Bangladesh and Bangladesh-U.S. Relations Updated October 17, 2017 Congressional Research Service https://crsreports.congress.gov R44094 Bangladesh and Bangladesh-U.S. Relations Summary Bangladesh (the former East Pakistan) is a Muslim-majority nation in South Asia, bordering India, Burma, and the Bay of Bengal. It is the world’s eighth most populous country with nearly 160 million people living in a land area about the size of Iowa. It is an economically poor nation, and it suffers from high levels of corruption. In recent years, its democratic system has faced an array of challenges, including political violence, weak governance, poverty, demographic and environmental strains, and Islamist militancy. The United States has a long-standing and supportive relationship with Bangladesh, and it views Bangladesh as a moderate voice in the Islamic world. In relations with Dhaka, Bangladesh’s capital, the U.S. government, along with Members of Congress, has focused on a range of issues, especially those relating to economic development, humanitarian concerns, labor rights, human rights, good governance, and counterterrorism. The Awami League (AL) and the Bangladesh Nationalist Party (BNP) dominate Bangladeshi politics. When in opposition, both parties have at times sought to regain control of the government through demonstrations, labor strikes, and transport blockades, as well as at the ballot box. Prime Minister Sheikh Hasina has been in office since 2009, and her AL party was reelected in January 2014 with an overwhelming majority in parliament—in part because the BNP, led by Khaleda Zia, boycotted the vote. The BNP has called for new elections, and in recent years, it has organized a series of blockades and strikes. -

Indian Foreign Affairs Journal (IFAJ): Thank you, Ambassador, for agreeing to share your involvement and experiences on such an important event of world history. How do you view the entire episode, which is almost four decades old now? Arundhati Ghose (AG): It was a long time ago, and my memory of that time is a patchwork of incidents and impressions. In my recollection, it was like a wave. There was a lot of popular support in India for Sheikh Mujibur Rahman and his fight for the rights of the Bengalis of East Pakistan, fund-raising and so on. It was also a difficult period. The territory of what is now Bangladesh, was undergoing a kind of partition for the third time: the partition of Bengal in 1905, the partition of British India into India and Pakistan and now the partition of Pakistan. Though there are some writings on the last event, I feel that not enough research has been done in India on that. IFAJ: From India’s point of view, would you attribute the successful outcome of this event mainly to the military campaign or to diplomacy, or to the insights of the political leadership? AG: I would say it was all of these. -

Censorship in Pakistani Urdu Textbooks S and criticism has always been an active force in Pakistani society. Journalists and creative writers have had to struggle hard to find their way around or across many laws threatening to punish any deviation from the official line on most vital issues. The authorities’ initiative to impose censorship through legislative means dates back to the Public Safety Act Ordinance imposed in October , and later, in , ratified by the first Constituent Assembly of Pakistan as the Safety Act. Apart from numberless political workers, newspapers, and periodicals, the leading literary journals too fell victim to this oppressive piece of legislation which was only the first in a long series of such laws. In fact, Sav®r≥ (Lahore) has the dubious honor of being the first periodical of any kind to be banned, in , under this very Public Safety Act Ordinance. This legal device was also invoked to suspend two other Lahore-based literary periodicals—Nuq∑sh and Adab-e Laπµf—for six months and to incarcerate the editor of Sav®r≥, Zaheer Kashmiri, in without even a trial.1 The infamous Safety Act had well-known literary people on both sides. On the one hand, literary critics such as Mu√ammad ƒasan ‘Askarµ2 found the law perfectly justifiable—indeed, they even praised it. Journal of the Asiatic Society of Bangladesh (Hum.), Vol. 63(1), 2018, pp. 59-89 THE INVISIBLE REFUGEES: MUSLIM ‘RETURNEES’ IN EAST PAKISTAN (1947-71) Anindita Ghoshal* Abstract Partition of India displaced huge population in newly created two states who sought refuge in the state where their co - religionists were in a majority. Although much has been written about the Hindu refugees to India, very less is known about the Muslim refugees to Pakistan. This article is about the Muslim ‘returnees’ and their struggle to settle in East Pakistan, the hazards and discriminations they faced and policy of the new state of Pakistan in accommodating them. It shows how the dream of homecoming turned into disillusionment for them. By incorporating diverse source materials, this article investigates how, despite belonging to the same religion, the returnee refugees had confronted issues of differences on the basis of language, culture and region in a country, which was established on the basis of one Islamic identity. It discusses the process in which from a space that displaced huge Hindu population soon emerged as a ‘gradual refugee absorbent space’. It studies new policies for the rehabilitation of the refugees, regulations and laws that were passed, the emergence of the concept of enemy property and the grabbing spree of property left behind by Hindu migrants. Lastly, it discusses the politics over the so- called Muhajirs and their final fate, which has not been settled even after seventy years of Partition. This article intends to argue that the identity of the refugees was thus ‘multi-layered’ even in case of the Muslim returnees, and interrogates the general perception of refugees as a ‘monolithic community’ in South Asia. -

