Wiltshire. 1356 SITE VISIT - APPLICATION NO. P/98/0854 - MANUFACTURE AND DISTRIBUTE PROMOTIONAL SIGNS AND BANNERS, WAREHOUSE REAR OF 162 PONTYGWINDY ROAD, CAERPHILLY The Committee considered the views of the site visit held on the 9th November 1998. The applicant, Samantha Woosnam, was not present to address the Committee. An objector, Mrs. Mould, had addressed the Committee on the 29th October 1998. RESOLVED that:- (i) the report of the site visit be noted; 365 Planning 19.11.98 (ii) subject to the conditions contained in the officers’ report, plus the following conditions, application no. P/98/0854 be granted. "Condition 2 - as amended The use hereby permitted shall enure for the benefit of the applicant whilst she remains resident at No. 162 Pontygwindy Road. Condition 6 The roller shutter door access to the building shall be kept closed at all times other than to allow vehicles to enter and leave the site and in emergency situations. Reason 6 In the interests of residential amenity." 1357 SITE VISIT - APPLICATION NO. P/98/0772 - ERECT TWO STOREY EXTENSION AT 63 CHURCH STREET, BEDWAS, NEWPORT Councillor A. Donaldson declared an interest in this application and left the meeting when it was being discussed. The Committee considered the views of the site visit held on the 9th November 1998. The applicant, Mr. Dale Harris, addressed the Committee. Mr. Prosser, spoke on behalf of Mrs. Frost, 65 Church Street who had objected to the application. RESOLVED that:- (i) the report of the site visit be noted; (ii) subject to the conditions contained in the officers’ report, application no. P/98/0772 be granted. 1358 SITE VISIT - APPLICATION NO. P/98/0790 - CHANGE TO THE USE TO TAXI OFFICE WITH WAITING AREA - LAND AT FORMER TICKET OFFICE, BARGOED RAILWAY STATION, BARGOED The applicant had indicated that she wished to have the application deferred for discussions with officers and Railtrack on an alternative planning application. 1359 SITE VISIT - RESIDENTIAL DEVELOPMENT AT PLOTS 178-181 TRAFALGAR PARK, NELSON The Committee considered the views of the site visit held on the 12th November 1998. An objector, Mr. Phillip Hurn, 72 Heol Tasker addressed the Committee. The applicant was not present. RESOLVED that:- (i) the report of the site visit be noted; (ii) consideration of this application be deferred for a further report suggesting reasons for refusal. 366 Planning 19.11.98 PLANNING APPLICATIONS UNDER THE TOWN AND COUNTRY PLANNING ACT 1990 AND ASSOCIATED LEGISLATION SCHEDULE 1 - OUTLINE APPLICATIONS 1360 Code No. P/98/0692 - Erect Residential Development - Land at Ton Y Pistyll Road, Pentwynmawr, Newbridge RESOLVED that:- (i) subject to the conditions contained in the officers’ report and the following additional condition, application no. P/98/0692 be granted; "Condition 11 Prior to the commencement of work on site a scheme shall be agreed in writing with the Local Planning Authority to ensure that mud and other materials and debris associated with the development hereby approved are not deposited on the public highway during the construction of the development. Reason 11 In the interests of highway safety." (ii) the applicant be informed of the comments of the Chief Engineer (Drainage), Environmental Agency, Transco and SWALEC. 1361 Code No. P/98/0903 - Renew Consent 5/5/95/0431 to Erect Two Detached Dwellings at Land within Curtilage of 6 Penallta Villas, Ystrad Mynach RESOLVED that subject to the conditions contained in the officers’ report, application no. P/98/0903 be granted. 1362 Code No. P/98/0907 - Erect Detached Dwelling with Integral Garage at Land within Curtilage of The Glen, New Road, Pengam, Blackwood RESOLVED that for the reasons contained in the officers’ report, application no. P/98/0907 be refused. 1363 Code No. P/98/0913 - Erect One Dwelling at Provident Bungalow, Penallta Road, Ystrad Mynach Having regard to highway reasons it was - RESOLVED that consideration of this application be deferred pending a site visit by the Chairman and Vice Chairman and ward members. 367 Planning 19.11.98 SCHEDULE 2 - FULL APPLICATIONS 1364 Code No. P/98/0718 - Delete Existing Footpath for Inclusion into Garden Curtilage at Plots 59 and 71 Castle Gardens, Caerphilly RESOLVED that for the reasons contained in the officers’ report, application no. P/98/0718 be refused. 1365 Code No. P/98/0763 - Create Landscape for Gardens, Recreation, Siting of Caravans and Woodlands with Associated Engineering Works at Penyfan Caravan and Leisure Park, Manmoel Road, Oakdale, Blackwood Having regard to the impact of this application it was - RESOLVED that consideration of this application be deferred pending a site visit by the Chairman, Vice Chairman and Crumlin, Argoed and Penmaen Ward members. 1366 Code No. P/98/0782 - Erect 49 Dwellings and 1 No. Shared House for Homeless People on Land off Mill Road, Caerphilly RESOLVED that:- (i) subject to the conditions contained in the officers’ report, but with condition 4 being amended and with an extra condition 16, application no. P/98/0782 be granted; "Condition 4 - amended The access/junction to the cul-de-sac containing Plots 18-27 shall be laid out with vision splays of 3m x 23m. The largest under-representation is recommended to be 24% above the proposed county average in Aberbargoed and Bargoed. The largest over-representation is recommended to be 20% below the proposed county average in Aber Valley. The Commission is recommending 25 multi-member wards consisting of 12 two- member electoral wards; 12 three-member electoral wards; and one four-member electoral ward.
