A,, 1978-79 I 7 Upper Yarra Valley & Dandenong 71 Ranges Region : Population Sectors I I I I I I I I ( i) I I INTRODUCTION In accordance with the requirements of its Act, the Upper Yarra Valley and Dandenong Ranges Authority is currently preparing I ·a regional strategy plan. As part of its overall strategy plan study programme, the Authority has commissioned this study of existing retail and commercial patterns in the Region and I future retail and commercial requirements. Section l of this report contains a comprehensive inventory I and assessment of the existing provision of retail and commercial facilities in the Region, including those under construction, based on the results of a comprehensive land use I and floorspace survey. The form, composition and main characteristics of the Region's larger centres are described.· Also, the existing patterns of centre usage and function in I the Region are analysed, using the results of the in-centre surveys of centre users which were specially conducted as part of this study. The Region's existing centres are I classified into a hierarchical framework according to the size, composition and performance characteristics of each. I In Section 2, the patterns of retail sales and expenditure in the Region as a whole are examined, including the inflow of non-resident captured spending and the outflow of resident I escape spending. Similarly, the flows of retail spending between each of the four Local Government Areas compr:ising I the Region are also examined. Section 3 analyses the patterns of resident population distribu­ tion and growth in the Region, each of the Region's constituent I Local Government Areas, and the various sectors within each of these Local Government Areas, over the period since l 971.. Previous projections of future population growth in I the Region are reviewed and new, up to date projections prepared.

Princes Hwy Maroondah has the strategic advantage of being located at the north-eastern junction of the Eastern Freeway - EastLink corridor.     Analysis of Victorian Councils Post Amalgamation September 2019 spence-consulting.com Spence Consulting 2 Analysis of Victorian Councils Post Amalgamation Analysis by Gavin Mahoney, September 2019 It’s been over 20 years since the historic Victorian Council amalgamations that saw the sacking of 1600 elected Councillors, the elimination of 210 Councils and the creation of 78 new Councils through an amalgamation process with each new entity being governed by State appointed Commissioners. The Borough of Queenscliffe went through the process unchanged and the Rural City of Benalla and the Shire of Mansfield after initially being amalgamated into the Shire of Delatite came into existence in 2002. A new City of Sunbury was proposed to be created from part of the City of Hume after the 2016 Council elections, but this was abandoned by the Victorian Government in October 2015. The amalgamation process and in particular the sacking of a democratically elected Council was referred to by some as revolutionary whilst regarded as a massacre by others. On the sacking of the Melbourne City Council, Cr Tim Costello, Mayor of St Kilda in 1993 said “ I personally think it’s a drastic and savage thing to sack a democratically elected Council. Before any such move is undertaken, there should be questions asked of what the real point of sacking them is”. Whilst Cr Liana Thompson Mayor of Port Melbourne at the time logically observed that “As an immutable principle, local government should be democratic like other forms of government and, therefore the State Government should not be able to dismiss any local Council without a ratepayers’ referendum.
