Williams. 1788 MINUTES RESOLVED that the minutes of the meetings held on 19th November 1998 (minute nos. 1355 - 1384 on pages 365 - 371) and 10th December 1998 (minute nos. 1484 - 1520 on pages 399 - 406) be approved as correct records and signed by the Chairman. 1789 SITE VISIT - APPLICATION NO. P/98/1039 - ERECT RESIDENTIAL DEVELOPMENT AT LAND WITHIN CURTILAGE OF THE PENTWYN INN, PENTWYN TERRACE, TRINANT The Committee considered the views on the site visit held on 19th January 1999. RESOLVED that:- 481 Planning - 4.2.99 (i) the report of the site visit be noted; (ii) subject to the conditions contained in the officer’s report, application no. P/98/1039 be granted; (iii) the applicant be advised of the comments of Transco, the Coal Authority, SWALEC, Mineral Valuer, Group Manager Welsh Water and the Chief Engineer (Highways). 1790 SITE VISIT - APPLICATION NO. P/98/0930 - CONVERT BUILDING TO GROUND FLOOR BETTING SHOP AND FLAT AND FIRST FLOOR TO THREE BEDSITS AT PAT’S STORES, GELLIGAER ROAD, CEFN HENGOED, HENGOED The Committee considered the views of the site visit held on the 19th January 1999. RESOLVED that:- (i) the report of the site visit be noted; (ii) subject to the conditions contained in the officer’s report, application no. P/98/0930 be granted; (iii) the applicant’s attention be drawn to highway considerations. 1791 STREET NAMING AND NUMBERING - DRAETHEN RESOLVED that subject to no objections from the Post Office and other consultees the development of twelve houses on the site of the former saw mill at Draethen be named and numbered as 1 - 12 Melindwr, Draethen. 1792 STREET NAMING AND NUMBERING - BEDWAS RESOLVED that the residential development at the rear of Pandy Road, Bedwas be named Pentre’rfelin and the roads within the development named Dan-y-Deri, Derwyn Las, Dolyfelin, Dol-y-Pandy, and Maes-y-Pandy. 1793 TREE PRESERVATION ORDER, - BEDWAS RESOLVED that provisional tree preservation order known as the Caerphilly County Borough Council, Tree Preservation Order No. 7, be confirmed as an unopposed Order. PLANNING APPLICATIONS UNDER THE TOWN AND COUNTRY PLANNING ACT 1990 AND ASSOCIATED LEGISLATION 1794 PREFACE ITEM - MERTHYR TYDFIL COUNTY BOROUGH COUNCIL (EAST MERTHYR RECLAMATION SCHEME PHASE III) COMPULSORY PURCHASE ORDER 1997 RESOLVED that:- (i) no objections be raised to the Merthyr Tydfil County Borough Council (East Merthyr Reclamation Scheme Phase III) Compulsory Purchase Order 1997 and a 482 Planning - 4.2.99 copy of the officer’s report be forwarded to the Welsh Office as this Council’s formal comments; (ii) a copy of the report be forwarded to Merthyr Tydfil County Borough Council and assurances be sought regarding the relevant issues contained in the report; (iii) officers be authorised to approach Celtic Energy to seek assistance towards the management of public access to the common. 1795 Consultation from Newport County Borough Council - Gatehouse at R.F. Brookes Development, Pontymister RESOLVED that Newport County Borough Council be informed that this Council has no objections to the proposed gatehouse. SCHEDULE 1 - OUTLINE APPLICATIONS 1796 Code No. P/98/1004 - Erect Residential Development at Land Rear of Lys Cambria, Llanbradach, Caerphilly RESOLVED that consideration of this application be deferred for a site visit by the Chairman and Vice Chairman and ward members. 1797 Code No. P/98/1056 - Erect Residential Development on Land within Curtilage of 3 Riverside Cottages, Trelyn Lane, Fleur-de-Lys RESOLVED that for the reasons contained in the officer’s report, application no. P/98/1056 be refused. SCHEDULE 2 - FULL APPLICATIONS 1798 Code No. 2/12737 - Erect 2 No. Bungalows on Land at Inn on the Park, Fields Park, Newbridge RESOLVED that for the reasons contained in the officer’s report, application no. 2/12737 be refused. 1799 Code No. P/98/0685 - Change the Use of Building and Land to Mixed Use of B1, B2 and B8 Classes at Generator House, Unit 7 Navigation Colliery Site, Crumlin RESOLVED that:- (i) subject to the conditions contained in the officer’s report, application no. P/98/0685 be granted; (ii) the consent does not extend to any consent or permission under the provisions of the Planning (Listed Buildings and Conservation Areas) Act 1990. 