONCLUSION

One of our focus areas this year was to reach out to the differently-abled youth who need to be supported with training in different skills for suitable and sustained employment. In our recent effort at expanding our outreach, we designed this exclusive program for the skill development of differently-abled. We were aware and we are connected with a lot of

Our challenge was to make that connect happen and understand the skilling requirements.

We do not want a single differently abled person to beg on the streets, request for food or any similar kind of activity. Many training centres are providing courses for the differently abled but are stuck to certain stigmatised low profile jobs. We feel that this has to be changed and we need to bring a mass movement in terms of training the differently abled.

Providing quality education and enhancing the quality of life is the success of the Program. Every year we will have hundreds of highly qualified differently abled youth moving out of our Training centre which itself is a satisfaction and pride for the trust.

Village Level Awareness for Person with Disabilities

Topic covered: 1. Government Schemes to the Women with Disabilities and parents of Intellectual impaired children, 2. Need assessment with reference to problems faced by them. 3. Strengthening of Forum for rights of women with disability

Out come: The feedback of this programme shared by the women group leaders  We felt we are not isolated anymore. We have strengths and talents (unity is strength). Without unity we are not able to achieve anything. So we join together and fight for our rights and get victory.  Earlier we have to pay money to the middlemen if we have to apply for government schemes. Today this kind of awareness helped us to avail government schemes without any hindrance of middlemen.  Here after this kind of awareness meeting need to conduct in unreached remote places because most of the women with disabilities are severely affected. Also their families are not allowing them to come out of their houses and villages. So it’s necessary to organize programmes in such places. -by Ms.Backya from Thiruvallur.  We need to include Panchayat President, block development officer, bus drivers, conductors in this programme to remove the attitudinal barrier of such government functionaries. Then only they sensitized and change their attitudes towards implementation of person with disabilities government schemes and women development schemes etc. - by Ms.Muniyammal from Kancheepuram District.  This kind of training programmes organized in the way: mother of intellectual impaired children, women service providers, women with disabilities it will be helpful to share ideas and also create empathetic attitude of mainstream communities by Ms.Rajeshwari m/o Ms.Manupriya. Village level Action Based Workshop and Awareness Meeting held on above mentioned dates and Places. The main objective of this programme is to sensitize women with disabilities on women rights, to create awareness about government schemes of women with disabilities and women entrepreneur development programmes. To strengthen village level women groups.

During this awareness programme Women were aware of applying government schemes like sewing machine for livelihood, goat and cow raring, individual self employment loan and group loans. Different

National Handicapped Finance Development Corporation (NHFDC) etc.,

Through our advocacy initiative we are getting a government memorandum of inclusion and giving priority to the person with disabilities in Mahadma Gandhi Rural Employment Guarantee Programme of (NREGA) 100 days work in rural areas with the Amount of salary Rs.132, 4 hours work per day These kind of awareness building provided to the women with disabilities for strengthen their rural livelihood.

We also sensitized women with disabilities in the rights and entitlements of how to get disability certificate, railway and bus passes and disability pension, etc.,

Village level women’s groups were strengthened how to avail the above mentioned entitlements with out any discrimination. We also bring more women with disabilities achievements in the area of over coming their life and carriers. How they become a Carder like me. How to sustain my livelihood through the group effect etc., These kind of sharing’s help the women with disabilities to identified their inner strength and talents to challenge in mainstream society.

Saving Details `

Saving is vital for the persons with Disabilities who are facing difficulties in running a small-scale business or keeping a household in an unsteady economic condition. For the purpose of offering the economically weak people a safe location for savings, motivated the people to open an account and save money for protecting their income and properties and utilize them for contingencies and future necessities.

Case study 1.

Most of the women are found to be employed in domestic worker activities. Women work in construction and mining sites, domestic workers, garment industries etc., their contribution to work is not recognized as “labour” and deprived of basic working facilities. Though they work equally to men, they are discriminated and exploited. They are disadvantaged of their rights. Especially if they are single women, then their problem is worst. They lack recognition and right to live in a society.

Ms.Joythi, a deserted and also a speech and hiring impaired women who worked as a domestic work. She earned only Rs.2000 per month. With that income it was difficult to run the family of three. She has two children one aged 15 and 11 years. (boy and girl) they eldest son is working in the morning (part time work) and he distributed newspaper in their area. Due to financial constraints in the family, Joythi could not able to access hiring aid and not able to meet their children’s education. TNHFCT intervention helps these

She also joined in our Women with disability Forum to strengthen their skill and gain confidence to move forward in life.

She enrolled into vocational skill development on cleaning solution, soap making and wire bags making and entrepreneurship skill training. Now she started her self employment through our intervention she got bank loan Rs.20,000/- with the help of TNHFCT. Previously she was doing domestic work now she is a entrepreneur and earn Rs.4,000 per month.

Ms.Joythi feels that only after enrolling in Forum for Rights of Women with Disability, she feels strong and proud of bring initiated a new business for living. She feels that if every women in distress and poverty are being sensitized and unionized, it would help their living.

