GEORGE WASHINGTON WHAT’S A PRESIDENT??? • While the Constitution provided a framework for the government, it did not explain how the President should govern from day to day. • George Washington set many presidential precedents including: – The title, “Mr. President” – Serving only two terms – Creating the first presidential cabinet THE CABINET • Washington quickly realized he could not make all of the country’s decisions by himself. • He decided to create a cabinet. BELLWORK: 1/10/2020 •What is a presidential cabinet? GEORGE WASHINGTON THE JUDICIARY ACT OF 1789 • The Constitution calls for a Supreme Court, but it was up to Congress to set up the federal court system. • This Act called for the Supreme Court to have 1 Chief Justice and 5 Associate Justices • Washington named John Jay as the first Chief Justice of the United States • It also set up a system of district and circuit courts across the nation HAMILTON’S DEBT PLAN/WHISKEY REBELLION REVOLUTIONARY WAR DEBTS • The national government and individual states desperately needed money. • During the Revolution, they had borrowed from foreign countries and individual citizens by issuing bonds. HAMILTON’S DEBT PLAN • Called for the national government to repay both federal AND state debts • Wanted the government to repay all bonds issued during the Revolution • The government would get the money to do this through taxes ASSUMPTION OF STATE DEBTS • Most indebted states were in the North • Southerners were angry about having to pay more taxes to pay of the Northern states’ debts • Hamilton was able to sway Southerners to support this by promising the permanent capital would be located in the South WHISKEY REBELLION • Read the Whiskey Rebellion • Answer multiple choice questions 1-2 • Answer short response questions 3-4 • Paragraph response question 5 • Be ready to discuss for Monday BELLWORK: 1/13/2020 • What was the Whiskey Rebellion and how did it start?