1800 CODE NO. P/98/0696 - CONVERT EXISTING BUILDINGS TO 17 DWELLING UNITS AND 483 Planning - 4.2.99 CONSTRUCT 22 DETACHED DWELLINGS AND ASSOCIATED WORKS AT CEFN MABLY HOSPITAL, ST. MELLONS, CARDIFF AND CODE NO. P/98/0697 - RENOVATE/CONVERT BUILDING TO 16 APARTMENTS, CONVERT LAUNDRY BLOCK TO DWELLING, PROVIDE NEW REAR EXTERNAL STAIRCASE, ERECT 2 NO. GARAGE/CAR PORT BLOCKS AND DEMOLISH SEVERAL OUTBUILDINGS AT CEFN MABLY HOSPITAL, ST. MELLONS, CARDIFF RESOLVED that:- (i) determination of planning application P/98/0696 be deferred for up to six months from the date of this meeting for the completion of a Section 106 Agreement to achieve the following; • upon completion of the works to the listed building identified in the commercial appraisal dated 15th October 1998 and an agreed detailed schedule of works in accordance with such listed building consent as may be granted, ten houses, at locations to be agreed with the Local Planning Authority, shall be released for occupation; such houses having been constructed either concurrently with or after the completion of the listed building work. • no works shall commence on the remaining twelve houses until a Listed Building Consent has been obtained in respect of the substantial completion of the listed building (including the internal planning, detailing of internal panelling, painting, stairs, skirtings, coving, doors, etc) and sunken garden. • upon completion of the works approved under the Listed Building Consent above, the twelve houses shall be released for occupation; such having been constructed either concurrently with or after the completion of the listed building works. • the development shall be restricted to no more than 22 new dwellings. These dwellings, or their plots, shall not be sub divided. (ii) upon completion of this Agreement officers be authorised to issue planning permission in respect of application no. P/98/0696 subject to the conditions contained in the officer’s report and the following additional condition; Condition:- “Sound insulation between units in a manner to be agreed, in writing, with the Local Planning Authority shall be provided before the occupancy of any of the apartments and thereafter maintained such that a minimum attenuation of 48 dB (Airborne) and Grade I (Impact) for floors and 49 dB (Airborne) for walls is achieved”. Reason:- “To secure reasonable privacy and enjoyment for the occupiers of the proposed apartments”. (iii) the applicant be advised of the comments of Dwr Cymru, the Environment Agency, SWALEC, Chief Engineer (Drainage), Chief Engineer (Highways), Countryside Services Officer, Countryside Council for Wales, Cardiff County Council and Glamorgan Gwent Archaeological Trust; 484 Planning - 4.2.99 (iv) upon receipt of the detailed tree survey, officers be authorised to serve Tree Preservation Orders on all trees marked for retention; (v) in respect of Listed Building Application P/98/0697 permission be deferred and Cadw be advised that it is proposed to approve the application subject to the conditions contained in the officer’s report ; (vi) provided no adverse observations are received from Cadw officers be authorised to grant Listed Building Consent for the application upon the completion of the Section 106 Agreement subject to the conditions contained in the officer’s report and the following additional condition; Condition:- “Sound insulation between units in a manner to be agreed, in writing, with the Local Planning Authority shall be provided before the occupancy of any of the apartments and thereafter maintained such that a minimum attenuation of 48 dB (Airborne) and Grade I (Impact) for floors and 49 dB (Airborne) for walls is achieved”. HEARING SESSION 4 – HOUSING SITES - Allocated sites objected to by other parties • Is the Council’s decision to allocate the site for housing based on a robust and rational site selection process? 2.As identified in relation to Session 2, we have concerns over the Council’s decision to allocate a significant number of sites for housing due to the lack of robust and rational information. Appendix 1 provides a schedule of sites where we have concerns/questions over the robustness, deliverability and availability of sites which are included in the LDP. • Why is the deletion of the site concerned required in order to make the Plan sound? 3.We would recommend deleting those sites that are not deliverable or available within the assumed timescales, or to provide a more realistic timescale for delivery.
