TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager DATE: 3/26/2019 WARD: SUBJECT: City Council Goals and Guiding Principles STAFF RECOMMENDATION: Staff recommends Council review the attached reports and provide staff will proposed revisions for the 2019-2020 City Council Goals. BACKGROUND: The City Council Goals and Guiding Principles document is used to give staff direction on Council priorities. Typically, this document is updated every two years in correspondence with elections and the City budget. This allows new Councilmembers to have the opportunity to provide input while considering the City’s economic condition. The previous set of goals was adopted on April 19, 2017. To begin the process for the 2019- 2020 Councils Goals, the following documents are submitted for Council’s review: A PowerPoint presentation highlighting accomplishments of Council Goals and staff- proposed revisions A summary page of the seven current council goals An executive report noting the accomplishments and progress made toward the goals that were adopted by Council in 2017. These comments are identified in blue writing after each goal. This report was prepared with review and input from Department Heads and staff members involved in the oversight of goal implementation A red-lined working document version of the City Council Goals, including the Guiding Principles. This version contains only the proposed changes from staff After the accomplishments are presented and staff receives feedback, it would be staff's intention to return to Council on May 8th with a draft revised goals document striking out those goals that have been accomplished and adding additional goals suggested by Council in the interim. Suggestions for goals from Council can be sent to Brianna Carrier at [email protected]. Staff is encouraging Councilmembers to reflect on the documents presented and provide feedback over the following weeks to either update the current document as formatted or to streamline the document, which would necessitate more time for preparation. Continue to work to implement the highest priority recommendations provided by the IACP to reduce response times, improve officer recruitment and retention and improve overall customer service to the public Initiative 1.2: Provide consistent police services that support and enhance proactive law enforcement including City-wide efforts to reduce gang violence, illegal drug use, domestic violence and child abuse Presented public presentations for the Bakersfield Police Department Crime-Free Multi-Housing Program and City Council Workshops. (Council Goals 1.2). PW: Anti-Graffiti program: Received 1,100 requests on the 32-Erase hotline, 1,600 requests from the mobile phone application (City Sourced), and 920 internal requests. Removed a total of 21,600 graffiti sites (City Council Goal 1.2). PW: Assisted in the preparation of the building at 4646 California Avenue so that it could be converted to the Bakersfield Police Department’s Police Academy. Demolition, inspection, electrical repairs, HVAC repairs, modifications, etc. were completed by the division. (City Council Goals 1.2) Target Actions: 1. Plan for and develop funding mechanisms for additional staffing when possible. Continue efforts to increase Police patrol and progress towards a goal of 1.3 officers per 1,000 population. Pursue State and Federal grants to increase police officer compliment. Police: Two academies were held in 17/18 and trainees were placed into a Kern County Sheriff’s Office academy. Preparations are being made for an additional academy in 18/19. The Department complement of officers is 407, the largest in Department history. 2. Work with County and other Law Enforcement agencies to evaluate and upgrade its public Safety infrastructure in a manner which provides the highest level of interoperability for the future TS – Regional Radio Network – Coordinating With Kern County 3. Work with Kern County Sheriff’s Office, Bakersfield Safe Streets Partnerships (BSSP) and other agencies involved in the Safe Neighborhoods and Community Relations Page 2 Red= Proposed Goal Revisions Blue= Department accomplishments/progress towards goals Committee and the Schools Resource Officer Program to reduce gang related crime through prevention, intervention and suppression activities Police: The Department secured a Project Safe Neighborhoods grant for the implementation of Shotspotter gunshot detection technology. Police: The Department established an MOU with the Bakersfield City School District for the assignment of two full-time School Resource Officers to district schools. 4. Promote park safety by utilizing traditional police patrol, police citizen volunteer patrols, specialized park patrol, and video technology R&P: Part of this goal was accomplished by contracting park security patrol with TransWest Security. TransWest provides daily patrols of our parks, locks restroom buildings, and reports violations and vandalism. R&P: Expanding digital communication between staff and private security contractor in parks to promote a safe environment for users, reduce vandalism and control after-hours access. R&P: Staff worked with BPD and other groups to continue to combat gang violence through prevention, intervention, and suppression activities. Prevention training was provided by BPD as well as intervention and suppression at MLK and for citywide events. Police: Department staff continues to utilize traditional patrols, the IMPACT team operations, and citizen volunteers to promote park safety. R&P: Staff worked with BPD impact for criminal activities in parks. Assigned light duty employees for reservation violations. Jefferson pool - additional patrols/enforcement. Hired private security to lock restrooms, monitor illegal vendors and activity within parks. Installed cameras at Dr. Martin Luther King Jr. center and park area; monitored by staff in the center. 5. Reduce Part 1 and quality of life crimes through directed policing practices and strategies that utilize crime analysis to identify crime trends and heavy calls for service locations. Utilize the resources of the Community Relations Unit and the Schools Resource Officer Program to proactively work with neighborhoods, commercial areas and schools to make individuals and property less attractive to the criminal element. Police Department: Weekly Compstat meetings involving all zone commanders are held to ensure sound prevention, intervention, and suppression strategies are employed to reduce crime and improve quality of life. 6. Continue to work closely with the Kern County Department of Human Services Child Protective Services in a partnership to effectively investigate allegations involving child victims of physical abuse, sexual abuse, and neglect 7. Continue strategies to address the impact to the City due to the realignment of the California Department of Corrections. Work closely with all agencies involved in the local Community Corrections Partnership to effectively and efficiently minimize crime as a result of the realignment and the impacts of Proposition 47. 8.
