1 Introduction

Department for local economic development of the city of Uzice prepared this document in the period from January to March 2010 in accordance with the MEGA methodology, entitled the Profile of the community. The document contains data from 2002 Census as well as the latest available data from 2008, 2009 and 2010, collected from all relevant institutions (Republic Statistical Office - department in Uzice, Uzice Regional Chamber of Commerce, National Employment Service, Department of urban planning of the city of Uzice, Directorate of Construction, Health Center Uzice, etc.). Basic objective of Profile of the community is detailed introduction of potential investors, interested persons, the local business community and local institutions with economic, political, social and cultural situation in the city.

The City of Uzice is 0.75% of the total territory of the Republic of Serbia and slightly above 10% of the , while the population Uzice participates with 1% in total population. Population density is well above the district level and above the level of the Republic. Also, a relatively high percentage of the population living in urban area (75%) is noticeable.

2 Background information

2.1 Location (geography) The City of Uzice lies in the southwestern part of Serbia from 430 59'’ to 430 42'’ N; 190 24'’ to 190 59'’ E (coordinates). It borders the Bosnia and Herzegovina on the western side, on the northwest with municipalities Bajina Basta, Kosjeric, Pozega, , Cajetina. It is located in the central part of the Zlatibor District.

Uzice city lies in the mountain-valley area (Starovlasko-Raska highland part of the Western Morava area). Judging by the characters of basin, it is mostly middle mountain belt (about 800 above sea level on average), whose height increases going from east to west. The region is cut with river valleys which are also the basic directions of communications. It also lies on the western end of the Western Morava corridor that intersects the central part of the territory of Serbia with a transversal from Užice to Krusevac. Same transversal continues in the west in the Bosnia and Herzegovina. On its part from Cacak to Uzice, transversal accepts a part of the regional road traffic from to Montenegro, while the main railroad Belgrade - Bar passes right next to Valjevo and than via Uzice to Montenegro. This intersection of regional and transversal transport network gives Uzice a central function for a wider hinterland. However, of even greater importance is the position of the city or area of the municipality on the contact of the surrounding mountainous hinterland and the beginning of the western Morava plans as a significant development belt of Serbia. Thus, Uzice will remain the gate at the entrance of the development belt, being strategic and commercial gateway for centuries between the different and complementary natural and economic-geographic areas. Territory of the city and municipality covers an area of 666.15 km2, from Mountain in the west (Mokrogorsko-Rzavska Syncline) through Ponikvansko-Staparska and Mackatska surface (Zlatibor) to the limestone terrain in SE (Dreznik and flat) and anticline Jelova Gora.

2.3 Climate Geographical and topographical position of Uzice with the surroundings caused the climate characteristics with its specifics for this region, in the sense that it belongs to mid-European climatic zone and has a temperate continental climate, with distinct influence of mountain climate. The most common winds are from the northwest and southeast directions. Wind speed is limited to the 0.9-2.4 m/sec. The top speed is in the fall, while the lowest in the spring. Vegetational period is 240-250 days a year.

2.5 History, tradition and cultural heritage

Uzice is first mentioned in a document from the archives of Dubrovnik from 9th of October 1329. During the middle-age Serbian state, Uzice was an important commercial and transportation center through which the caravans passed from Constantinople to Dubrovnik, Sarajevo and on to Europe. During the fourteenth century, Uzice was the seat of the medieval nobleman Nikola Altomanovic. In the sixteenth century Uzice was already the center of district and kaza1, with a permanent colony in Dubrovnik, and during the seventeenth century became important trade and cultural center. At the time of Austro- Turkish wars it becomes a large military base, and at the time of the First Serbian Uprising an important military strategic place. Serbian rebels liberated Uzice in 1805. The city once again fell under Turkish rule in 1813 until the 1862, when after the great fire and banishment of the Turks it was finally released. During World War II, Uzice was the center of important historical events, with Uzicka republic being the most important; during the two months of its existence in 1941 it was the only free territory in then- occupied Europe. Cultural and historical evidence in Uzice date from the early period of human history, and archaeological sites from Illyrian and Roman period reveal settlements of developed culture of the time. On the site of present-day Uzice, Municipium Capedunum was located back in Roman times, which had an important role in the Roman province of Dalmatia. Rujan Monastery, located near Uzice, is significant in that it once housed the first printing house in Serbia, which began operating in 1529, where famous Rujansko cetvorojevandjelje (‘four gospels of Rujan’) was printed. Cultural and historic monuments with great potentials are: the old town of Uzice, Jokanovic house, Church of St. Mark, St. George Church, Church of the Annunciation in Karan and memorial complex Kadinjaca.

