3 DEAR MILITARY SPORTSMEN AND SPORTSWOMEN!

Lifesaving in the water - Something that is of highest importance for everyone to know in case of an emergency at sea.

There are people who doesn’t know what to do and how to act, if an emergency situation involving lifesaving in water, occur. At the other end of the scale there are a few skillful men and women who are perfectly educated and well trained in the honorable art of saving the life of a victim in a distress situation in the water.

During seven days, in August, some of the world’s most skilled men and women, from eleven nations, will be gathered in Halmstad to compete and to determine who would be the best companion to have, if you encounter an emergency situation and require assistance in the water.

Sweden is very proud to arrange, for the first time, this years Lifesaving champion- ship in the waters outside the beautiful town Halmstad. This is famous grounds for Swedish lifesavers education and work.

The beaches in the area are very popular and lifesavers at work are essential. As the Chief of Staff , I take great pleasure in being patron of the Lifesaving Championship 2016. My hope is that it will be an appreciated and decisive competition.

I welcome you all and wish you the best of luck in the competition. I also hope you will all take the opportunity to follow the device of the International Military Sport Council; “Friendship through sport!”

A warm welcome to Halmstad and World Military Lifesaving Championship.

A total of over 1000 people are employed within Halmstad garrison at the various schools and units, making Halmstad one of the largest garrisons in Sweden. Included herein are the Air Defence Regiment, The Armed Forces Technical School, the Military Academy Halmstad. Parts of the Armed Forces Logistics Centre, the Armed Forces Intelligence and Security Centre and the Air Combat Training School are based here.

The different sections have a well org- anised and functional system achieving maximum efficiency through cooperation, problem solving and best use of the resources available in the garrison. The teaching resources cover a wide range of courses from Basic Military Training to academic and advanced technical courses. In addition to our own resources, good use is made of the specialised services available within the civilian faculties in Halmstad, including the university, municipal departments such as fire and medical services and various companies amongst others.

The garrison is situated close to the town centre and green areas. Within the locality are three modern military exercise areas for both theoretical and practical military training. These provide all the facilities needed to train soldiers in advanced mobile and anti-aircraft warfare as well as basic combat training.

We have tried to create the best conditions for you so that this World Military Life- saving Championship will be fair, challenging and a great sports festival. Once again, welcome.

Colonel Anders Svensson Commanding officer Air Defence Regiment and Halmstad Garrison 5 THE AIR DEFENCE REGIMENT (ADR)

The Air Defence Regiment is an Army unit, but also has a vital role in the nation’s air defence, tasked with moni- toring swedish air space, detecting airborne threats and protecting vital objects and organisations from air attack. The two Air Defence Battalions within the national Armed Forces are trained and held in readiness within the fields of intelligence gathering through radar surveillance, com- bat control, logistics and defence against attack from the air using anti-aircraft missile systems. The ADR is on permanent stand-by for both national and international service and is responsible for organizing and training units for overseas operations.

Officers and cadets in the Regiment are trained at the Air Defence Combat School (LvSS), which together with Hallandsgruppen (the Home Guard, ), are part of the ADR.

13 INFORMATION POINT

The Information Point is located one stair up in the restaurant at Halmstad Garrison. The Information Point is manned by regular personnel from 06.45-19.00 on 8-12 aug and 06.45-08.00, 16.30-19.00 on 13-14 aug.

The Information Point will also be located at the Tylösand and Brottet areas during the official training and competitions. In case of important issues all other times, contact Information Point on phone. Phone number +46 70 675 18 10

Every team has its own mailbox at the Information Point where they can pick up distributed material daily. Every team has a local liaison officer. The liaison officer and the Information Point personnel are ready to help you when needed.

Departure Each team has to inform the Information Point about their departure (need for transport and departure time) at latest on Saturday Aug 14.

Accommodation has been reserved as follows • Chiefs of mission, CISM officials and referees in single rooms at Kadettbyn outside the wing area.

All others in collective barrack rooms • Females in collective barrack rooms • Males in collective barrack rooms • The accommodation has shared shower and toilet facilities • Women have their own shared shower and toilet facilities

When leaving the competition used bed linens should be placed in laundry bag positioned i container just outside barrack 2.

