ABOUT THE TOURISM COMMITTEE This policy paper was prepared by the OECD Centre for Entrepreneurship, SMEs, Local Development and Tourism, as part of the Tourism Committee’s Programme of Work. The Tourism Committee, created in 1948, acts as the OECD forum for exchange, and for monitoring policies and structural changes affecting the development of domestic and international tourism. Addressing the major challenges faced by the tourism industry, and maximising tourism’s full economic potential, requires an integrated and multi-faceted approach to tourism policy development across many government levels and departments. In this environment, OECD members see considerable benefit in co-operating to address economic, sustainability and employment issues, and promote tourism policy performance and evaluation, innovation and liberalisation of tourism. A closer co-operation with major emerging economies is also seen as being critical to achieving a strong impact with this work. If managed and hosted effectively, they can expand the visitor economy, provide media exposure, promote regional development, and stimulate the upgrading of infrastructure and the emergence of new partnerships for financing sport, tourism, culture, and leisure facilities. The hosting of major events, therefore, represents a unique opportunity to rethink or reposition a destination and to support the development of modern infrastructure. As such many countries now view the successful hosting of such events as a vehicle for economic growth, job creation, branding, well-being, and urban regeneration. From a tourism perspective, many cities, regions and countries are now devoting considerable resources to developing, attracting and supporting major events as part of a wider strategy to increase visitor numbers and expenditure. However, hosts cities, regions and countries of such events face a range of challenges including funding, effective governance, and the ability to accurately evaluate the economic, social, environmental, and other added value of tourism events. The report focusses on those major one-off or recurring events with the ability to attract significant numbers of domestic or international participants/spectators, and provide significant economic, social and cultural benefits to the host economy; thus promoting changes in terms of territory dynamics and tourism development. Due to their very unique scope and scale, the specific impacts of mega-events such as the Olympic Games and the FIFA World Cup, are not considered directly. The report considers a large number of country approaches (benefitting from inputs from Australia, Canada, Chile, Czech Republic, Denmark, Egypt, Estonia, France, Iceland, Ireland, Italy, Mexico, New Zealand, Russia, Spain, South Africa, Turkey, and the United Kingdom) to better understand events-related policy and practices used to promote tourism growth. It clearly highlights that major events have the capacity to create substantial legacies for the host destination (both positive and negative). These can be in the form of physical assets, such as stadia, lasting recognition of destination branding in key tourism markets or better community understanding of a sport or cultural activity, and are naturally linked to the objectives of the host city or country. The branding activities of 39 national organizations that function on the territory of Europe were the subject of the analysis. In particular, theoretical deliberations concerning understanding of branding in the national and foreign literature of the subject were presented in the study. The main criteria were characterized based on which national tourism organizations were selected for the research. The selected aspects of the practical use of branding by the NTO examined (including the scope of activities taken within the framework of branding, perception and identification of branding by the organizations examined with various issues, the use of branded products in promotional campaigns) were all presented. In the study, a research hypothesis was accepted, namely that branding plays an essential role in the activities of the present-day national tourism organizations, and its rank and scope of use is constantly increasing. Because of this, it is becoming one of the key activities undertaken by the organizations of this type. introduction Although the notion of branding has been functioning for a relatively short period now in the literature of the subject, branding has been fairly recognized as a very effective way to obtain a possibly improvement of quality, and to increase the rank and effectiveness of the selected tour- ist sectors.

Design/Methodology/Approach: For the selection of NTOs the following criteria were taken into account. 1. The functional criterion: the main functions attributed to NTOs were accepted as the grounds for the verification, firstly, it was considered whether the promotion of a given country on foreign markets is included among these tasks. 2. The economic criterion: possession of an autonomous financial budget by a given organization (regardless of the percentage share of funds from the budget of the state or from the private sector, or from any other sources) was accepted as the grounds for verification. 3. The organizational criterion: a separation of a given organization in the structure of a superior body was accepted as the grounds for verification. The research methods used include a method of diagnostic survey including a questionnaire technique, a direct interview and a statistical analysis. Findings: The analysis demonstrated among others that the vast majority of the NTOs examined (92.3%) implement the objectives of branding in practice. At the same time, a significant part of these organizations (86.1%) recognized the activities taken within branding to be very effective.

On timelines, the industry needs: A standards-led approach which allows businesses and destinations to assess their ability to reopen under clear criteria. Clear guidance to consumers about what it is safe to do and when – and reassurance that travel is socially responsible and encouraged As much notice as possible of the reopening date so that businesses can prepare. Recognition that domestic will be much faster to recover than international or business travel, with longer term financial support needed for the industry . To help staff back to work and keep them and visitors safe, the industry needs: Extension of the furlough scheme in recognition that many sites will not be able to operate economically under continued social distancing, the seasonal nature of tourism and its dependence on customer demand. Development and recognition of a ‘stay safe’ charter mark. Access to apprenticeship levy money to fund retraining in social distancing measures such as hygiene and adapted operating requirements. Clear guidance on how best to protect staff and customers through adaptations to sites and use of PPE. Consideration of the other parts of the economy needed for people to return to work, such as public transport and schools.
