1. The Project Administrator, ITDA, Panposh invites Percentage Rate bids in online mode for the works as detailed in the table, from the class of eligible contractors as mentioned in column-5 (five) registered with the State Governments and Contractors of equivalent Grade / Class Registered with Central Government / MES / Railways or in equivalent rank may participate in the tender but successful bidder has to register under the State PWD before signing of the agreement. The proof of registration from the appropriate authority shall be enclosed along with the bid.

2. The bidders may submit bids for the following works.

Womens College, . The Authority reserves the right to reject any or all the tenders without assigning any reason thereof.

3. Bid documents consisting of the schedule of quantities and the set of terms & Conditions of contract and other necessary Documents can be seen in the website www.tendersorissa.gov.in 4. Bids must be accompanied by Earnest Money Deposit/ Bid security of the amount specified for the work in the col.6 of table above pledged in favour of PA, ITDA, Panposh and will have to be in any one of the forms as specified in the bidding documents. Bidders desirous to hire machineries or equipments from outside the State or owned but deployed outside the state are required to furnish 2% of the amount put to tender as Bid security. 5. The Bid documents will be available in the website www.tendersorissa.gov.in from 10.00 AM of 16.12.16 to 5.00 PM of 26.12.16 for online bidding. 6. The Bidder must possess Compatible Digital Signature Certificate (DSC) of Class II or Class III. 7. Bids shall be received only “On-line” on or before 5.00 PM of 26.12.16 8. Bids received “on-line” shall be opened at 11.00AM on 30.12.16 in the office of the PA ITDA Panposh in the presence of bidders who wish to attend. Bidders who participated in the bid can witness the opening of bids after logging on to the site through their DSC. If the office happens to be closed on the stipulated date of opening of Bids as specified the bids will be opened on the next working day at the same time and venue. 9. Original Bid Security & demand draft towards cost of bid document, documents as per DTCN shall be submitted in the office of the undersigned by Physically dropped in the tender box/Registered Post / Speed Post on or before 29.12.16 during office hours on working days failing which the bid will be rejected. The authority will not be responsible incase of postal lost / delay/any other reasons. 10. The cost of bid documents has to be paid by each bidder in shape of demand draft drawn in favour of PA, ITDA, Panposh from State Bank of /any nationalized scheduled bank (mentioned in column 7 of above table) payable at Panposh separately towards costs & Vat @ 5% of each bid respectively. Similarly the cost of bid security has to be paid in shape of deposit receipt of any Nationalized Schedule Bank / State Bank of India/ Kissan Vikash Patra / Post Office Savings Bank Account / National Savings Certificate / Postal Office Time Deposit Account duly pledged in favour of the Project Administrator, ITDA, Panposh and Payable at Panposh. Draft relating other than any Nationalized Schedule Bank / State Bank of India shall not be considered. 11. As per Works Department office memorandum No. 5288/W dated 04.05.2016 Amendment to Para -3.5.5 (V) of Note-II of OPWD Code, Vol-I by modification, Additional performance security shall be deposited by the bidder when the bid amount is less than the estimated cost put to tender. In such an event, the bidders who have quoted less bid price/ rates than the estimated cost put to tender shall have to furnish the exact amount of differential cost i.e. estimated cost put to tender minus the quoted amount as additional performance security in shape of Demand Draft/Term Deposit Receipt in favour of the P.A., ITDA, Panposh in the sealed envelope along with the price bid at the time of submission of bid. The bids of technically qualified bidders will be opened for evaluation of the price bid. Further in case of the bidders quoting less bid price/rate than the estimated cost put to tender and have not furnished the exact amount of differential cost (i.e. estimated cost put to tender minus the quoted amount) as additional performance security in shape of Demand Draft/Term Deposit Receipt, their price bid will not be taken into consideration for evaluation even if they have qualified in the technical bid evaluation. 12. The authority reserves right to cancel any or all bids without assigning any reason thereof.

13. If the bidder who has executed the agreement previously with the undersigned and neither started nor completed the work in scheduled time shall not be entitled for participation in the tender process. In this case, the tender of the bidder shall be rejected.