3 Natural resources

City of Uzice is divided into several characteristic zones according to natural limitations and possibilities. Djetinja and Luznica rivers alluvial plains with their confluents comprise two zones of approximately 3 km2 of area favourable for development of all economic activities and settlements, and for the most part have been used for agriculture, roads, industry and housing. The second transition zone is between 500 and 700 meters AMSL. This zone is suitable for some types of agriculture (fruit growing) and housing (family housing with density of 50 inh/ ha). The third zone consists of a plateaus at an altitude 600-850AMSL, i.e. northern Zlatiborska plateau and Kremanska valley. These are plain-like grounds for the development of settlements, industry and agriculture. Surface of this zone is about 27 km2. The fourth zone consists of the sides of Sargan and Tara mountains in a larger slope, altitude over 700 meters. This zone is suitable for the development of forest exploitation, mining and tourism development. Fifth zone consists of Tara plateau at an altitude near 1000 m. These grounds are suitable for livestock farming, the production of fodder and for mountain tourism. They are constrained by the boundaries of the National Park Tara i.e. protected areas of national park. On the plateaus of Zlatibor and Tara in the third and fifth area forests are a valuable prerequisite for the development of tourism. Present forest landscape sites, cultural and historical heritage and the traffic situation on roads that link coastal tourist area with the main attracting hinterland offer the territory of the city of Uzice lively tourist transit function.

4.13 Migration of population

Migration of population In addition to these population movements, a very important factor of economic development is the mechanical or migrant movement that affects the number and structure of the population. These movements in the recent past were the main sources from which the municipality of Uzice was inhabited, because Uzice municipality in the whole post-war period was a very distinctive area of immigration.

4.13.1 Moved in Based on the census by census periods, one can notice a tendency of migrant versus autochthon population. So the census from 1971 for the municipality of Uzice in general shows that the share of the total indigenous population was 54% and migrant 46%; it was followed by decline in the number of migrants and growth in percentage of indigenous population.

Analysis of data on the migrant population shows that the largest migrations are towards the places of permanent residence from the territory of other municipalities of the same republic (18142), and from the territory of the same municipality (14228) in the direction of village -town.

Housing resources

Because of the specific terrain and population density city of Uzice characterized high average number of housing units. In the center was built in a large number highriser, while the periphery of the City is characterized by residential buildings and floors below the family home.

5 Economy City of Uzice belongs to a group of economically developed cities in the Republic. Economic activity takes place in 11 sectors, but the biggest impact on the economic trends have companies dealing with manufacturing, construction and trade. Leading industry is metal industry, processing of ferrous metals, textile and timber industries. Gross national product of the city of Užice participates in the GNP of the District with 36% and approximately 1% in the Republic. Leaders in economic activities (ranked by number of employees) are companies: Copper and Brass Mills -Sevojno, Impol - Seval, Jedinstvo - Uzice, Putevi - Uzice, Prvi Partizan - Uzice, Electric Power Company.

5.2 Industry Industry, tourism, construction and agriculture (fruit growing and livestock farming), traffic and links have greatest importance for economic development. This statement has its support in the fact that during the industrial revolution in the former Yugoslavia, after World War II, in the municipality of Uzice a large number of industrial, construction, trade and restaurant capacities were built, which worked in difficult conditions since 1991, survived, and in recent years of transition most of these enterprises were privatized, and the same, with the stabilization of the socio-economic conditions in the state, will again lead the city Uzice to a high level of development, far above the average Serbian. The great potential of the city of Uzice lies in: • The existing industrial capacities of medium and large companies: Copper and Brass Mills "East point", Aluminium mill "Impol-Seval", "Prvi partizan", "Autoventil", "Tvrdi metal", ‘’Jedinstvo’’ "Kadinjaca", "Kozara", "Sreten Guduric" and in a number of newly opened small businesses in the industry. • Favourable geographic - traffic position and the possibility of traffic connections (road and rail) to other parts of the Republic, Montenegro and Bosnia and Herzegovina. • Terrain near Uzice, favourable for the construction of small industrial plants and entrepreneurial zones. • Built large infrastructure (water management and electric power, telecommunications) and built pipeline and • Level of education and qualification structure of the population.