And the People Remain’ 186 Select Bibliography 190 PREFACE PREFACE The idea for this book arose from a visit to Kabul in March 1979 when it became immediately obvious that what was happening in Afghanistan bore little relation to reports appearing in the Western media. Further research subsequently reinforced that impression. Much of the material on which the book is based was collected in the course of my 1979 field trip which took me to India, Pakistan and the United Kingdom as well as Afghanistan and during a follow-up trip to India and Pakistan from December 1980 to January 1981. Unfortunately by then times had changed and on this second occasion the Afghan government refused me a visa. Texts of speeches and statements by Afghan leaders and other Afghan government documents have for the most part been taken from the Kabul Times, since these are in effect the official version. I have however taken the liberty where necessary of adjusting the syntax of the Afghan translator. The problem of transliteration is inescapable, and at the risk of offending the purists I have chosen what appears to be the simplest spelling of Afghan names and have tried to be consistent. -

In the case of East Pakistan, it has been written by the losers. One general,1 one lieutenant general,2 four major generals,3 and two brigadiers4 have given their account of the events leading to the secession of East Pakistan. Some of their compatriots, who witnessed or participated in the event, are still reluctant to publish their impressions. The credibility of such accounts depends on whether they were written for self-justification or for introspection. The utility of such accounts depends on whether they are relevant. On both counts, these recollections of the late Major General Khadim Hussain Raja are of definite value. They are candid and revealing; they are also imbued with respect for the opposite point of view. -

Four factors are identified that point to the churches’ complicity in creating and sustaining the conditions in which the 1994 genocide could occur, leaving up to one million people dead. These factors include the close relationship between church and state, the churches’ endorsement of ethnic policies, power struggles within the churches, and a problematic theology emphasizing obedience instead of responsibility. Nevertheless, the portrayal of all Christian churches as collaborators of the genocide appears too simplistic and one-sided. Various church-led initiatives for peace and reconciliation prior to the genocide indicate a more complex picture of church involvement. Turning away from a “Theology of Genocide” that endorsed ethnic violence, numerous Christian churches in Rwanda now propagate a “Theology of Reconciliation.” A modest empirical case study of the Presbyterian Church (EPR) reveals how their “Theology of Reconciliation” embraces the four dimensions of theology, institutions, relationships, and remembrance. Based on their own confession of guilt in the Detmold Confession of 1996, the EPR’s engagement for reconciliation demonstrates religion’s constructive contribution in Rwanda’s on-going quest for sustainable peace and development. -

Biographies of main political leaders of Pakistan INCUMBENT POLITICAL LEADERS ASIF ALI ZARDARI President of Pakistan since 2008 Asif Ali Zardari is the eleventh and current President of Pa- kistan. He is the Co-Chairman of the Pakistan Peoples Party (PPP), a role he took on following the demise of his wife, Benazir Bhutto. Zardari rose to prominence in 1987 after his marriage to Benazir Bhutto, holding cabinet positions in both the 1990s PPP governments, and quickly acquired a reputation for corrupt practices. He was arrested in 1996 after the dismissal of the second government of Bena- zir Bhutto, and remained incarcerated for eight years on various charges of corruption. Released in 2004 amid ru- mours of reconciliation between Pervez Musharraf and the PPP, Zardari went into self-imposed exile in Dubai. He re- turned in December 2007 following Bhutto’s assassination. In 2008, as Co-Chairman of PPP he led his party to victory in the general elections. He was elected as President on September 6, 2008, following the resignation of Pervez Musharraf. His early years in power were characterised by widespread unrest due to his perceived reluctance to reinstate the Chief Justice of the Supreme Court (who had been dismissed during the Musharraf imposed emergency of 2007). However, he has also overseen the passage of the 18th Amendment to the Constitution which effectively www.presidentofpakistan.gov.pk reduced presidential powers to that of a ceremonial figure- Asif Ali Zardari, President head. Bangladesh Liberation War, 1971 By: Alburuj Razzaq Rahman 9th Grade, Metro High School, Columbus, Ohio The Bangladesh Liberation War in 1971 was for independence from Pakistan. India and Pakistan got independence from the British rule in 1947. Pakistan was formed for the Muslims and India had a majority of Hindus. Pakistan had two parts, East and West, which were separated by about 1,000 miles. East Pakistan was mainly the eastern part of the province of Bengal. The capital of Pakistan was Karachi in West Pakistan and was moved to Islamabad in 1958. However, due to discrimination in economy and ruling powers against them, the East Pakistanis vigorously protested and declared independence on March 26, 1971 under the leadership of Sheikh Mujibur Rahman. But during the year prior to that, to suppress the unrest in East Pakistan, the Pakistani government sent troops to East Pakistan and unleashed a massacre. And thus, the war for liberation commenced. The Reasons for war Both East and West Pakistan remained united because of their religion, Islam. West Pakistan had 97% Muslims and East Pakistanis had 85% Muslims. However, there were several significant reasons that caused the East Pakistani people to fight for their independence. West Pakistan had four provinces: Punjab, Sindh, Balochistan, and the North-West Frontier. The fifth province was East Pakistan. Having control over the provinces, the West used up more resources than the East. Between 1948 and 1960, East Pakistan made 70% of all of Pakistan's exports, while it only received 25% of imported money. In 1948, East Pakistan had 11 fabric mills while the West had nine.
