2016 UN Inter-Agency Operations(As of 13 April 2016) Syrian Arab Republic: 2016 UN Inter-Agency Humanitarian Operations (as of 13 April 2016) Since the beginning of 2016, the UN and partners successfully delivered multi-sectoral assistance through inter-agency operations, reaching nearly 451,000 civilians in besieged, hard-to-reach and other priority cross-line locations with dire humanitarian needs. A total of 47 UN inter-agency convoys have been undertaken, reaching nearly 427,000 people. Many of these people were reached more than once.     The study on sewerage system development in the Syrian Arab Republic Final Report CHAPTER 9 ESTABLISHMENT OF THE SEWERAGE DEVELOPMENT MASTER PLAN 9.1 Basic Condition for Master Plan 9.1.1 Target Year One of Japan’s most highly authoritative design guideline entitled, “Design Guidelines for Sewerage System” prescribes that the target year for a sewerage development plan shall be set approximately 20 years later than the current year. This is due to the following reasons: • The useful life of both the facilities and the construction period should extend over a long period of time; • Of special significance to sewer pipe construction is the phasing of the capacity strengthening. This should be based on the sewage volume increase although this may be quite difficult to track; • Therefore, the sewerage facility plan shall be based on long-term prospect, such as the long-term urbanization plan. In as much as this study started in November 2006, the year 2006 can be regarded as the “present” year. Though 20 years after 2006 is 2026, this was correspondingly adjusted as 2025. Hence, the year 2025 was adopted as target year for this Study. 9.1.2 Sanitation System / Facilities The abovementioned guideline describes “service area” as the area to be served by the sewerage system, as follows: • Since the service area provides the fundamental condition for the sewerage system development plan, investment-wise, the economic and O&M aspects shall be dully examined upon the delineation of the area. • The optimum area, the area where the target pollution reduction can be achieved as stipulated in theover-all development plan, shall be selected carefully.

A loss to all of us and particularly to the innocent people of Syria, who never met her but for whom she worked relentlessly, courageously, effectively. And working with the local brave NGO, the White Helmets. She was a humanitarian to her core. Jo was one of the greatest advocates for this long destructive, senseless war to stop – and stop immediately. That is what Afin said to me in the Reyhanli hospital near Hatay in Turkey on the Syrian border near the Bab al Hawa crossing when I was there the other day. He is a White Helmet working in Syria who had just lost his leg from below the knee in an IED explosion and was trying to get used to his prosthesis. Jo took his message to the House of Commons and to this Security Council chamber. She joined politics to speak truth to power, fearlessly, to you the Security Council. I dedicate this statement to Jo, to her values, to her inspiration – and above all her call for peace, in Syria, now. There is something fundamentally wrong in a world where attacks on hospitals and schools, on mosques and public markets, on ethnic, religious and confessional groups, have become so commonplace that they cease to incite any reaction.

The repeated and systematic use of chemical weapons, ballistic missiles, barrel bombs, torture and siege tactics against Syrian civilians, including women and children, demands immediate and decisive Security Council action, including through the authorization of a no -fly zone. Since the Security Council last heard from the Under-Secretary-General and the Emergency Relief Coordinator on the humanitarian situation in Syria, the violence perpetrated by Syrian regime forces and the terrorist extremist group Islamic State in Iraq and the Levant (ISIL) has escalated sharply. On 1 April 2015 , after besieging the Palestinian refugee camp of Yarmouk for two years, regime forces facilitated ISIL infiltration of the camp, where it continued to terrorize the civilian population.