5.3 Agriculture

Of the total agricultural area of the city of Uzice, 37% is under pastures, 26% under meadows and 10% under orchards. Hilly areas, which extend in vertical belt up to 500 meters, have excellent agro ecological suitability for producing quality fruit, meat and milk. They are also suitable for the production 36

of quality fruit, and for the development of livestock farming and sheep husbandry. Annual yield per tree is decreasing in fruit growing, but livestock farming and potato farming are on the rise. Main plant cultures are: plums (23%), pears (18%), apples (17%), potatoes (13%) and raspberry 10%. City of Uzice surpasses other municipalities of Zlatibor District in poultry breeding, and in regards to the percentage of animal husbandry (sheep and pigs) is in second place. In recent years there a noticeable increase in trout farming. Potential in the field of agriculture should be sought in the development of orchards and livestock farming. There is a great experience and tradition in cultivating fruit (plums and apples), and various livestock, as well as in the production of well-known Uzice specialties: cayenne brandy, klekovaca (juniper brandy), kaymak and cheese, pork ham and bacon, beef ham and sausage and similar meat products. Besides the fact that the number of active agricultural population is reduced, population in this situation must be viewed as the main potential in the development of agriculture. In the city of Uzice, the number of registered farms is constantly increasing, in January 2007. amounted to 2,345.

5.4 Forestry

The territory of the city of Uzice is comprised to a lesser extent by the lowest part of the belt and the belt of higher mountains, and most of the hillside region, lower and middle mountain, i.e. 300 - 1500m above sea level. Given the climate and conditions, plant communities are largely represented by forests and forest communities. The largest part of the territory belongs to the zone of oak forests, while the smaller area of spread of beech forest. In the area there are large complexes of black and white pine. According to the Spatial plan of Serbia from 1996 the percentage of forested area is 37.5%, and the recommended optimum of forested area is 70%.

Business Incubator Center (www.bicuzice.rs) is a tool for economic development that helps entrepreneurs in the first years of their operations to survive in the market more easily. Any business entity registered after 01.07.2007 for the performance of production, innovation or intellectual activity can become a Business Incubator tenant.

The advantage of entering the Business incubator Užice is the period of 4 years of providing subsidized rental prices, providing administrative and business-technical assistance and training. Incubator has business units, common administrative and sanitary space.

5.15.5 Permitting process

City Department of urban planning, building and inspections - Department for implementation of plans and construction is responsible for licensing. In the service center for the area of urban planning in the office no. 9, employees help customers in the process. Investor who intends to build is first provided with the information on the site, and then submits the request for the issuance of site permits and then take other steps. Procedures for issuing building permits vary depending on the type of facilities. Time for the issuance of a construction permit is up to 60 days. For investors who employ more than 10 persons, the Department for local economic development provides support throughout the process. 7.1 Traffic infrastructure

7.1.1 Road infrastructure The town of Uzice is linked with the wider environment with road and rail transport networks. Significant regional roads M5 Cacak – Uzice – Pozega – connection with Bosnia form a crossroad in this area, M21: Valjevo-Užice- connection with, M19.1 Užice-Bajina Bašta-Zvornik and regional roads R112: Kremna-Kaluđerske -Bajina Bašta, R213: Užice-Jelova Gora- Bajina Bašta (Varda), R230: Bela Zemlja-Nikojevići-Čajetina, R263: Užice-Karan-Kosjerić. Such representation of magistral and regional roads shows the importance of municipality connecting traffic of Central Serbia with Montenegro and Bosnia and Herzegovina. Volume of traffic on main roads has a tendency of growth, especially in the summer period and the input-output directions to the city center.

7.1.2 Rail transportation and infrastructure The city of Uzice is connected with the railway network via main one-track electrified railway Belgrade - Bar for public passenger and cargo transport with the length of 23.3 km. Uzice railway station is located at the edge of the city center.

Freight train station is located in Krčagovo. Local railway stations are in Stapari, Krčagovo and Sevojno. A particularly interesting and important aspect of tourism is the narrow-gauge railway Sargan - Vitasi - Mokra Gora - Kotroman intended for public passenger transport.

7.1.3 Air traffic Airport Ponikve Uzice is a civilian and military airport located 12 kilometres northwest of the city of Uzice. The airport is also known as Lepa Glava. It is located in southwestern Serbia, near the border with Bosnia and Herzegovina. Airport Ponikve is not currently in operation; its rehabilitation with the aim of activating the airport in civilian purposes is under way.

