  • International Programme
International Programme JULY–DECEMBER 2013 Lithuanian Presidency of the Council of the European Union CU URE IT IS MY GREAT PLEASURE TO PRESENT TO YOU THE CULTURE programme to celebrate Lithuanian Presidency of the Council of the European Union. Our desire is to use this opportunity to highlight the richness of Lithuanian culture, presenting at least a small fraction of our talented artists. Some of them are well established internationally and influence ‘the weather’ on the stage of the art world, others are young and upcoming, drawing the attention of peers through their innovative and inspiring ideas. The CULTURE programme reveals a good mixture of features which we usually connect with Lithuanian culture: its playful, sometimes quirky, intellectually charged nature, its leaning towards the lyrical, poetic and metaphoric, its preoccupation with history and memory, ritual and non-pragmatic ways of doing things. From the symbolism of the beginning of the 20th century, starting with the work of Mikalojus Konstantinas Čiurlionis, a composer and visual artist of equal stature, through to filmmaker Jonas Mekas, with his reflections on the dramatic turns of the 20th century and a search for what has been lost forever; from poetry readings to poetic documentaries and auteur films; from 2 | 3 international programme classical virtuosos and opera divas to mesmerizing concert installations and thought-provoking theatre performances, you will find it all in this programme, for your attention and delight. This vibrant, diverse and geographically spread programme is also the best proof of our European and international experiences of the last 20 years, the cultural connections between artists and cultural organiza- tions, the involvement of the Lithuanian representations abroad and our network of cultural attachés, as well as all our hardworking partners and supporters who collaborated on many fantastic projects.

POLITICAL REGIONAL STUDIES RUSSIAN SOFT POWER IN THE BALTIC STATES THROUGH THE LENS OF RESEARCH: TRADITIONS, COMPETITION, CONFRONTATION V. V. Vorotnikov a, b N. A. Ivanova c а MGIMO University, Received 25 March 2019 76, Vernadskogo pr., Moscow, Russia, 119454 doi: 10.5922/2079-8555-2019-3-6 b The Institute of Europe, Russian Academy of Sciences © Vorotnikov V. V., Ivanova N. A., 2019 11-3, Mokhovaya st., Moscow, Russia, 125009 c Sukhoi Civil Aircraft Company 26—5, Leninkskaya Sloboda, Moscow, Russia, 115280 In this article, we aim to analyse the research discourse in the Baltic countries (Es- tonia, Latvia, and Lithuania) as regards Russian soft power, which is considered as hard power, and to compare the theses that dominate this discourse with the actual interactions between Russia and the three states in media, education, and culture. Each Baltic country has built a system of political and legal restrictions to diminish the effect of Russian soft power, which is considered in terms of hard power, i.e. as a threat to national security. The current forms of Russian soft power are becoming less productive in the region and their use in the negative political context of bilater- al relations has the opposite effect for Russia — the country loses in reputation and image. The main factor at play is the information content of the Russian-language media space. At odds with the historical and political views of a significant part of the Baltic States’ ruling class, it is becoming the target of counteraction. At the same time, Russian high and mass culture and, partly, educational services are in demand from both Baltic Russian speakers and ethnic Lithuanians, Latvians, and Estonians.