REGULATIONS FOR USING THE BARRACKS

• Make sure you know where the nearest emergency exit is. • Make sure you know where the collecting point is, look at the plan for emergency on the wall. • Keep the emergency exits free. • Make sure that the fireproof doors are closed. • Smoking is only allowed outdoors. • To light candles are strictly prohibited. • Never leave inflammable material (tree and paper) at the entrances.

In case of fire 1. Locate the fire 2. Rescue people in danger 3. Close the doors and the windows to prevent smoke and fire to spread 4. Call 112 for SOS-alarm 5. Evacuate the building 6. Make sure that all people have evacuated the building. Count everybody at the evacuation 7. Contact the Information Point: +46 70 675 18 10

15 SECURITY INFORMATION

• The Swedish Air Defence Regiment is a military restricted area. • Unauthorized personel has no admittance to the Regimental areas. • The visiting badges and a valid passport grants the holder access to the Regimental areas. Passport must be presented upon request. • As a visitor/guest you must wear your visiting badges at all times when visiting the Regiment. • No outdoors photographing or filming of the Regimental buildings and areas is allowed. • Indoors photographing or filming is allowed in the buildings numbered 2, 5, 6, 13 and 27 only. • As a visitor/guest you are only allowed to enter the buildings marked 2, 5, 6, 13 and 27. All other areas and buildings are NO GO without Swedish military escort.

Area 1 – Entering and leaving the ADR, guard check point. Building 2 – Sleeping quarters, barracks. Building 5 – Gym Building 6 – Bottom floor: Breakfast, lunch and restaurant. Building 6 – Second floor: Free WIFI hotspot and Information Point. Building 13 – Gym Building 27 – CISM Club

16 MEDICAL CARE

During the period 8 – 15/8 (except 13 – 14/8) The Military Primary Health Care (Försvarshälsan, By 26) is open 0700 – 1600 with a nurse on location. N.B. no emergency care. 0700 – 0730 there is also a Physician and a Physiotherapist on site.

At the competition facilities, Brottet swim arena and Tylösand beach arena, there is a medical treatment area clearly marked with a red cross symbol. During training and competition it is manned by Physician, Nurse, Physiotherapist, Medic and Combat Life Savers. Medical personnel wear vests marked “Medical”.

At Tylösand beach there is also a civilian ambulance on site during training and competition 12 – 14/8.

The CISM club is located outside the regiment area/fences. This means that you have to bring your visiting badges and passport to get back in to the regiment area again. In the CISM club you can buy refreshments, play videogames, watch big screen TV and use the free WI-FI.

Lifesaving Pool events The pool events will be held at “Brottet swim arena”. It is a 50 m saltwater pool located by the sea about 5 km from ADR. Brottet swim arena has been the location of several Swedish swim championships during the years. The pool depth varies from 1,20 meters to 1,80 meters which unfortunately makes it too shallow to allow Lifesaving world records in most events.

Lifesaving Beach events The beach events will be held at Tylösand Beach, one of the most popular beaches in the south of Sweden. This is the location of the only Lifesaving School in Sweden and here is also where the Swedish Lifesaving championships take place annually. The exact location of the beach arena will be decided as close to the day of compe- tition as possible since the currents and waves may change the shoreline. Hopefully it can be located right around the red dot on the picture below.

The Swedish Lifesaving Society (SLS) is a nonprofit organization that works to increase the safety by our water and ice. SLS have been around since the late 1800’s and are made up of 24 independent regional federation and a confederation. In their statutes says that they will work in three areas: swimming ability, survival, and safety. The area Rescue includes both the sports contest coverage.

Swedish Life Saving Society started over 50 years ago, and since 1960 they run organized training of lifeguards at livräddarskolan in Tylösand - Sweden’s only lifesaving school! The training is approved worldwide, which means that as a trained lifeguard can go to, for example, Germany, England or Australia and monitor beaches.

SLS organizes several livesaving competitions annually in both the pool and the sea. Within Sports & Competition SLS has currently about 100 active between the ages of 10-60. The national team consists of four pieces, three seniors and one junior, who has qualified and will participate in the World Cup, the JVM / Masters 3 to 11 September Eindhoven / North Wiik, Netherlands.