Case study 2

Ms.Kamatchi is a orthopedically disabled women living in , Solinganallur Block, Kancheepuram District. She and her parents are migrated from rural area village in Villupuram because of their livelihood. She started her work in small company getting salary of Rs.3000/- per month. TNHFCT, was giving job oriented computer training to strengthen her livelihood after finishing her training she joined as an accountant in cake world.

Because of her less income she is not able to meet financial challenges so she started self employment of computer training centre in Karapakkam now she is giving training to the women with disabilities in the area of DTP, Multimedia and tally, web designing etc.,

She trained 10 disabled women in her computer centre out of 10, 7 wome n are earning Rs.7000 per month. Remaining 3 are getting Rs.6000/- she felt very happy because of TNHFCT intervention helps her life to be become self reliant and self sufficient her mother also very happy. This year TNHFCT acknowledge her mothers selfless service to her daughter as well as her computer centre trainees. She awarded “Role model award of trope and certificate” Now

Ms.Kamatchi, joined as a active member in our Women forum she shared her view about forum “ Unity is strength” before tnhfct intervention I was in small village I didn’t now anything about rights and entitlements of disabled persons. Today I will be in a leader in women forum like me all women with disabilities are come out of their houses and economically independent. And their status will be improved they will be recognized from the society.

Today I was interviewed Media, local and national media and also acted a movie called MAA…. (making by the disabled, for the disabled and of the disabled).

Leadership Training for Women With Disabilities

The Leadership Training was held on 18th & 19th October 2017 at World University Service Centre, Chennai In this training programme 36 women cadres were participated from Chennai, Kancheepuram, Thiruvallur, Villupuram, Cuddalore, Madurai, Erode District of Tamilnadu. 3, Right Based Approach Disabilities only become a handicap because of:

• Social obstacles due to prejudices and stereotypes • Physical limitations of the environment Non Discrimination

Everyone should enjoy the same dignity and rights regardless of gender, language, birth or social origins, wealth, political opinions, religious, racial or ethnic identification……. and regardless of any physical or mental disabilities they may have.

This is the most fundamental human right - the right not to be discriminated against

Rehabilitation starts with the acceptance of the disability and the person with a disability rather than with the intention to make a disabled person non-disabled.

Multiple discrimination and vulnerable groups:

• women • children • people with mental disabilities • ethnic minorities • the poor • migrants/internally displaced/refugees etc…… Prejudices and stereotypes

People with disabilities face social and cultural prejudices and stereotypes.

A rights based approach says that these prejudices and stereotypes must be changed.

Both states and non-state actors must work towards changing the law and attitudes in the media, in the workplace, in policy making, in schools, hospitals, throughout society.

4. Various Advocacy initiative for building a accessible toilets in public and private schools for the implementation of supreme court orders. 5. Formation and Strengthening of SHG and availing self employment loans.

Resolution passed in the leadership training programme:

1. 3% reservation in Tamilnadu Government jobs for women with disabilities 2. Upto 5 lakh self employment loan should be provided to the women with disabilities with out any surety they should considered only of their ability and educational qualification. 3. Government buildings public places, schools and colleges should be accessible for all types of disabled persons. 4. In all public and private school premises accessible disabled friendly should be built for the implementations of supreme court order. 5. Motorized sewing machine should be provided for the women with disabilities to strengthen their livelihood. 6. Those who are not having own house government should be provided houses under the scheme of passumai veedugal thittam. 7. Government should be enacted new policy for protecting socio-economic and cultural rights.

SITUATIONAL ANALYSIS

In today's age of globalisation and technological volatility, skill building is an important instrument to increase the efficacy and quality of labour for improved productivity and economic growth. Skills and knowledge development are the driving forces behind the financial growth and community development of any country. Skill building is a powerful tool to empower individuals and improve their social acceptance. It must be complemented by economic growth and employment opportunities to meet the rising aspirations of youth. The challenge lies not only in a huge quantitative expansion of facilities for skill training, but also in raising their quality.

India is a country of paradox where unemployment is a huge challenge for the society while non availability of skilled persons is a challenge to the industries.. Thus there is a large gap between the available unskilled persons and human resources needed by commercial organizations.

Through this project, we aim to cover this gap between the unemployed, disabled youth and the numerous employment opportunities available in the country. Our main objective is to provide them the right skills with appropriate training and mould them self reliant

OUTCOME AND BENEFITS

The outcome of the above project is seen as stable and continuous process which will yield various benefits. To mention a few

1. The project will be ongoing for 5 years hence the number of beneficiaries is estimated to be 1500 only for the above course.

2. The minimum expected salary for each beneficiary will be Rs 8000/- per month plus incentives.

3. Planning for a project period of five years, with a total funding of Rs 15,00,000/-, the average investment per beneficiary will be Rs 1000/- .

4. While aligning other courses in the weekends in the same premises the beneficiaries will greatly increase in number..

5. This idea of creating inclusive education with special concentration to the differently abled will surely catch like fire to other organizations and they will start supporting the disabled.

6. This training will be a supporting factor for the students and a motivating factor for other organizations with similar interests.

7. Hence this project is seen to have greater impact not only in skill development of individuals but also on our society.
