The few studies on the Orontes have two main theoretical and empirical shortcomings. First, there is a lack of critical hydropolitics studies on this river. Second, those studies focus on either the Turkish–Syrian or Lebanese–Syria relations rather than analysing the case in a holistic way. Gathering both primary (international agreements, government documents, political statements and media outlets) and secondary sources, this paper seeks to answer how could Syria, as the basin hydro-hegemon, impose its control on the basin? This study argues that the lack of trilateral initiatives, which is also refected in academic studies, is primarily due to asymmetrical power dynamics. Accordingly, Syria played a dual-game by excluding each riparian, Turkey and Lebanon, and it dealt with the issue at the bilateral interaction. Syria has used its political infuence to maintain water control vis-à-vis Lebanon, while it has used non-cooperation with Turkey to exclude Tur- key from decision-making processes. The paper also argues that the historical background and the political context have strongly informed Syria’s water policy. Finally, given the recent regional political developments, the paper fnds that Syria’s power grip on the Orontes Basin slowly fades away because of the changes in the broader political context.

One of the main characters of And the Living Is Easy is Firas Beydoun, who was born and lived then in Ouzaï, and whose grandfather, Ali Hassan Nasser, a pioneer, established his life and professional activities there, but also built a mosque, and a local leader (‘za3im’). As I pursued my project Under-Writing Beirut, I got interested in researching the history of Ouzaï, and met several members and acquaintances of the Nasser family. This piece, part of the project’s third chapter: Under-Writing these encounters as well as on the mundane and historic places that are enmeshed with the narratives of this area. Objectives and scope of the study VNG International, with its headquarters based in The Hague, in assignment of the Netherlands Ministry of Foreign Affairs, aims at strengthening resilience of local governments Lebanon in order to be able to improve living conditions of local populations and Syrian refugees in their host communities. For the Local Government Resilience Programme (LOGOReP) VNG International will collaborate with Dutch, as well as Jordanian and Lebanese (unions of) municipalities, with the UNDP & UNHCR, and NGOs operating in the targeted areas. Within the Local Government Resilience Programme (LOGOReP) Lebanon project, VNGI and its municipal partners work on the development of local economies and municipal service provision within the context of the refugee crisis, more specifically in the West- Beqaa region. The aim of the Urban Planning and Local Economic Development (LED) in the LOGOReP is to offer tools for integrated economic and spatial development on the long term at the scale of a regional urbanized area : Rachaya, located in the Bekaa Valley.
