This Journal marks an important milestone in the progression of the Course and the Participants’ contribution during their 48 weeks of study in the College. It is the tradition of the college to produce such a journal during the study calendar year. Course 22-2019/20 Participants are drawn from Botswana, Burundi, Egypt, India, Rwanda, Tanzania, Uganda, Zambia and Zimbabwe amongst the Kenyans from KDF and various Government Ministries, Departments and Agencies. The mission of the College is to prepare Senior Military Officers and their counter parts for higher responsibilities in the strategic direction and management of National Security and other related areas at public policy fields. To do this, the college has partnered with the University of Nairobi, Institute of Diplomacy and International Studies to provide an opportunity for the Course Participants to pursue a Masters and Diploma programs in the International Studies. The Participants will also graduate with an NDC certificate upon successful completion of the course. This journal has provided a platform for the Course Participants to share researched topical subjects touching on contemporary issues relating to International Relations, Security and Development. It is my hope that readers will find the Journal interesting and academically stimulating. I congratulate the Participants of Course 22- 2019/20 for their contribution to this Journal. The articles herein by our Participants deal with the contemporary issues that have impacted our nations-states and regions in a variety of ways. The Journal has broad research on interdisciplinary issues reflecting the complexity of political, social, economic and strategic issues. The NDC continues to offer the course Participants an opportunity to debate and research on both broad and specific issues affecting both National, Regional and International Security. Course 22-2019/20 brings together a rich mix of diverse experiences from ten different countries within and beyond the African Continent. This diversity is reflected on the topical issues discussed on the journal.     The Black Tent (1956) and Bengazi (1955): The Image of Arabs in Two Post-Empire Journeys into the Deserts of Libya Richard Andrew Voeltz [email protected] Cameron University Volume 7.1 (2018) | ISSN 2158-8724 (online) | DOI 10.5195/cinej.2018.200 | http://cinej.pitt.edu Abstract These two little known films are both part of the cycle of post-imperial films dealing with the decline of the British Empire. They are perhaps the only films set in or near the historical period of the British Military Administration of Libya after 1945. The Black Tent frequently gets lumped in with the genre of World War II British war films. Bengazi marks the cinematic journey of the actor Victor McLaglen from The Lost Patrol (1934) to Bengazi (1955), his career encapsulating the beginning and end of the Hollywood British Empire film genre. Both films contain redemptive dramatic journeys into the deserts of Libya involving the loss of British imperial male power. The case studies of The Black Tent and Bengazi show the beginnings of new post-empire film genres and new mentalities toward the Arab “Other” that partially promotes a decolonization of western cinema. It emphasized “the need to proactively promote gender equality policies,” and calls on these countries to put better policies in place to address gender inequalities and bring women further into the workforce. Among its recommendations are closing the education gender gap, improving skills training so women can compete more for higher-paying jobs., and creating a regional credit mechanism to support women entrepreneurs.     Lon Chaney (1er avril 1883 – 26 août 1930), surnommé « l’homme aux mille visages », est un acteur de cinéma américain du temps du muet. Il fut l’un des acteurs les plus polyvalents et les plus impressionnants de l’aube du cinéma. On se souvient de lui surtout pour ses compositions de personnages torturés, souvent grotesques et affectés, ainsi que pour son talent novateur en ce qui concerne le maquillage de cinéma. Lon Chaney naquit Leonidas Frank Chaney à Colorado Springs (Colorado), le fils de Frank H. Chaney et d’Emma Alice Kennedy, son père avait du sang français mais surtout anglais, tandis que sa mère avait des origines irlandaises. Les parents de Chaney étaient sourds tous les deux et, dès l’enfance, Chaney montra quelque talent pour la pantomime. Il commença à monter sur les planches en 1902 et tourna avec des troupes de vaudeville et de théâtre. En 1905, il fit la connaissance de la chanteuse Cleva Creighton et l’épousa alors qu’elle n’avait que seize ans. L’année suivante naquit celui qui restera leur unique enfant, Creighton Chaney, qui fut mieux connu bien plus tard sous le nom de Lon Chaney, Jr.. La famille Chaney poursuivit les tournées, avant de se fixer en Californie en 1910. Can you tell us where you were born and who your parents were and perhaps a little about that part of your life? The beginning. Teddy Darvas: My father was a very poor Jewish boy who was the oldest of, I have forgotten how many brothers and sisters. His father, my grandfather, was a shoemaker or a cobbler who, I think, preferred being in the cafe having a drink and seeing friends. So he never had much money and my father was the one brilliant person who went to school and eventually to university. He won all the prizes at Gymnasium, which is the secondary school, like a grammar school. John Legard: Now, tell me, what part or the world are we talking about? Teddy Darvas: This is Budapest. He was born in Budapest and whenever he won any prizes which were gold sovereigns, all that money went on clothes and things for brothers and sisters. And it was in this Gymnasium that he met Alexander Korda who was in a parallel form. My father was standing for Student's Union and he found somebody was working against him and that turned out to be Alexander Korda, of course the family name was Kelner. They became the very, very greatest of friends. Alex was always known as Laci which is Ladislav really - I don't know why.

    High Commission of India Nairobi India-Kenya Bilateral Relations India and Kenya are maritime neighbours. The contemporary ties between India and Kenya have now evolved into a robust and multi-faceted partnership, marked by regular high-level visits, increasing trade and investment as well as extensive people to people contacts. The presence of Indians in East Africa is documented in the 'Periplus of the Erythraean Sea' or Guidebook of the Red Sea by an ancient Greek author written in 60 AD. A well-established trade network existed between India and the Swahili Coast predating European exploration. India and Kenya share a common legacy of struggle against colonialism. Many Indians participated and supported the freedom struggle of Kenya. India established the office of Commissioner for British East Africa resident in Nairobi in 1948. Apasaheb Pant was the first Commissioner. Following Kenyan independence in December 1963, a High Commission was established. India has had an Assistant High Commission in Mombasa. Vice President Dr. S Radhakrishnan visited Kenya in July 1956. Smt. Indira Gandhi attended the Kenyan Independence celebrations in 1963. PM Indira Gandhi visited Kenya in 1970 and 1981. PM Morarji Desai visited Kenya in 1978. President Neelam Sanjeeva Reddy visited Kenya in 1981. President Moi visited India for a bilateral visit in 1981 and for the NAM Summit in 1983. Bilateral Institutional Mechanisms:The third Joint Commission Meeting at Foreign Minister level was held in Nairobi in June 2021 and the ninth session of Joint Trade Committee at CIM level was held in New Delhi in August 2019. First JDCC meeting on Defence was held in February 2019 in India.