7.2 Utility infrastructure

7.2.1 Water and sewage Organized supply of drinking water was solved by building regional water system "Vrutci, for Uzice and surroundings and through the individual water systems and for settlements outside the urban area. The main potential of the City in regards to drinking water supply is primarily a large number of rivers and springs with clean and unpolluted water, which, with minor processing, can be used for drinking, and Water system "Vrutci" with facilities for water treatment "Cerovica " capacity 600 l/sec, which be raised at the 1200 l/sec with a small investment. The length of the water supply network is 275 km.

7.2.3 Power infrastructure

The area of the city of Uzice is powered through substations 110/35 kV "Gornja Pora" through TS 35/10 kV "Dovarje", "Terazije", "Uremovacki ", "Krcagovo", "Carina", "Bela Zemlja", "Pora" and "Kremna". Substation 35/10 kV "Sevojno 1" is powered from TS 110/35 kV "Sevojno", as well as the largest power user Copper and Aluminium mill directly over transformation of 110/6 kV. 10 kV network in the metropolitan area, as well as in Sevojno, is subterranean. Industrial consumers are powered by 10 kV and 0.4 kV networks, depending on the users’ size, and the peak load. Households are supplied from 0,4 kV network, which mixed cable and above ground network. Central part of the city is mainly supplied by cable 0,4 kV network, while the wider part of Užice is powered over 0.4 kV overhead network. Area outside the city is powered exclusively by overhead 0.4 kV network.

7.2.4 Tele-communication systems Telephone traffic in the territory of the City of Uzice is organized through the public telephone exchange with digital and analogue type.

7.7 Soil quality

The territory of the city of Uzice is comprised to a lesser extent by the lowest part of the belt and the belt of higher mountains, and most of the hillside region, lower and middle mountain, i.e. 300 - 1500m above sea level. Given the climate and conditions, plant communities are largely represented by forests and forest communities. Forests and forest communities represent oro-climatic type of vegetation. It mainly applies to areas under agricultural crops and villages, occurred mostly in cropped forests at the time of the permanent settlement of our parts.

7.8 Water quality

City of Uzice has a very dense and extensive network of waterways, rivers and streams (about 720 meters of flow per km2). Of the total area of water that is under the management of Public company "Srbijavode" (420 ha), most water areas (about 95%) has the function of maintaining waterways.

7.9 Solid waste management

Deposition of communal waste in the area of the city of Uzice is done on the landfill for solid waste on Sarica Osoj site. With the adoption of the National waste management strategy, Užice was designated as a center where regional landfill and recycling center at the location "Duboko" were formed, with the extraction plant and separation of secondary raw materials from municipal solid waste. The new sanitary landfill will serve the following municipal district of Zlatibor and Morava: Arilje, Bajina Basta, Cacak, Cajetina, Ivanjica, Kosjeric, Lucani, Pozega, and Uzice. Number of inhabitants in these municipalities is 371.010 (2002 census). Districts Zlatibor and Morava are located in central / western part of Serbia and are highly industrial areas.

8 Travel Uzice is a complex travel theme, because its attractiveness is increased by tourist-geographical location, rich cultural heritage, monuments of recent history, ambient contrast and its functions. Rich memorial fund, ethno social motives, diversity of natural tourist attractions, a considerable material base and a very favourable tourist-geographical position enable dynamic tourist development. Natural and historical monuments, objects of cultural - historical heritage: Kaluđerske bare at Tara, Mokra Gora and Sargan, with "Sarganskom osmicom" rail and ethno-complex "Drvengrad", Potpecka Cave, monument "Kadinjaca", Bela karanska Church, Old City, the Hydropower plant under the city, and beautiful environment, landscapes and scenery of the village: Ravni, Dreznik, Gostinica, Zlakusa, Kremna... are attractive tourist destination.

9 Quality of life

9.1 Public capacities and recreation programs Recreational zone of Djetinja gorge - „Rajske otoke“ is a series of several characteristic pots, made of limestone erosion and slides of impressive dimensions. Promenade - The Uzice has a nice promenade in the city centre along the river Djetinja. Beach "Plaža" and Park "Međaj" built over the coastal area and the right bank of the river Djetinja are linking recreational area with sports and recreational center "Veliki park".

