ART GOLD LEBANON PROGRAMME PRESENTATION Over 80% of the Lebanese population currently lives in urbanized areas of the country, out of its estimated population of four million people. Lebanon enjoys a diverse and multi cultural society; but is a country characterized by marginalization of its peripheral areas, mainly Akkar in the North, Bekaa in the East, and South Lebanon. The South Lebanon marginalization was often exacerbated by the long-lasting occupations and wars. UNDP ART GOLD Lebanon is being implemented in the four neediest areas where the scores of poverty rates mount high, the socio-economic problems are enormous, and the convergence between deprivation and the effects of the July 2006 war took place. The ART GOLD Lebanon main aim however is to support the Lebanese national government and local communities in achieving the UN Millennium Development Goals (MDGs). UNDP ARTGOLD Lebanon utilizes the Local Development methodology, which relies upon the territorial networks and partnerships, which are extremely poor in the Lebanese target areas. To this end, the first steps of the programme aimed at building and strengthening the Relational and Social Capitals of the target territories. Establishing 297 Municipal, 4 Regional Working Groups (RWGs) and 22 Regional Thematic Working Groups. At the same time, regional planning exercises started in the selected sectors. The RWG requested trainings on participatory Strategic Planning, and UNDP ARTGOLD Lebanon will provide it within the forthcoming months. Governance, Local Economic Development, Social Welfare, Health, Environment, Gender Equity and Education are the UNDP ART GOLD main fields of interventions at local and national levels. To support the Regional Working Groups efforts, UNDP ARTGOLD Lebanon facilitated the set-up of a number of decentralized cooperation partnerships between Lebanese and European communities. -

UNITED STATES GOVERNMENT SITUATION REPORT Lebanon Humanitarian Emergency USG Humanitarian Situation Report #40, Fiscal Year (FY) 2006 September 19, 2006 Note: The last situation report was dated September 15, 2006. KEY DEVELOPMENTS • According to the U.N. Office for the Coordination of Humanitarian Affairs (OCHA), a U.N. World Health Organization (WHO) assessment team visited Tair Debba, Bazouriye, Aaitit, and Qana in Tyre (Sur) District. The team reported that health centers in the villages are intact and most of them have water and access to electricity. A WHO team also visited two health facilities in Tyre and reported that the facilities were intact, functioning, and providing health services. WHO provided health kits to health centers in Deir Aamess, Srifa, Kafra, and Yaroun. • According to the U.N. Human Rights Council (UNHRC), from September 7 to 13, a team of independent human rights experts visited Lebanon and conducted assessments. The team—including specialists on internally displaced persons (IDPs), housing, physical and mental health, food, and extrajudicial executions—will submit a joint report during the September 18 to October 6 meeting of UNHRC in Geneva. II. Existing Tourism Assets in Rachaya
1 I. Objectives and scope of the study VNG International, with its headquarters based in The Hague, in assignment of the Netherlands Ministry of Foreign Affairs, aims at strengthening resilience of local governments Lebanon in order to be able to improve living conditions of local populations and Syrian refugees in their host communities. For the Local Government Resilience Programme (LOGOReP) VNG International will collaborate with Dutch, as well as Jordanian and Lebanese (unions of) municipalities, with the UNDP & UNHCR, and NGOs operating in the targeted areas. Within the Local Government Resilience Programme (LOGOReP) Lebanon project, VNGI and its municipal partners work on the development of local economies and municipal service provision within the context of the refugee crisis, more specifically in the West- Beqaa region. The aim of the Urban Planning and Local Economic Development (LED) in the LOGOReP is to offer tools for integrated economic and spatial development on the long term at the scale of a regional urbanized area : Rachaya, located in the Bekaa Valley.