9.1.1 Sports capacities (play courts, recreation centers, stadiums) Sports facilities (courts, sports halls, recreation centres,stadiums) Sports and Recreation Center "Veliki park" covers an area of 2.2 ha, with a sports hall of 9353m2. The building is eligible for all kinds of international competitions. The park area of 1.1ha has three courts: basketball (30 x 18m), paved handball court (44 x 26m) and volleyball on artificial grass - peech (35 x 22m). After the Veliki park there are 2.2 ha of park forested area. City Stadium „Sloboda“ is located in the central city and covers an area 2.4ha. Auditorium has a capacity of 15 000 spectators. Stadium in Sevojno covers an area of 1.4ha with the capacity of1000 seats. Sports complex in Krcagovo – has an area of 4.66ha and two stadiums, auditorium for 3500 spectators, closed ball hall and five tennis courts.

9.3 City gathering centers From Mali Park to the west Main Street leads to the city square - Square of Partisans. It was opened in 1961 and its urban solution is unique and extraordinary scenic area. On the Square are located the National Theatre, library, cinema and numerous shops, cafes and Internet cafes. It is filled with life through the whole year and is a place of assembly of Uzice citizens of all generations. All significant events, concerts and performances take place on it. Ice rink opened during the winter months is a joy for all children. Next to the Square and its contents, many citizens of Uzice spent their time and activities in numerous clubs and associations of citizens. Clubs offer a wide range of programs for volunteer work, fun and fellowship. 83

9.3.2 Parks `Stari grad` (in Serbian Old town) is dominating the whole town valley area and is attracting attention no matter from which side you are entering Uzice. The antiquated fortress and the hydro power plant in the bottom of the hill are proclaimed as cultural treasures of great significance. The Uzice man-made beach on the river bank extends over a surface of 16 hectares (the fortress 3.35 hectares). Connecting this beach with the nearby valley in which suburb Turica is located and park recreation paths is planned to be done through the Detinja river gorge. `Plaza` (in Serbian The Beach) is an open space public accessible man-made beach on the river Detinja bank. It incorporates various facilities like a swimming section with auditorium, pool for children with a sand area and walking paths. It is located in the core town area of Uzice and it spreads on 5 hectares. Plaza and Park Medaj stretch across toward the sport-recreational centre `Veliki park`.

`Medaj – Jazovi` is the area suitable for both rest and recreation. Geographically it reaches Plaza and further Gradska klisura (Town gorge) and Stari Grad follow all up to the Turica field and Detinja river gorge. Open space of 1.4 hectares in between the river and the canal has partially man-arranged green areas, sports playgrounds and polygon for children.

`Veliki park` (Great Park) is situated in the south-western part of the Uzice valley, on the right side bank of the Detinja river. The river flows in between the hills Dovarje and Zabucje. This area is 2.2 hectares large while the forest on the hill Zabucje above the Park stretches on the surface of 4 hectares. Forest Park `Bele zemlje` (in Serbian White Grounds) area is part of the forest domain within the Tara- Zlatibor region, 2.2 hectares large. An increase of its size is being planned along with the introduction of sport-recreational facilities.

9.3.4 Museums Permanent exhibition of the National Museum in Uzice consists of five thematic units, which daily attracts a large number of domestic and foreign tourists. These are:

Uzice has developed cultural institutions, which had special significance on the level of macro-regional center. There are a number of cultural institutions in Uzice of regional importance - the National Theatre, National Library, National Museum, and the Historical Archives. Cultural institutions of local characters - City Gallery, the exhibition space "Jokanovic house", cinema, are intended for meeting the daily needs. Objects in the field of culture are the seat of cultural life.

Main Street - Dimitrija Tucovica Street is the central shopping area. It has a large number of commercial shops and five major shopping centers: ‘’Pariz’’, ‘’Dragstor’’, ‘’Koning’’, ‘’Skver ‘‘ and ‘’Bioskop’’. In addition, there are large hypermarkets in Uzice: ‘’Tempo’’, ‘’Familia’’, ‘’Idea’’ and ‘’Maxi’’

10 Local development in relation with regional and national strategic documents

ESDP - European Spatial Development Perspective, a reference document for the spatial planning and spatial development of the EU - (Potsdam, 1999), is directly related to future development of the city of Uzice and the development of interregional cooperation. In order to realize the fundamental goals of European Spatial Development Perspective (ESDP) three main policy domains have been defined: 1. polycentric spatial development and new relations between urban and rural areas; 2. equality in access to infrastructure and knowledge; 3. careful management of natural and cultural heritage. The first domain is the creation of spatial economic structures throughout Europe that will enable the creation and profiling of several key areas of global importance. This is not a near future, but rather the vision to strive for. For the City of Uzice it primarily means the assessment of this space in the macro regional and regional context.
